National Road 3 nears completion, shortens Phnom Penh-Kampot travel time

It seems that only a few months ago, commuters on National Road 3 complained about the difficulty of commuting due to the bad road conditions, but recently the Ministry of Public Works and Transport released new updates on the latest progress in the rehabilitation of National Road 3 - soon approaching 100% completion.Senior Minister Sun Chanthol and a joint delegation inspected the progress of National Road No. 3 on June 22, 2021, a long stretch of road from Chom Chao roundabout to Kampot and has a total length of 134 kilometers. The project was built by China Road and Bridge Corporation under the technical supervision of Guangzhou Wanan Construction Supervision Co., Ltd.The project took 48 months to build, with a total budget of $219,911,000, with financial assistance from the People's Republic of China and the contribution of the Royal Government of Cambodia. This project is almost 100% completed.The road will also be equipped with 14 speed cameras and 2 weighing stations. Plans are also in place to install AI Camera and High Speed โ€‹โ€‹Weigh in Motion sensors.On that occasion, HE Senior Minister requested all people who use the road to respect the law to take care of our national property to survive and use for a long time because the Royal Government has made efforts to raise funds to build difficult and insisted: "Do not risk overweight transport that causes road damage. Do not cause traffic accidents, do not exceed the speed limit set by law to contribute to the building of our motherland to grow even more under the wise leadership of Samdech Akka Moha Sena Padei Techo Hun Sen, Prime Minister of the Kingdom of Cambodia."HE Senior Minister also shared plans to improve National Road No. 41, National Road No. 31, National Road No. 33, the construction of the bridge in Kratie, and some other construction projects to help reduce logistics costs to attract investors.It should be noted that the completion of the National Road 3 project will not only save time and money to travel to the area along the road, but it will also promote tourism to the relevant provinces to attract more tourists.

Photo from Property News.The feasibility study of the Monorail Way and Subway project for Phnom Penh has been completed, according to Sun Chanthol, the Minister of Public Works and Transport. In the report to Say Chhum, the President of the Senate, the MPWT Minister shared the achievements and progress of the Ministry with the rest of the government ministers.Minister Sun Chanthol additionally reported that the MWPT cooperated with the Japan International Cooperation Agency (JICA) to plan the development of the Electronic Data Interchange (EDI) Port project, the upgrades to the Phnom Penh Autonomous Port, and the development of a mass railway transport system.The absence of a mass transport system remains a much-needed development sector in light of Phnom Penhโ€™s rapid city growth and expanding middle class. While a growing road traffic volume may indicate increasing economic activity, there are drawbacks such as increased travel time, fuel costs, and environmental damage.While technical specifications of the proposed city train have not yet been unveiled, it was noted that the train and railways will be using materials to reduce noise coming from the train - a factor that will affect the living standards of residents nearby the tracks and stations. The cost of this recently proposed train is reportedly lower than those previously considered.There has been no report on the possible train route as of writing. It is worth noting, however, both residential and commercial properties nearby mass transport projects see a significant increase in value given the nature of mass transport systems making it easier for commuters to go to the busiest areas of a city like Phnom Penh.Article by:

Sihanoukville continues its construction boom even after the departure of online casinos in late 2019. Supplied. Sihanoukville was once a city that drove both local and international headlines. Considered the next hot property investment destination, Sihanoukville blew up as a prime residential, commercial, retail, and up until 2019, gambling hub in Southeast Asia. The city was the microcosm of Cambodia’s rapid development in the past decade. Boomtowns, like Sihanoukville, are cities experiencing a fast pace of growth but often have limited infrastructure to support them. Photo from the Southeast Asia Globe. Sihanoukville, a once-sleepy beach town on the southern coast of Cambodia, became a boomtown in light of Cambodia’s fast-paced real estate growth and the rise