$150 million budget approved for Siem Reap road infrastructure
June 6, 2022, 5:01 p.m.
Siem Reap’s infrastructure projects are designed to expand the portfolio of industries operating in the province. Supplied.September 4, 2020 - Prime Minister Hun Sen approved a $150 million budget to develop a 38-road infrastructure in the tourist hotspot of Siem Reap.“Although our country still faces Covid-19 cases, it has not affected the development of the country,” said the Prime Minister.Siem Reap is known to be Cambodia’s primary tourist destination esteemed for its Angkor Wat temples and the surrounding eco-tourism hotspots. Aside from being a tourist destination, the Siem Reap province is also the 2nd largest population center in the Kingdom; home to over 1 million residents according to the General Population Census 2019.The Siem Reap province also serves as an important economic corridor linking the Battambang province to the rest of the Kingdom. The Ministry of Public Works and Transport (MWPT) is currently overseeing a number of road rehabilitation projects in Siem Reap city’s ring road. The 38-road infrastructure project has been in the pipeline of the Ministry of Public Works and Transports for quite some time. Last June 2020, the MPWT prioritized the development of the road infrastructure masterplan during its major planning session.“Now is the time to study the master plan for the redevelopment of Siem Reap’s road infrastructure, as we did for other tourist hotspots like Sihanoukville. This is to promote the national image through international tourists,” said HE Sun Chanthol, Minister for Public Works and Transport.“Once completed, this infrastructure project will highly ease people’s livelihoods and boost national economic growth once the COVID-19 crisis passes,” said Prime Minister Hun Sen when he approved the infrastructure project.Article by:
Affordable condominiums to see new interest post-COVID-19, say experts
Affordable condominiums to see new interest post-COVID-19, say experts
June 6, 2022, 5:01 p.m.
Cambodia’s real estate market is starting to see the first signs of recovery months after the outbreak of COVID-19. In recent months, limited international flights started bringing tourists back, the vital Chinese expatriate market is returning, and local businesses have started resuming normal operations following new health guidelines. The severity of COVID-19’s economic effects are yet to be fully understood, but it can be observed that global markets, including real estate, will not be the same. Given the uncertainty, experts have been looking into what the real estate market will look like in the future."Developers and designers are going to be looking at the impact of this period over the longer term, that is driven by the fact that the virus has highlighted a lack of resiliency in many real estate sectors worldwide – we see this is particularly true in the retail and hospitality sectors, and as such the type of real estate we see designed and delivered in the future is likely to be different," said James Hodge, Senior Director of CBRE Cambodia.Cambodia’s real estate sector, particularly on the high-end and mid-end of the condominium market has seen downward movements in terms of the average sale price. According to CBRE’s Q2 2020 market report, high-end condominium sale prices slid by 4.6% while the mid-range slumped by 4.0%. On the other hand, affordable condominiums saw no significant movement since January 2020.“I believe affordable condominiums will see new interest after COVID-19” said Moek Chenda, the founder of Realestate.com.kh. “More Cambodians are starting to realize the value of condominiums whether it’s for residential or investment purposes. And given the travel difficulties many foreign investors face, Cambodia’s local market has been highlighted in importance over the past few months” he explained.James Hodge agrees that affordable condominiums will likely lead the pack, saying “I would suggest that some sectors will recover more quickly, with landed residential and affordable condominiums likely to lead the way, followed by the rest of the condominium market and the office market.”He cites that retail and hospitality real estate would be the slowest to recover as they are dependent on the continuation of travel restrictions and the overall impact on domestic consumer spending - something which remains unclear at the current time.Article by:

Centrally located Sky Villa soon to finish handover by September 2020!
June 6, 2022, 5:01 p.m.
Lin Yutang, a Chinese novelist, pondered in “The Chinese Way Of Life”: “With all the wisdom and common sense of mankind, one problem remains to be solved: How do people support themselves and ultimately enjoy life to the utmost satisfaction?”Developments in residential technology have made it possible for large flats to allow people to work in cities and give them the space needed to live comfortably. These large flats in the center of highly urban areas represent how achievable a good life can be. And interestingly, it’s become more mainstream across Cambodia’s growing property market. These large floor plans allow for magnificent views of winding rivers and growing cityscapes. These sights are even more majestic when all of the city’s lights are lit up at night.Standing about 140 meters high, Sky Villa has certainly attracted the attention of luxury property seekers from all over the world. Recent events signal positive outlook for Cambodian real estate, say experts
Recent events signal positive outlook for Cambodian real estate, say experts
June 7, 2022, 4:30 a.m.
