Buying an investment property in Cambodia does not necessarily mean paying 100% of the purchase price upfront.

For investors, the more useful question is sometimes not simply, “How much does this property cost?” but rather:

“How much of my own capital do I actually need to commit today?”

This is where developer financing, instalment plans and long term property financing can change the investment equation.

Across Cambodia’s condominium market, developers are increasingly using flexible payment structures to make property ownership more accessible to both Cambodia and international buyers. Our recent analysis of the Cambodia condominium market in 2026 also reflects a market that is becoming more competitive, with developers placing greater emphasis on payment flexibility, product quality and genuine end user demand.

Instead of placing a large amount of cash into one property immediately, eligible investors may be able to make an initial payment, finance the balance and keep more capital available for other opportunities.

For investors exploring this strategy, three developments currently stand out for their long term financing structures: Diamond Bay Garden, Kingston Royale and the Time Square series.

Why Financing Matters When Investing in Property

Consider an investor with $200,000 available.

They could invest the entire $200,000 into one property and own it outright.

Alternatively, depending on the project and financing approval, they could use a smaller portion of that capital as the initial payment and finance the remainder.

The second strategy preserves liquidity.

That remaining capital could potentially be retained as an emergency reserve, used for another property purchase, allocated to a business or investment portfolio, or kept available for future opportunities.

In investment terms, this is the use of financial leverage.

But leverage is not automatically better than paying cash. Financing comes with costs and monthly repayment obligations. A longer financing plan can reduce monthly repayments but may significantly increase the total cost paid during the investment period.

The real question is whether the financing structure works with the investor’s broader strategy.

At Realestate.com.kh, we encourage investors to consider financing together with purchase price, rental demand, expected rental yield, location, developer track record and holding period.

For a deeper look at this income focused approach, read our analysis of rental yield versus capital appreciation in Cambodia property investment.

1. Diamond Bay Garden: Long Term Financing of Up to 25 Years

For buyers looking for one of the longest property financing periods currently available among major Phnom Penh condominium developments, Diamond Bay Garden is an interesting option.

Developed by OCIC, Diamond Bay Garden is located on Koh Pich, also known as Diamond Island.

Unlike an off plan development where investors may need to wait several years for completion, Diamond Bay Garden is already completed.

This can be particularly important for income focused investors because the property can potentially be occupied or introduced to the rental market considerably sooner.

The development currently offers a financing structure where buyers can make an initial payment and finance a significant proportion of the remaining purchase price through Canadia Bank.

Current financing available for qualifying OCIC properties includes interest starting from approximately 8% per annum and loan terms extending up to 300 months, equivalent to 25 years. Final financing amounts, interest rates and approval remain subject to the bank’s lending criteria.

For selected Diamond Bay Garden units, buyers may be able to pay approximately 10% initially and finance the remaining 90%, subject to approval and the applicable promotion.

Why Diamond Bay Garden Could Interest Investors

The combination of a completed property and long term financing creates a different investment proposition from a traditional cash purchase.

Instead of committing the entire purchase price immediately, an eligible buyer could potentially secure the property with a smaller initial capital contribution while spreading the remaining cost across a much longer period.

The property may then have the opportunity to generate rental income while the financing is still being repaid.

Location is another consideration.

Koh Pich has undergone significant transformation over the past two decades, developing into one of Phnom Penh’s major mixed use districts with residential, commercial, entertainment and infrastructure development.

Investors wanting more context on the area can read our feature on Koh Pich’s transformation and development.

2. Kingston Royale: Lower Entry Price With Longer Financing

For buyers seeking a more accessible entry point combined with long term financing, Kingston Royale offers a different strategy.

Kingston Royale is currently under development in Phnom Penh, with one and two bedroom units available and entry prices considerably below many premium central Phnom Penh condominium projects.

One of its key attractions from a financing perspective is the ability to spread payments over time.

Current payment options can include a downpayment followed by monthly installments during construction, with longer term financing available for the remaining balance.

Depending on the applicable payment structure, financing periods of approximately 10 to 15 years may be available.

Why Kingston Royale Could Appeal to New Investors

For investors entering Cambodia’s condominium market for the first time, a lower purchase price can reduce the amount of capital exposed to a single investment.

The payment structure can further reduce the immediate financial burden.

Rather than making one large payment at the beginning, buyers can spread their capital contribution across the construction period before transitioning into longer term financing.

This can suit investors who have regular income but prefer not to commit a large lump sum immediately.

It may also appeal to younger Cambodian buyers.

Our recent analysis of young Cambodian buyers entering Phnom Penh’s condominium market found that flexible payment plans are becoming increasingly important as local professionals and couples consider condominium ownership.

For investors, however, affordability should not replace due diligence. Before committing to any off plan property, buyers should assess the developer, project approvals, construction progress, payment obligations and ownership documentation.

We recommend following our condominium due diligence checklist for Cambodia before making a purchase decision.

3. Time Square: Flexible Payments Combined With Longer Term Financing

The Time Square condominium series by Megakim World Corp provides another example of how developers are making payment structures more flexible for buyers.

Rather than relying entirely on a conventional mortgage after purchase, selected Time Square developments combine construction period installments with longer term financing options.

Time Square 9 in BKK1, for example, after the 10% downpayment, they have offered extended financing of up to approximately 10 years alongside shorter construction payment plans.

