The growth of the local middle-class and the surge of foreign property investors became a major driving force for developers to build bigger and better properties. The outbreak of COVID-19, however, drastically changed the market and shifted it into a local buyer-focused environment.Realestate.com.kh, the largest real estate classified portal in Cambodia, reports that apartment/condominiums were 43% of its total property searches made over 2020. This is followed by landed houses at 36%, land properties at 13%, and commercial properties at 7%. The popular real estate website previously reported it received over 2 million visitors over the course of 2020.Daun PenhDaun Penh is home to many of Phnom Penh’s premium real estate properties. Supplied.Property searches in Daun Penh are broken down to 68% condominiums, 17% landed houses, 12% commercial properties, and 2% land properties.Daun Penh serves as Phnom Penh’s de facto central business district. The area is arguably the most developed district in the capital as it is where important government buildings, iconic monuments, and high-end residential & commercial buildings are located. Daun Penh is also the hub of major roads that span across Phnom Penh.Given Daun Penh’s location and function, most of the district is already developed hence its low land property search volume; it is the district with one of the highest price per square metre in both residential and commercial properties. Landed houses (mostly flat houses) are still plenty in Daun Penh though they may cost as much as a modern-style apartment in another part of the city.ChamkarmonChamkarmon’s charm stems from the modern projects in the area sitting side-by-side with mom-and-pop shops. Supplied.Property searches in Chamkarmon are broken down to 65% condominiums, 19% landed houses, 8% land properties, and 8% commercial properties.This data of Chamkarmon includes property searches in the Boeung Keng Kang (BKK) district. The Chamkarmon district (including BKK) is the south/southeastern district bordering Daun Penh. It’s home to a significant number of landed houses as well as new developments that sprung up in the wake of Phnom Penh’s property boom.Condominium/serviced apartments can be found throughout Chamkarmon, especially in the BKK areas. These properties are well-known among locals and expatriates alike due to the surrounding urban conveniences as well as modern amenities located within these residences. Many of these projects adjusted their prices and promotions over the past year to fit the preferences of Cambodian property hunters and investors.Landed properties, such as shophouses, still cover a significant portion of Chamkarmon’s property portfolio and are considerably popular among Cambodians. The area has seen a huge amount of development in the recent decade and has attracted a mix of businesses, commercial, residential tenants, and home-owners. The area is well known for a large number of villas and an increasingly growing number of purpose-built shopping centres.Toul Kork has a closer gap between the condominium and landed house searches as the district’s stock of flat houses, shophouses, and villas remain a popular choice for local buyers. Both condominium and landed house properties, however, mainly benefit from Toul Kork’s state of urban development, its position being close to the CBD, and having a convenient road network to other developing areas in Phnom Penh.Sen SokSen Sok properties are popular due to their modern design and quality without the high asking price from other parts of the city. Supplied.Property searches in Sen Sok are broken down to 45% landed houses, 29% condominiums, 18% land properties, and 7% commercial properties.Sen Sok is one of the city’s latest property development frontiers. Just like neighbouring Toul Kork, many residents are looking to Sen Sok to find more affordable land and property. The area was mostly residential and industrial until recently when there have been high-profile commercial projects that have kicked activity into high gear, chief examples being the AEON Mall Sen Sok and Makro Cambodia.Landed houses are the most popular in Sen Sok given the number of shophouses, flat houses, villas, and the amount of land still being developed in the district. There are more landed homes in Sen Sok, including villas, that are offered below 1 million USD compared to shophouses and villas in Daun Penh with asking prices easily reaching a few million. Photo from The Mall Company.The year 2020 was an economically tough year for a majority of retailers in the Kingdom. According to The Mall Company (TMC), a commercial real estate and retail specialist in Cambodia, Food & Beverage stores accounted for 58% of Phnom Penh retail space vacancies recorded by Q4 2020. The F&B category is followed by fashion retailers second at 21% and health & beauty stores third at 9% over the same period.Food and beverage stalls, especially in retail malls, largely rely on foot traffic for revenue. The lack of shoppers visiting Phnom Penh malls for most of 2020 negatively affected sales volumes causing a number of F&B retailers to suspend operations.With no new retail project deliveries in Q4 2020, a total of 370,781 sqm of retail space was logged at the end of 2020. According to TMC, the looming COVID-19 threat created a poor retail environment where store sales saw record-low levels for much of 2020. TMC further explains this resulted in a total of 16,247 sqm of retail space vacancy in 2020, an 85% increase from the 8,760 sqm of retail space vacancy recorded in 2019.The retail spaces in Chamkarmon made up 4,825 sqm or 30% of total retail vacancies in 2020. The district is followed by Meanchey at 16%, 7 Makara at 14%, and Toul Kork at 12%. When it comes to retail formats, Community Malls saw the most vacancies in Phnom Penh measured at 9,565 sqm or 59% of the total retail space vacancy in 2020. Retail spaces in Shopping Malls fared comparatively better having only seen 3,091 sqm of its retail spaces vacated in 2020.“Retail stores in shopping malls like AEON have strong and well-financed brands, operators, and franchises; Community Malls generally speaking, less so,” said Simon Griffiths, Managing Director of The Mall Company.Despite an 85% increase in vacancies, TMC’s report explains that this could be an opportunity for well-capitalized retailers to secure prime locations that were previously unavailable or prime locations in new projects and attempt to negotiate favorable rents at lower rates than pre-COVID-19 levels.Article by:

New Khmer Architecture in a modernizing Cambodia

Photo by Pen Sereypagna.Cambodia’s property boom has drastically transformed the facades of Phnom Penh, Siem Reap, and Sihanoukville over the past decade. Some buildings of old are renovated and given a new lease on life, while some are outright torn down to make space for the new. As the popular saying goes, “Out with the old, in with the new”.But things are not so easily put into simple terms in the Kingdom of Wonder.While western influences are certainly permeating the design philosophy of new projects, there is a parallel movement that draws inspiration from the long and abundant history of Cambodian aesthetics, namely, the New Khmer architecture.Heavy use of reinforced concrete characterized the Olympic National Sports Complex. Photo by Pen Sereypagna.The New Khmer architecture is a design philosophy coined by Helen Grant Ross and Darryl Leon Collins in their book “Building Cambodia: the New Khmer Architecture” published back in 2002. The movement is described as merging modernist principles founded in the West with traditional Khmer designs dating all the way back to Angkorian architecture (i.e. the Angkor Wat temple).The Angkor Wat Temples stand as a monument to the rich heritage of Khmer architecture. Photo by Sharon Ang.The beginnings of New Khmer architectureWhile it was not officially called the New Khmer Architecture, the movement saw its beginnings in the 1950s after Cambodia’s independence from France and lasting up until the 1970s before the beginning of the civil war.It was under the patronage and vision of the late King Norodom Sihanouk that it started weaving itself in Cambodia’s urban development in the 1950s. Many Cambodian intellectuals, especially those who studied abroad, came to lend their experience and knowledge of Khmer heritage to help build a modern Cambodia. Architects, in particular, became key persons in realizing the King’s vision.And this is where Vann Molyvann, the man who would define Cambodia’s urban facade for the next half-century, comes into the picture. Vann Molyvann standing in the National Stadium. He rose to prominence in the 1950s and 1960s as the nation’s State Architect under the direction of the King. Vann designed many of the iconic structures in Cambodia, including The National Sports Complex, Chaktomuk Conference Hall, and the Independence Monument, among many others, earning him the title of Cambodia’s most prominent architect.Vann Molyvann described his home as a chance to play with new design ideas. Supplied.New Khmer architecture todayAccording to the Vann Molyvann Project, an organization documenting and studying the works of Vann Molyvann and other modernist architecture, the New Khmer Architecture can be characterized as:Chiefly using reinforced concreteVisual and structural references to pre-existing Cambodian construction techniquesCreative use of natural airflow and shading in line with Cambodia’s tropical climateSparing use of ornamentation, chiefly inspired by Angkorian temple decorationsNew Khmer Architecture, according to the Vann Molyvann Project, is underpinned by these characteristics while engaging international modernisms; an adaptation of the prevailing international style of modernism into the local vernacular.Today, the New Khmer Architecture is once again showing itself in Cambodia’s booming construction and property sector. The Room Design Studio, an architectural and interior design firm, is one of the studios bringing Cambodian designs to the forefront of a modernizing country.The Toul Kork Office is a new project by the Room Design Studio. Supplied.Examples of this new Khmer house architecture are The Skyline Apartments, Parliamentary Institute of Cambodia, and the One Resort which all draw from western influences of using glass and steel while using reinforced concrete to create wide and open spaces, a pillar of Khmer design heavily influenced by the country’s tropical climate.Render of the Landmark 178 by the Room Design Studio. Supplied.This resurgence of Khmer house architecture isn’t exclusive to residential and vacation projects. The Landmark 178 is another example of New Khmer Architecture taking form in Phnom Penh’s expanding office market space.“We took inspiration from the New Khmer Architecture style from the 60s to create a friendly and attractive working environment from the exterior to the interior,” describes the Room Design Studio’s approach when it came to conceptualizing the project.Interiors are an equally important pillar of the local vernacular. Aside from wide-and-open spaces, the sparing use of ornamentation is noticeable in projects inspired by New Khmer Architecture.The Toul Kork Office by the Room Design Studio. Supplied.The Toul Kork Office is a newly constructed rental office building designed as a contemporary landmark in the up-and-coming district. Interestingly, this project has a noticeable lack of pillars in the inside workspace. The Room Design Studio made it so owners have the flexibility to decide their office arrangements without added restrictions.On the outside, the red staircase on the side of the Toul Kork Office serves as a visual marker but, as it stands on the outside of the building, also clears up room for a greater amount of interior rentable space. The infrastructure project is constructing and rehabilitating roads in the city along with building and repairing rainwater drainage and wastewater purification systems.Minister of Public Works and Transport, Sun Chanthol emphasized the project’s focus on “quality, efficiency, and timeliness”. He adds that the roads will be made suitable for regular traffic and trucks commonly passing through the city’s roads.Approved in September 2020 at an estimated cost of $150 million, the project comes at a convenient time when the city’s roads are less busy due to the lack of tourists.According to a report by the Ministry of Tourism, tourists arriving at Siem Reap International Airport are down by 84% as of November 2020. Visitors arriving by land are similarly down by 71% over the same period.Given its tourism lull, the government has taken the initiative to turn it into an opportunity to improve Siem Reap’s tourism prospects. Supplied.Cambodia’s real estate surge certainly slowed down over the height of pandemic fears in 2020, but that did not mean buyers lost interest in the market altogether. Realestate.com.kh, the largest real estate classifieds portal in Cambodia, reports Boeung Keng Kang (BKK) district topped property search inquiries in 2020.The BKK district’s search volume on Realestate.com.kh was followed by properties in Chamkarmon, Daun Penh, 7 Makara, and Toul Kork. The real estate website collected data from over 2 million visitors to Realestate.com.kh throughout 2020.“2020 was a challenging year for real estate markets globally, including Cambodia. However, there was still some good activity in the market and some very interesting trends that we are still seeing as we enter 2021,” said Thomas O’Sullivan, CEO of Realestate.com.kh.He explains that local and international investors that understand the Cambodian market are very much on the hunt for “good deals” and property for sale under market value. Due to the pandemic and its effects on the property market in Cambodia, many sellers were keen to sell property, even if that meant selling for less than what they might have got pre-pandemic.The first 2 quarters of 2020 appeared bleak to industry experts as Cambodia’s property market, particularly in Phnom Penh, was largely driven by high-end developments geared towards the local elite and foreign investors, the latter being heavily stymied following international travel restrictions. Supplied.“Prior to COVID-19, most condominiums would have liked to have been selling more properties to Cambodians, but the international market’s interest in properties here was simply too strong to ignore.” Thomas observed, “And because international buyers typically have stronger purchasing power, developers naturally focused more on the international market; it was much better cash flow for the project.”In an effort to continue to stimulate investment from international buyers, In June 2020, Realestate.com.kh launched the first-ever Black Friday Property Sale in Cambodia which featured new developments and resale properties at discounted prices. The event managed to book over $15,000,000 worth of property across the country in a span of 4 hours. Black Friday Property Sale’s success reignited interest from international buyers but also highlighted the local buyer’s market looking for attractive deals.“As COVID-19 hit, condo developers shifted to focus on the local market. The most successful developers in 2020 were quick to move and adapt to the new market conditions, created payment plans that suited local buyers, and moved their marketing away from GRR, leaseback schemes, etc., as local buyers are less interested in these,” Thomas said.He noted that the most interesting trend to come out of 2020, was the massive shift towards condos for local buyers alongside the sustained popularity of borey properties.The National Bank of Cambodia (NBC) published a 4% growth forecast for the year 2021 on the back of a strong financial sector. Supplied.Phnom Penh’s retail market grows as the compact and urban area of Toul Kork is expecting 4 additional shopping destinations by 2021, according to a recent report by The Mall Company (TMC).According to TMC’s report, modern retail properties in Toul Kork are concentrated in the more densely populated north communes namely, Boeng Kak 1 and Boeng Kak 2. The report details that there are 4 modern retail properties operating in these areas with 1 community mall, 2 retail podiums, and 1 shopping mall under development. Toul Kork currently houses 15,292 sqm or 4% of total retail spaces in Phnom Penh. This is expected to swell to 78,753 sqm or 21% of the city’s retail space should all recorded projects meet their 2021 deadline but it should be noted these 2021 figures include data for Phnom Penh Mega Mall where a 2021 launch date has not been confirmed.Toul Kork was put on Phnom Penh’s retail map with TK Avenue and Samai Square. These existing retail spaces are relatively small compared to other larger retail destinations in Phnom Penh as they focus on community mall formats with street frontage and convenient parking/access, according to TMC’s report.The Mall Company’s report suggests that future developments similar to TK Avenue or Big Tree Mall would be popular if there are conveniences such as adequate parking, visibility, convenience, customer flow, and popular tenant mixes able to attract returning retail foot traffic.According to Google’s Mobility Report, Phnom Penh’s retail foot traffic went as low as 40% below baseline in the days following the November 28 incident. Google’s report now shows foot traffic gradually returning to pre-incident levels of just 14% below baseline.Google’s Mobility Report showed a spike in outdoor visits during New Year’s Eve measured at 66% above baseline, the highest since the long Bon Oum Tok holiday back in October. The city’s rental market, in particular, faced challenges with the dwindling number of tourists and expatriate renters compared to previous years. The Por Sen Chey district faced a 9% decrease in median rental price down to $600 while the more central district of 7 Makara only saw a 7% decrease, resulting in a median rental price of $650.Sen Sok district, an area primed for urban development, experienced a downward pressure of 8% with its median rental price recorded at $550. It is worth noting Sen Sok opened in 2020 with a median rental price of around $1,000. Prices in this district saw significant adjustments as COVID-19 persisted alongside the announcement of new affordable projects in the area.Sen Sok offers the lowest median rental price for condominiums in Phnom Penh as of December 2020.Phnom Penh’s property market is still under pressure from comparatively lower market activity. The November 28 incident, while officially contained, serves as a reminder that without a working vaccine, any prospect of recovery is still susceptible to disruptions.