of online gambling operations in Southeast Asia. The latter was a key driver to the city’s growth as droves of operators flocked to the city to take advantage of gambling licenses allowing operations to be set up legally. Online casinos geared towards the Chinese market were the most prevalent in the city attracting many Chinese nationals to move and work in the city. The influx of a new market with higher budgets drove Sihanoukville’s property markets to skyrocket in a matter of months. The city’s boom would soon meet its first slow down as in August 2019, the government decreed that it would no longer accept and renew online gambling licenses. The news rippled throughout Cambodia forcing online casino operators to move out of Sihanoukville and other gambling towns like Poipet (bordering Thailand) and Bavet (bordering Vietnam). According to government numbers, over 100,000 foreign nationals left the Kingdom by early 2020. The exodus of online casinos from Sihanoukville would not be the end of its struggles. As Cambodia ushered in 2020, the outbreak of COVID-19 soon reached the Kingdom with the first positive case of a resident of Sihanoukville province. The already dwindling numbers of international travelers further hurt Sihanoukville’s economy transitioning back to a beach resort/ecotourism for local and international visitors. The COVID-19 outbreak was a blow to the city that put it on its economic knees. Despite the bygone days of gambling, Sihanoukville still had aces up its sleeve. Historically, major port towns throughout history have developed the fastest with some progressing to become the capital cities like Bangkok, Manila, Tokyo, and Singapore. Sihanoukville may not be Cambodia's capital, but it may as well be the queen city of the south as it hosts Cambodia’s only major deep-sea port managed by the Sihanoukville Autonomous Port (PAS). As a province, Sihanoukville is home to many Special Economic Zones (SEZs) providing much-needed employment and skills to the area. Sihanoukville also has the Sihanoukville International Airport (KOS) which delivers tourists directly to beaches that have seen many renovations after the departure of online casinos and the lull in international travel. More than 50% progress reported for Phnom Penh-Sihanoukville Expressway

According to a public post by the official Facebook page of the Ministry of Public Works and Transport, the project to build the Phnom Penh-Sihanoukville Expressway has achieved 51.35% completion. The expressway has a total length of more than 190 kilometers connecting Village 1, Sangkat Samrong Krom, Khan Por Senchey, Phnom Penh to Village 1, Sangkat No. 3 Sihanoukville. The project is estimated to finish by May 31, 2023.The expressway project is one of several large-scale infrastructure development projects that are undergoing construction as planned, despite Cambodia still reeling from the impact of COVID-19.It should be noted that the construction of Phnom Penh-Sihanoukville Expressway through Phnom Penh 8.30 km, Kandal 9.10 km, Kampong Speu 80.80 km, Koh Kong 1.92 km, and Sihanoukville 89, 89 km, with a total construction cost of about 2 billion US dollars, invested by the China Bridge and Road Corporation (CRBC) through Cambodian PPSHV Expressway Co., Ltd.The traffic lane for vehicles is 15 meters wide, divided into 4 lanes (2 lanes for each way), the lanes measure 3.75 meters wide, allowing all types of vehicles to drive at speeds of up to 100 km per hour and some places Can reach 120 kilometers per hour. Industry Insights: Impact of the lockdown on the Cambodian economy & opportunities in the Real Estate Market today, with Anthony Galliano

Much of the Cambodian economy remains at a standstill as stricter quarantine measures are warranted to curb its spread. The Cambodian government has extended the lockdown of the capital city for another week and new zoning restrictions were implemented to halt its spread to other parts of the city. While these new measures appear to be means of allowing lower-risk areas to continue economic activity, it does beg the question: What about the rest of the Cambodian economy?Group CEO of Cambodia Investment Management Holdings, Anthony Galliano, joined Realestate.com.kh CEO Tom Oโ€™Sullivan in a discussion of the impact of lockdown measures on the Cambodian economy, specifically looking at its tourism, garment & textiles, agriculture, and construction & real estate sectors.The tourism sector has been the hardest hit since the global outbreak of COVID-19. The Ministry of Tourismโ€™s report indicated that tourist numbers dropped by 80% in 2020, with only half of the first quarter of that year seeing arrivals comparable to previous years.โ€œTourism and hospitality are not in the best position at the moment,โ€ said Anthony. โ€œThere was hope at the tail-end of 2020 but that the February 20 incident upset thatโ€. Travel restrictions, from both ends of the flight, prevent most would-be tourists from coming to Cambodia. Anthony added that travel restrictions have stymied the growing tourism industry and the hospitality sector as a result.Tourist numbers have steeply declined over 2020 with continuing travel restrictions. Photo by the Khmer Times.Anthony noted that some form of international travel is returning like in China, Europe, and the United States but travel between South East Asian countries remains largely limited. โ€œThe gross revenue from tourism has been reduced to just over a billion dollars in 2020, a steep decline from the 4.9 billion we saw prior to COVID-19,โ€ Anthony observed. He added that what activity tourism and hospitality saw in 2020 was frontloaded in Q1 before global tourism was put to a halt and that 2021 may be a more challenging year.The garment and textiles sector, which contributes 16% of GDP has done relatively well throughout the past year COVID-19 has been present in Cambodia largely due to healthy exports overseas, particularly those heading for the United States. The recent findings of positive cases in garment factories around Phnom Penh, however, have resulted in factories suspending operations and the sector is now facing problems of its own.The government recently announced that garment workers in factories under lockdown will receive a 50% salary in April. Anthony mentioned that this may affect the supply chain and put manufacturers in a position of struggling to meet orders. โ€œThis puts the sectors at risk of some orders being diverted to other production facilities like in Vietnam, Bangladesh, and Indonesia'' he said.Farmers find it difficult to transport goods during the lockdown. Cambodiaโ€™s primary exports of rice, fruits, and vegetables have been integral in its export portfolio. However, Anthony observes a trend towards โ€œself-consumptionโ€ instead of production on a large scale.โ€œItโ€™s an unfortunate trend as thereโ€™s a lot of small-scale farming. The countryโ€™s agricultural sector has held much promise in large-scale production that has not been realized yetโ€ said Anthony. He says that one of the biggest problems of the sector is the low amount of foreign direct investment it receives compared to other industries in Cambodia despite consistent support from the public sector.โ€œOne of the things that could help is the Free-Trade Agreement with China,โ€ said Anthony. He mentioned that part of the FTA is the exports of Cambodian agricultural products to China. The arrangement is already bearing fruit with a large shipment of mangoes worth $470 million. Anthony cites this as a momentum to increase agricultural production and exports despite COVID-19.In terms of real estate, Anthony noted that land properties remain an extraordinarily resilient market. โ€œThe land market is almost always on the uptrend and Iโ€™ve never met anyone who said they bought land and lost money on it,โ€ he said. Owning land property remains a largely exclusive right to Cambodian citizens and has been a source of a boon for many landowners selling or leasing land in the wake of the Kingdomโ€™s fast-paced development.On the other hand, new developments such as condominiums have seen some downward pressure following the community outbreak. โ€œVolume of transactions are down by 15% to 20% in the condo market and weโ€™ve seen prices go down by 20% to 30%,โ€ said Anthony, โ€œThere are even some offering up to 40% discounts which shows a short-term slowdown in the marketโ€.Anthony shares the observation much of the condominium market has been focused on the international market. But as travel restrictions currently stand, these buyers are not able to see the properties for themselves, and as a consequence, do not pursue purchases as they did prior to COVID-19. Nevertheless, Anthony reminds everyone that Cambodiaโ€™s real estate market is still in its early stages.