The robust Cambodian real estate sector was noted by investors as one of the new go-to's in the region. Supplied. The Cambodian construction and real estate industry has seen an influx of foreign investment and a flurry of activity in the past decade. According to CBRE Cambodia’s Fearless Forecast 2020, around $5.2 billion was spent constructing 2,867 approved projects in 2018. These figures significantly grew to $9.3 billion in investments spread across 4,443 approved projects in 2019.The flow of foreign investments has been growing since 2010 due to the country’s increasingly more appealing business environment. This streak, however, was broken when COVID-19 became an urgent global health issue in January 2020. Almost overnight, governments all over the world either limited or outright restricted foreign travel to prevent the spread of the highly contagious disease. The global tourism industry was hit the hardest as the result of the painful yet necessary measures. It also didn’t take long for the lack of international travel to initiate a domino effect that led to other sectors feeling the pinch; the real estate industry included. Cambodia’s robust real estate was one such market that experienced a slowdown that derailed projections of continued expansion for 2020 and even 2021.But as the Kingdom and most of the world learned to manage COVID-19, the restrictions on international travel were relaxed and a new normal started taking shape. In Phnom Penh, the widespread use of masks and the availability of hand sanitizers in public places has become commonplace - with most businesses reopening following these measures. International flights, though limited, are starting to return with strict health screening; the chief example of which is the return of thousands of Chinese expatriates working and living in the Kingdom.Health Minister Mam Bun Heng observes COVID-19 checks during a visit at the Phnom Penh International Airport. Fresh News.According to CBRE’s James Hodge, Senior Director of CBRE Cambodia, “Recent developments have given rise to the hope of recovery for Cambodia’s real estate sector, with increasing confidence and interest from investors and occupiers. CBRE notes a resurgence in inquiries for residential accommodation from expatriates and commercial space from existing companies.” The return of Chinese expatriates is highlighted as part of the renewed demand Cambodia may see if COVID-19 continues to be under control. “Sihanoukville has been struggling for almost 12 months now, but the improvement in infrastructure and increasing certainty around the future of the gaming industry seem to be acting as a draw for Chinese workers and investors; resurgence in domestic tourism is also a help for the province, and these factors could combine to position the district for a further growth spurt in the near future,” James added.Sihanoukville gains a new lease on life as property developments resume. KT/Chor Sokunthea. However, COVID-19 remains a looming threat to the Cambodian real estate, “Travel restrictions remain prohibitive to many international investors and businesses, and the recovery remains fragile whilst the threat of the further spread of Covid-19 remains – this is unlikely to change until there is a reliable vaccine and quarantine requirements are removed.” he added.Moek Chenda, the founder of Realestate.com.kh, also considers recent developments as a positive sign for Cambodia’s real estate market. “Foreign investors have played a big role in the country’s real estate development. Allowing them to come in, especially at this time, certainly presents a good opportunity for both them and the Cambodians that stand to benefit from new investments”.Much like other experts, Chenda shares the same precautions about COVID-19. “As we’ve seen, we can never be too safe. It’s fortunate that we have controlled the disease in Cambodia early on and established guidelines and procedures when it comes to screening new entries into the country.”New health measures required for foreign visitors were adjusted in August 2020. Fresh News.In June 2020, the government announced a $3,000 USD deposit and a requirement of $50,000 insurance from foreigners visiting Cambodia. The temporary policy was enacted to help fund the testing and quarantine all new visitors are required upon entry. The policy was changed in August 2020 reducing the required cash deposit to $2,000 and relaxing other measures to attract more visitors and investors in the country.According to James Hodge, “The government’s approach to adjusting entry requirements appears to be born out of the need to balance safety measures with economic growth. In terms of the real estate market, easing entry requirements is important in allowing decision-makers to access the country and action investments”.However, he expects these additional costs and quarantine requirements may still limit most visitors, saying “The changes are unlikely to yield significant adjustments at the current time due to reluctance to travel or face extended periods of quarantine at one or both ends of a flight.”When one door closes, another opens. The lack of foreign investors has caused several developers to offer discounts and/or benefits on purchase. According to Chenda, “It’s a good time for local investors to look at property as some may get up to 30% discount if they look hard enough.”Chenda adds that both buyers and sellers are still looking to connect even during this time, saying “There are still developers looking to sell fast and buyers looking to buy property fast, as well. And given that some sectors of the market are still active, online property platforms have a more important role in keeping the market going”.Keeping COVID-19 under control is integral to sustaining economic recovery. Supplied.Sustaining the recovery is certainly on everybody’s mind. In a report from the Khmer Times, the government allowed some businesses to reopen in July 2020 with conditions to adopt measures to curb COVID-19 infection. Businesses such as casinos, clubs, and KTVs have been allowed to reopen – a positive sign that the Cambodian economy will soon rebound. And any commercial endeavor opening spells good tidings for the real estate sector.