The attraction for investors is flexibility. A buyer with stronger short term cash flow could choose to make larger payments during construction and reduce the amount outstanding when the project is completed.

Another investor may prefer to preserve liquidity and move a larger proportion of the remaining balance into longer term financing.

Why Location Still Matters More

A long payment plan should never be the only reason to purchase a property.

For investment property, location remains fundamental.

Time Square 9, for example, is situated in BKK1, one of Phnom Penh’s most established residential and rental districts.

Our analysis of the most popular areas to buy property in Phnom Penh continues to place BKK among the capital’s key property markets because of its concentration of businesses, international residents, restaurants, embassies and amenities.

Our 2026 condominium research also found that BKK1 remains the most popular Phnom Penh location among renters within our data, followed by Tonle Bassac and Daun Penh.

Investors researching the neighbourhood in more detail can also explore our BKK1 area guide, including current asking prices, rents and gross yield data.

This illustrates an important point.

Financing helps investors acquire the property. Location helps determine whether people actually want to rent or buy it.

A 10 year finance attached to a weak investment does not suddenly make it a strong investment.

Investors still need to evaluate location, tenant demand, pricing, unit size, developer quality and future resale potential.

Can Rental Income Help You?

For investors, this is where the financing discussion becomes particularly important.

Imagine a condominium generates $700 per month in rent.

If its repayment is $900 per month, the owner effectively needs to contribute another $200 before management fees, maintenance, taxes, vacancy periods and other expenses are considered.

The basic calculation is:

Rental Income - Monthly Financial Repayment - Management, Maintenance, Tax and Other Ownership Costs = Monthly Property Cash Flow

If rental income eventually covers most or all of the financing and ownership costs, holding the investment can become considerably easier.

But investors should avoid calculating returns based only on headline rental figures. Vacancy, property management fees, furnishing costs, repairs and taxes can all reduce net income.

This is why we increasingly encourage investors to analyse cash flow and rental yield, rather than depending entirely on expectations of future price appreciation.

Our guide on rental yields versus capital appreciation explains this investment approach in greater detail.

Should Investors Always Take the Longest Financing Option?

Not necessarily.

A 25 year financing term can substantially reduce the monthly repayment compared with a 10 year one. However, assuming the same principal and interest structure, keeping debt for longer can also mean paying more cost overall.

An investor therefore needs to decide what matters more.

For some buyers, keeping the monthly repayment low and retaining capital for other investments may be the priority. Others may prefer a larger down payment and shorter financing period to minimise long term costs.

Neither strategy is universally better.

The appropriate choice depends on income, liquidity, risk tolerance, investment horizon and what the investor intends to do with the capital that remains available.

What Should You Check Before Choosing Property Financing?

The headline interest rate should only be the beginning of the assessment.

Before signing a Sale and Purchase Agreement, we recommend confirming:

  1. The total initial payment required.
  2. When each instalment becomes due.
  3. The actual amount that will eventually be financed.
  4. Whether the interest rate is fixed or variable.
  5. The exact monthly repayment.
  6. Whether early repayment fees apply.
  7. Whether there is an interest free or grace period and what conditions apply.
  8. Whether financing is available to international buyers.
  9. What documentation the lender or developer requires.
  10. What happens if a repayment is late.
  11. Any management fees, sinking fund contributions, taxes or other ownership costs.
  12. The ownership title that will ultimately be issued.

Investors should also understand Cambodia’s property taxes before calculating their total acquisition and holding costs. Our updated guide to property taxes in Cambodia explains transfer tax, annual property tax and other important considerations for buyers.

What About International Investors?

Cambodia allows foreigners to directly own qualifying private units in registered co owned buildings through strata title ownership, subject to legal requirements.

Foreign buyers generally cannot directly own Cambodian land, but eligible condominium units above the ground floor can be held under a strata title, with foreign ownership limited to 70% of the private area within the qualifying co owned building.

International investors who are unfamiliar with the process can read our guide to foreign property ownership in Cambodia and our detailed strata title buying guide for foreign purchasers.

Importantly, the fact that a foreign buyer can legally own a condominium does not automatically mean that every financing package will be available to them.

Financing Term eligibility should always be confirmed separately.

Financing Should Be Part of the Investment Decision

Cambodia’s condominium market is becoming more competitive and increasingly focused on genuine buyer demand.

Our Cambodia Condo Investment Guide 2026 highlights how the market continues to evolve as both Cambodian and international purchasers become more selective about what, where and how they buy.

That means investors should look beyond the advertised property price.

  • Location matters.
  • Rental demand matters.
  • Developer reputation matters.
  • Property title matters.
  • Taxes matter.

And increasingly, the financing structure matters too.

Diamond Bay Garden, Kingston Royale and Time Square illustrate three different approaches.

Diamond Bay Garden may appeal to buyers looking for a completed property and particularly long financing of up to 25 years.

Kingston Royale offers a lower entry point combined with staged payments and potential long term financing.

Time Square provides another option for buyers who value flexible payment structures within an established condominium series.

For investors, the advantage of financing is therefore not simply that it makes a property more affordable.

The greater advantage may be capital flexibility.

A buyer who does not need to place 100% of their available capital into one asset has more freedom to maintain liquidity, diversify investments or respond when another opportunity appears.

The best property financing strategy is therefore not automatically the one with the smallest deposit, lowest monthly repayment or longest option.

It is the structure that allows the investment to remain financially sustainable while supporting the investor’s wider objectives.