โ€œIn my 20 years in Asia, if you look at the skylines of Bangkok, Jakarta, Kuala Lumpur, and Manila, these markets started out with very little development and they just exploded and demand self-fulfilled itself over the years,โ€ he said. I believe that vaccine rates will go up in the next couple of months and we might see a rebound by the 4th quarterโ€ he said. He cautioned that the first signs of recovery may not include tourism. Supplied.The supply of landed property projects in Phnom Penh to grow at a rapid pace over the 6 months leading to Q1 2021, according to CBRE Cambodiaโ€™s recently released Marketview Q1 2021 Report.Over the 6-month period leading to Q1 2021, Phnom Penhโ€™s landed property sector saw 21 launches across 9 districts. CBREโ€™s report estimates that these projects will add around 15,500 units to Phnom Penhโ€™s landed property supply. In terms of completions over the same period, CBRE reports that 11 new projects were opened adding 4,500 units to the total housing stock in the capital city.The shift towards more affordable housing continues as newly launched projects are targeting the affordable housing sector. According to CBREโ€™s report, over 60% of newly launched linkhouses and over 70% of single villas will be priced in the affordable housing range.The report also showed areas where new existing housing supply, currently under construction, and recent launches are located. Sen Sok remains the top choice for many landed housing developments due to its vast flatlands, growing road networks, and increasing availability of commercial establishments that encourage movement in the area.Chbar Ampov, on the other side of Phnom Penh, ranks a far second in terms of existing supply. The peninsula district has also been a popular destination for borey developers. However, Dangkao district is set to overtake Chbar Ampov in existing stock once all its recorded projects are completed.Realestate.com.khโ€™s upcoming Real Estate Survey 2021 also reported keen interest from property seekers to purchase landed property in Sen Sok and Chroy Changvar in the next 12 months. The report explains that the preference for landed property among Cambodians is driving the popularity of suburban living, and will likely continue to do so in the foreseeable future.Interestingly, CBREโ€™s report notes a downward adjustment in average quoting sale prices for landed properties. In the period since Q3 2020, single villas saw a downward adjustment of 20.1% followed by linkhouses with a negative adjustment of 19.5%. The spike in cases was accompanied by 4 deaths (as of March 22) directly related to COVID-19. Both national and local governments are scrambling to contain the virusโ€™ spread as more provinces report new cases on a daily basis.The resurgence of COVID-19 fears is forcing residents, especially in Phnom Penh, Siem Reap, and Sihanoukville to stay indoors once again. Food & Beverage retailers, in particular, have been hit the hardest over the past year by the lack of people going out due to fears of catching the virus. It was previously reported that 58% of vacated retail spaces are from F&B operators, according to a previous report by The Mall Company (TMC), a retail specialist in Cambodia.The most recent February 20 community incident has vastly surpassed the November 28 incident, requiring more long-term planning from F&B operators in Cambodia.โ€œFor Food & Beverage retailers, the go-to everyone is talking about is the delivery apps. But they donโ€™t replace store sales,โ€ said Simon Griffiths, Managing Director of TMC. โ€œThey [delivery apps] bring in anywhere from 20% to 40% of normal sales volumes for retailers who have active digital strategies. The truth is, online delivery apps can boost sales and can make stores more profitable but ultimately cannot replace in-store sales, which have plummetedโ€Delivery apps becoming more prevalent and in-store sales plummeting has been a trend among F&B retailers in Cambodia. โ€œDuring the COVID-19 peak, delivery sales were about 60% of our total sales which was a big jump from being around 20% normally.โ€ said an operator of several restaurants, who has chosen to stay anonymous.He shares the same observation that while delivery apps help sales figures they cannot replace store sales to be sustainable. โ€œDelivery gives us the extra sales we need to make staying open worth it. With delivery apps, however, the spread is much smaller due to commissions and we donโ€™t increase our prices by a lot on delivery apps; we try to keep it close to store prices.โ€The idea of going solely online has become more popular the longer the pandemic persists though the transition may not work for all businesses. โ€œYou can run a business completely through online delivery sales, if it were designed that way,โ€ the operator said. โ€œBut many businesses have existed pre-pandemic and have physical stores with manpower to retain, rent to pay, etc., weโ€™re all just trying to be as efficient as possible, aiming to break even and ensure that people have jobsโ€The limited revenue for this extended period of time has shifted the priorities of many F&B operators. Marketing campaigns, for example, have taken a less important role in day-to-day operations. โ€œMarketing is not a top priority for us right now, but that largely depends on what kind of market youโ€™re serving,โ€ he said.ย โ€œRight now, our market is apprehensive about going outside,โ€ he shared. โ€œSo, weโ€™re not exactly pushing anything new nor spending extra. What marketing we have currently is focused on maintaining a presence.โ€ He elaborated that they are keeping up a consistent social media presence supported by traditional media.โ€œDelivery apps themselves are a marketing tool of their own. Supplied.Phnom Penhโ€™s property market attracted much attention over the last decade due to its fast-paced growth and high-end properties that appealed to many foreign investors. The impact of COVID-19 shifted the marketโ€™s focus away from foreign investors and diverted to the demands local market. This resulted in the already-growing popularity of mid-tier projects in both condominiums and boreys to see increased attention from developers.According to Knight Frankโ€™s recently released Cambodia Real Estate Highlights H2 2020 report, mid-tier developments (priced between $1,000 to $2,500 per sqm) in condominiums and boreys account for more than half of the current market and will continue to make up most of the supply until 2023.Condominium supply in Phnom PenhThe Phnom Penh Galaxy Garden is a popular condominium project in Sen Sok district. Supplied.Knight Frank reports that as of H2 2020, there are a total of 24,101 units spread across 83 condominium projects in Phnom Penh. Despite the negative impact of COVID-19, Knight Frank expects an increase of 53,741 units in the next three years, bringing the cumulative supply to 77,572 units by 2023. The report projects that future supply will be 58% Mid-Tier and 42% High-End.In terms of location, Chamkarmon remains the most popular residential area of Phnom Penh with 32% of condominium stock found in the district. This is followed by Sen Sok at 13%, 7 Makara at 11%, Chroy Changva at 10%, Boeing Keng Kang at 8%, Mean Chey at 7%, and Toul Kork at 7%.The report notes that the outbreak of COVID-19 took a heavier toll on the condominium sector in the latter half of 2020. The continuing threat of the pandemic was not helped by the November 28 Community Event that forced authorities to close down certain businesses to mitigate further community transmissions.How much the pandemic has affected the larger economy has been a cause for concern in many project launches. According to Knight Frank, only a total of 5 new off-plan projects were launched in H2 2020, significantly less than the 15 new off-plan projects launched in H2 2019. The report summarizes that it would be an understatement to say that property developers are looking for better times to launch new projects.Despite tough circumstances, Knight Frankโ€™s outlook for the condominium sector remains positive as the announcement of vaccines and their availability may reignite confidence in the market and allow developers to pick up returning activity.Borey supply in Phnom PenhLanded homes dominated property searches in Sen Sok over 2020. Supplied.According to Knight Frank, a total of 11 new completions were welcomed into the market which brought the existing borey housing supply to 63,913 units spread across 164 developments. Knight Frankโ€™s report projects supply would increase to 81,240 units post 2022 across 219 developments.The report indicates that Mid-Tier developments dominate the market supply at 52% followed by Affordable developments at 37%. The High-End of the borey market takes up the least share at 11%.Given the landed nature of boreys, Knight Frank reports that the highest concentration of landed housing is in Sen Sok making up 23% of the total supply. This is followed by Dangkao at 17%, Russey Keo at 12%, Kamboul and Meanchey at 11% each, Chbar Ampov at 8%, Chroy Changvar 7%, and Por Senchey at 6%, and Prek Pnov and Chamkarmon at 2% each. The remaining 1% of supply is split between the more central districts of Daun Penh, 7 Makara, Toul Kork, and Boeung Keng Kang.Knight Frankโ€™s report observed that the high economic growth Cambodia saw over the past few years has led to a larger disposable income for local property seekers. An increasing number of middle-class buyers are looking to purchase their own homes pushing developers to meet the newly identified demand. This was reflected in the relatively healthy activity in the borey market up until the first local transmission commonly referred to as the November 28 Community Event which saw sales activities drop significantly.Landed property will likely remain popular among Cambodians.