“It is important that the real estate market adapts to aid the prevention of the coronavirus after all urbanites spend the vast majority of their time inside buildings, whether that is at home, school, the office, a factory or leisure venue, as such real estate is a primary resource and plays an integral role in stopping the spread of infections,” says James Hodge. He also highlighted the importance of upgrading and maintaining a building’s prevention policy to stop the spread of infection. The uncertainty of how much COVID-19 will influence the Cambodian real estate industry remains a hot topic among stakeholders. But recent developments may indeed signal the beginning of a continuous upward trend for the market.Phnom Penh’s real estate market still presents good opportunities during COVID-19. Supplied.“I believe we have started to see an uptick in market activity across some sectors,” says James Hodge. “This is helped along by Cambodia’s track record at controlling community transmission, as well as the pragmatic reaction of many market actors to the situation,” he added. While the uptick is certainly within sight, the risk of a 2nd wave is still no less of a threat. “As we have seen recently in Vietnam and earlier in Singapore, Covid-19 spreads quickly and is difficult to control. Cambodia is by no means safe from either the direct or indirect impacts of the virus yet, so we must all remain vigilant and follow appropriate protocols – but if we can continue to follow our current path then the market should continue to improve in some segments.” cautioned James. “It will still be some time before we are back to pre-Covid-19 levels as there remain a number of headwinds, not least the impact of EBA withdrawal and macro impacts from the global economic woes.”Moek Chenda similarly believes that while pre-COVID-19 activity may still be some ways off, good opportunities still lay within the market. “Getting the real estate economy back to how it was before may take around 12 more months. But that does not mean people should hold off on buying today”, he continued. “The Black Friday Event back in June and the developer sales that followed should signal to buyers that now is a good time to buy property. They just have to keep their ears on the ground” he advised.Article by:

Phnom Penh Borey developers remain confident in 2020
Phnom Penh Borey developers remain confident in 2020
June 6, 2022, 5:01 p.m.
Borey Lorn City is a new gated community development in Phnom Penh city, located along a wide-open National Road 3 in Por Sen Chey. Supplied. The outbreak of COVID-19 shifted the status quo of Phnom Penh’s real estate market. The fears of infection and the subsequent restriction on international travel lead to previous market speculations up in the air. One real estate sector, however, remains anchored on the land beneath it.Landed properties in Phnom Penh, more popularly known as boreys, are a collection of pre-made/designed houses within a gated community. According to Knight Frank Cambodia, the end of 2019 saw the addition of 4,654 units from 11 recently completed boreys. This led to Phnom Penh’s year-end stock standing at almost 56,000 units spread across 142 developments - a 21% increase from the previous year. The addition of more than a dozen new projects launched in H2 2019 is expected to add further 2,675 units upon their respective completion dates.Knight Frank also indicates that if all on-going projects are finished as scheduled, Phnom Penh could see an additional 20,000 residential units added to its borey portfolio by the end of 2022. This will bring Phnom Penh’s borey stock at an estimated 76,405 units. This influx of new residential units are categorised as Mid-tier developments (64%) whilst the remaining is divided between Affordable (28%) and High-end (8%).At the end of 2019, Knight Frank indicated that approximately 52% of the landed housing supply are flat houses whilst link houses comprise 14% followed by twin villas with 13%, shop houses with 11%, and villas with 11%. Generally, flat houses remained the more popular and sought-after type of landed house, commanding a higher sales rate as compared to the other types.CONFIDENCE DRIVEN BY LOCAL DEMANDDespite the recent disruption from the headwinds including the partial withdrawal of EBA preferential trade arrangements with the EU, the Covid-19 outbreak, and external geopolitical and economic uncertainty, Borey developers’ confidence remains strong, according to CBRE Cambodia’s Q1 2020 market report. The key to this assessment is the launch of more than a dozen projects between September 2019 and March 2020. Project launches by Cambodia’s leading real estate developers such as Chip Mong Land and Borey Peng Houth Group also indicate confidence within the country’s real estate future - now mainly driven by local demand.According to a report by the Khmer Times, the lack of foreign investment has forced developers to search for a new market. And with the absence of the usual clientele, the spotlight has shifted to the local Cambodian market, and about what they want from real estate developers. For example, the high-end condominiums in the capital, which include gyms, rooftop infinity pools, five-star restaurants, movie theatres, kindergartens, and mini-marts, have seen a recent drop in price by up to 50 percent. The continuous lack of foreign investment in recent months has opened up the market for more domestic investment at much more attractive rates. The Borey market itself is seeing the same interest as Cambodians value land as a safe store of wealth. And as COVID-19 drags on, locals are more convinced that a tangible form of security, particularly in landed properties, is more important now than ever. Article by:

Vue Aston pioneers Chbar Ampov’s upcoming satellite city
Vue Aston pioneers Chbar Ampov’s upcoming satellite city
June 6, 2022, 10:02 p.m.
