PHNOM PENH – Cambodia’s National Assembly has officially approved a new law aimed at tackling cyber scams, marking a major step toward improving digital safety and investor confidence.

The Draft Law on Anti-Cyber Scams was passed on March 30, 2026, with full support, 112 out of 112 votes, during the 5th session of the 7th legislature. The session was chaired by National Assembly President Khuon Sudary.

Stronger Protection Against Online Fraud

The new law focuses on creating clear rules to fight cybercrime and improve how authorities handle online scams.

By cracking down on digital fraud, the government aims to protect public safety and strengthen national security, both important for maintaining a stable business and real estate environment.

This law also introduces tough punishments to discourage organized cybercrime. Those includes:

Life imprisonment for those who organize or lead cyber scam operations
Harsher sentences for cases linked to serious crimes like kidnapping or murder
With this move, Cambodia becomes one of the first countries in the region to introduce a dedicated law targeting cyber scams.

Accountability for Property Owners

The law also emphasizes the responsibility for property owners and landlords. Even if they claim they were unaware of illegal activities, owners can still face penalties if their properties are used for cyber scam operations.

This means property owners are expected to carry out proper checks on tenants and stay aware of how their properties are being used. Failing to do so may result in legal consequences, making due diligence more important than ever in today’s market.

What This Means for Real Estate

This is especially good news for the property market.

The law adds an extra layer of protection for investors, especially those making transactions online. More importantly, it strengthens confidence for international investors, who often rely heavily on online platforms when researching and purchasing property in Cambodia. With clearer legal protection in place, cross-border transactions can be carried out with greater trust and transparency.

This also supports the credibility of property platforms and agencies, helping ensure that listings, communications, and transactions are more secure and reliable across the board.

In the long run, stronger digital platforms and systems like this will play a key role in attracting quality investment, supporting sustainable growth, and positioning Cambodia as a safer and more competitive real estate market in the region.

As Cambodia continues to modernize, this law reinforces the country’s commitment to a secure, transparent, and investor-friendly environment. Realestate.com.kh looks forward to Cambodia’s bright future as the market continues to grow and evolve!