Phnom Penh’s outward expansion continues to see once-rural districts gain a new lease on life. Chamkarmon, Russey Keo, Toul Kork, and Sen Sok are a notable few who have seen considerable urbanization in the past decade alone. And with all this impressive progress, it was only a matter of time until Cambodia’s developers take the next big step in widescale urban development: creating a satellite city.Satellite cities, however, are not alien to Phnom Penh’s real estate market. Koh Poch a.k.a. Diamond Island is a chief example of how feasible the idea is within the Cambodian landscape. The apparent popularity of Koh Pich among the new generation of property seekers has led to the Overseas Cambodian Investment Corporation (OCIC), Koh Pich’s primary developer, planning for another satellite city project - this time in the Nirouth subdistrict of Chbar Ampov.Chbar Ampov itself is a district only starting to see big commercial and residential developments as of late. The biggest and arguably the most popular of these is the upcoming Vue Aston residence in the Nirouth subdistrict. The Vue Aston is a 38-storey luxury waterfront project with residences putting an emphasis on providing comforts similar to what can be found in city centres. It is the most sophisticated upcoming development in Chbar Ampov having only started groundwork in 2020. And while the OCIC’s project is still within its planning phases, the Vue Aston provides us with an intriguing preview of the district’s biggest undertaking yet.Sophisticated residence and amenitiesDevelopments in the city elevated the residential standards of many property seekers. And the Vue Aston certainly accommodates the range of new and sophisticated demands of the Cambodian market. The Vue Aston offers a range of units ranging from studio (up to 55sqm) to 4-bedroom apartments (up to 239sqm). Apart from the 4-bedroom unit, the Vue Aston’s residential portfolio offers potential buyers a selection of different floor plans to choose from. Rooms are adequately designed to allow for easy navigation between rooms; making it easy for residents to be at home, in their new home. The Vue Aston delivers on complementing its fine residences with the appropriate quality of amenities as expected from a true modern project. It takes advantage of its waterfront location by giving residents an unobstructed magnificent view of the Bassac and Mekong rivers. Residents can freely take in these sights while enjoying other amenities such as its fully equipped gym/fitness centre, outdoor swimming pool, and open garden, among many other facilities.A great location for multi-generation livingLocation tends to make or break any property investment. The Vue Aston is squarely in the middle of two of Phnom Penh’s most prized locations in the coming years. To its north is Koh Pich, a commercialized area of its own representing what Phnom Penh’s developers have in mind for the city. While Koh Pich is only currently connected to downtown Phnom Penh to its wast, plans are in place to build a bridge on the island’s southeast area to directly connect it to the Nirouth subdistrict of Chbar Ampov - right in the area of Vue Aston. The Nirouth subdistrict is also planned to have its own satellite city to be built by OCIC. According to initially published plans, the planned satellite city will be a quick drive away from the Vue Aston - an enviable position that could certainly drive property values up once groundwork begins! The Vue Aston is currently offering flexible payment plans for interested early buyers. Let us know if you’re interested and we’ll connect you with the right people at the Vue Aston today!

The Hexa: the perfect home for Cambodia’s rising middle class
The Hexa: the perfect home for Cambodia’s rising middle class
June 6, 2022, 5:01 p.m.
The surge of new developments has given Phnom Penh a fresh set of choices for its residential and commercial property hunters. Most apparent are the high-end developments that sprung up across Phnom Penh’s busiest districts. But high-end developments, as of recent events, are experiencing a slowdown due to the absence of their usual foreign clientele. In July 2020, the Cambodian government announced the lifting of restrictions on businesses across the Kingdom so long as they meet additional healthcare requirements. The announcement signifies Cambodia’s return to form as a robust investment destination in South East Asia. However, it’s starting to become increasingly clear that not everything will return to how it was before. The widespread pandemic fears significantly shifted buyers’ priorities, and consequently, put the spotlight on other segments of the Cambodian real estate market.Mid-range developments were being constructed before the pandemic but were not the highlights of Cambodia’s property portfolio. Now that Cambodia is seeing economic activity return, these mid-tier properties are starting to attract more Cambodians looking to secure their future - all without breaking the bank. The Hexa condominium is one such mid-tier development garnering the attention of buyers for a lot of good reasons. From its location, amenities, and price, the Hexa condominium offers great value in a market where most people ask “Who’s going to buy that expensive condominium?”LOCATIONThe Hexa condominium is located in Russey Keo district, an urban area north of the Phnom Penh’s downtown. It’s directly connected to the bustling city center via the Preah Sisowath Quay and is conveniently attached to the many roads leading to the highly urbanized areas of Toul Kork and Sen Sok. The neighboring Sen Sok district specifically is also offering some urban highlights such as the AEON Mall 2. Russey Keo district is between Phnom Penh's town center and emerging suburbs estimated to house 600,000 residents. As the extension of Toul Kork's upward momentum and prosperity to its north, Hexa Condo is bound to be a great option for middle-class and professionals, which also provides stylish office space that is crafted for the needs of commercial properties around the area. Residents of the Hexa condominium will have plenty of places to go to as Phnom Penh expands outwards.RESIDENCES & AMENITIESThe Hexa condominium offers a variety of apartments ranging from one to three bedrooms, and between 30 to 64 sqm of net area. Each unit type features a subset of room layouts giving potential buyers a set of choices for their new home. Regardless of the number of bedrooms, each square meter in the Hexa is consciously allocated to provide residents the optimum living experience; moving from one room to another is made easy with this optimal usage of space. The ground floor serves as the building’s main lobby where residents are provided with a wide set of conveniences such as a concierge service, property management, and an open workspace (among many others). A gym, swimming pool, and romantic sky bar are located on top of the building for the exclusive use of the Hexa’s residents. It’s already quite easy to picture a cozy lifestyle at Hexa Condo with everything that’s been mentioned far. And we haven’t even discussed the best part yet!PRICEThe Hexa, for everything it has, is priced well within the mid-tier of the market. Unit sale prices start at $50,000 or a little over $1,300 per sqm. By comparison, most units with the same convenience and proximity to the city center are priced significantly higher, sometimes ~30% more per square metre. This puts the Hexa at a great price advantage in the current Phnom Penh real estate market. Its developer, SJS Construction & Development, a Taiwan-based company, recognizes the growing demand for simple yet high-quality residential projects in Phnom Penh. Their previous project, the SJS1 Borey, was a hit and quickly sold out. The Hexa takes a lot after the borey’s successes and brings the same tried-and-tested quality to condominium hunters in Phnom Penh.

Phnom Penh serviced apartment rents slide in Q2 2020
Phnom Penh serviced apartment rents slide in Q2 2020
June 6, 2022, 5:01 p.m.
Serviced apartments in Phnom Penh were growing in popularity prior to the global outbreak of COVID-19. Supplied.Serviced apartment rental quotations slid in Q2 2020, according to CBRE Cambodia. This downward adjustment was seen across the Grade A and B tiers of the market as a result of economic strains caused by COVID-19 and by the entry of new hotel supplies in Phnom Penh.According to CBRE’s Q2 market report, rental quotations (price per sqm) slide down by 13% and 10% for the Grade A and B segments, respectively, compared to figures in H2 2019. CBRE reports that while many tenants, especially expats, have vacated their rental properties, some agreements of 3 to 6 months have been signed within the recent few months. Though this has not made up for the lost market.Additionally, the report cited no new serviced apartment projects were opened and launched during Q2 2020. CBRE cites that the current supply of serviced apartments number 2,725 units, most of which are located in the highly commercialized areas of BKK1 (42%) and Daun Penh (24%). Hotel units are the primary competitor of serviced apartments as residential offerings are comparable to one another. As a result, the entry of new hotel supply is applying additional pressure on the serviced apartments sector on top of the stiffer competition caused by the dwindling tourist/expatriate market. In June 2020, the government enacted a $3,000 deposit and $50,000 insurance requirement from tourists and businessmen entering the Kingdom. The measure was designed to minimize the risk of infected persons from causing a second outbreak in Cambodia. Both the deposit and insurance requirements were eventually waived in principle by the Cambodian government to help ease the burden on its tourist sector. The relaxation of entry requirements, coupled with the announced reopening of schools starting in August, is expected to attract expatriate back in the country. Though it is unlikely that a quick recovery will be seen considering that most countries still have travel restrictions in place.Article by:
