Sihanoukville has undergone a massive transformation in the last few years. Carved out from a jungle in the 1950s, the city has emerged as one of the most important urban and trade centers in the Kingdom of Cambodia.Development in Sihanoukville is evident in massive residential development projects and the many high-rise buildings that dot the once empty city skyline. ย But development also comes at a price. Environmental damage and pollution are its most obvious downsides, and Sihanoukville is no exemption.To learn more about the transformation of Sihanoukville and its impact, Realestate.com.kh talked to the Australian couple, Mark and Kerry Morton. The Mortons are managing Purely Projects, a real estate consultancy firm based in Sihanoukville. ย The following is excerpts from their interviews, which have been lightly edited for length and clarity.REAKH: Please, could you tell me briefly about your company(ies), your background in general and how long you have lived in Sihanoukville for?Purely Projects: Purely Projects is a boutique real estate consultancy firm. We have been consulting in South East Asia for the last five years, for the last 12 months, we have been based in Sihanoukville, Cambodia.We provide consultancy services to many sectors of the industry, specializing in retail, commercial, hotel and residential development and management.Kerry is Managing Director of Purely Projects. She has over 20 yearsโ€™ experience in the retail environment both in Australia and South-East Asia. Kerry specializes in Retail Development, Concept, Tenancy mix and design, lease management and marketing.Mark Morton is the firmโ€™s Executive Director. He has specialized in the asset management of many leading developments in Australia, Cambodia, Laos and Vietnam.REAKH:ย Could you elaborate on any changes you have seen in terms of the real estate market in the time you have lived in Sihanoukville?Purely Projects: The changes in Sihanoukville and its outlying areas over the last 12 months has been incredible. This is not restricted just to Chinese investment in casinos. ย For example, in Otres Village, sixteen new hotels and bungalow resorts have either been completed or are under construction within a 1-kilometre radius of the Village center.The majority of these are Cambodian owned. Interestingly, a high percentage of these developments are โ€œFor Sale or Rentโ€ on speculation. All have signage in Chinese or Khmer, few are in English. Letโ€™s not forget the major mixed-use developments such as Dโ€™Seaview, Blue Bay and Seagate to name a few are well underway in Sihanoukville.REAKH:ย It is undisputed the Chinese investment is major in Sihanoukville, what effect has this had on you as both an individual person (quality of life) and a business owner?Purely Projects: ย We live adjacent to the Chinatown development. This is a massive project covering nearly 100 hectares. In truth there has been quite an impact on the lifestyle of the local community. ย The high number of truck movements daily through Otres Village is creating issues with the road condition and the impact of dust and noise on the residents and business in the area.As a consultant, it is difficult to create a dialogue with the developers, due to the lack of signage on the projects or contact details to establish the identity of the development company. Those firms with Chinese speakers have a great opportunity to establish a positive relationship.REAKH: What are your thoughts regarding Chinese investment in Sihanoukville in general? Do you believe this is positive/negative and why?Purely Projects: Any form of investment, whether foreign or local, creates an impact on the community. Whether large or small, investment will influence both lifestyle and the economy.China and Japan have contributed billions of dollars to Cambodian infrastructure, as has Australia, the UK and the USA. The positives of the Chinese investment are the accompanying improvement to infrastructure, whether roads, water reticulation or electricity.REAKH: What do you think the impact has been on the local Khmer's that live in Sihanoukville?Purely Projects:ย There is no doubt there has been an impact on local Khmer lives, again some positive and some negative. Those Khmer landholders that possessed a hard title are selling for prices they would never have hoped to achieve would they have marketed their property to local investors.Within Sihanoukville city limits, there has been anecdotal evidence of tenants, both expat and Khmers not having their leases renewed, or the lease amount is beyond their individual budgets due to the upward pressure on prices created by the Chinese interest.REAKH: Do you still believe that Sihanoukville offers viable opportunities in real estate and business for both expatriates/local Khmers?Purely Projects: There are opportunities available in both real estate and business if the expat investor applies and follows a well thought out business plan.At present, there is one โ€œmajorโ€ supermarket (with limited offerings) and a handful of mini marts. The first major retail player to enter in Sihanoukville will be enjoying a booming environment with minimal competition.A number of long standing Khmer businesses in the hospitality sector in Otres Village have expanded their operations.REAKH:ย Do you believe there is a shortage of available housing in Sihanoukville?Purely Projects: The majority of rentals are studios marketed as one bedroom. The nearest alternatives are three to four-bedroom villas. There is a shortage of mid-size housing, namely two separate bedrooms, kitchen, etc. favored by the expats.If purchasing, there are a number of quality developments in Sihanoukville. These range from High End to Mid-range.REAKH:ย From what I have seen on social media, there is a major anti-Chinese sentiment, do you think that this sentiment would be the same if there was overwhelming investment from say: UK or USA or a western nation? Or do you believe there is a racial element involved?Purely Projects: When large scale development occurs, there is an impact on the lifestyle and the environment. This is a major source of discussion on social media, not only in Cambodia, but across the globe.When one particular nation, whether US, Russia, UK or China or another nationality is the dominate investor in a region, the community can feel their former lifestyle, โ€œownershipโ€ and nationality is threatened.REAKH: In absence of the influx of Chinese investment in Sihanoukville, what do you think the province would look like today?Purely Projects: Sihanoukville beaches and beauty, combined with the SSEZ and the port, would continue to attract foreign investment, mainly targeting hotel and resort beachside lots, albeit perhaps at a slower pace, without Chinese investors.REAKH: What is your personal outlook on the real estate market, and the future of Sihanoukville in the coming years?Purely Projects:ย It is difficult to forecast the outlook for both the market and Sihanoukville in the future, however I would venture that eventually land prices and rents will stabilize, as they did in Australia after the Japanese investment boom of the 1980's. As major real estate developments flocking into central Phnom Penh drive up the value of real property, many developers have shifted their attention to new areas with cheaper land. These areas include Dangkao district, which has recently generated interests from local and foreign property developers.Located in the southern part of Phnom Penh, Dangkao is the capital cityโ€™s largest suburbs occupying 197.89 square kilometers. Dangkao district is divided into 13 sangkats (communes), namely: Dangkao, Pong Tuek, Prey Veaeng, Prey Sar, Krang Pongro, Prateah Lang, Sak Sampov, Cheung Aek, Kong Noy, Preaek Kampues, Roluos, Spean Thma, and Tien.Kim Heang, President of the Cambodian Valuers and Estate Agents Association (CVEA), said, โ€œThe potential of Dangkao is similar to Por Sen Chey due to low land price, affordable homes and abundance of factories that have encouraged more people to move into the area.โ€The population of Dangkao increased from 92,461 in 1998 to more than 200,000 today.ย He said that compared to other up-and-coming areas like Chbar Ampov or Chroy Changvar, Dangkao has cheaper land, which is attractive to people in the low-middle and middle-income brackets. ย โ€œDangkao is very ideal for residential and industrial development like building houses or factories,โ€ Mr Kim stressed.Mam Sereypanha, CEO at Easy Property Investment, said development in an urban area usually moves towards the suburbs after some time. ย โ€œDangkao is still behind Sen Sok in terms of amenities and infrastructure. But it is located very close to the city and has already become a target area for borey and plot land projects,โ€ he said. Dangkao is a mere 10 kilometers away from the city center.According to the 2017 Housing Market and Outlook Report ย by Vtrust Appraisal, Dangkao is number three housing supplier in 2017 after Por Sen Chey and Sen Sok. ย The area has 26 major developments and 37 smaller-scale projects underway. Once completed, these projects will result in a combined 17,000 available units.Hay Ravy, Marketing and Sales manager of Daily Realty Group, said the presence of cheap, readily-available land in Dangkao offers many opportunities.ย Mr Hay identified Prey Sar, Cheung Aek and Sangkat Dangkao as key areas for development in the district. โ€œThese areas have existing infrastructure and are the most promising in terms of property and economic development,โ€ he said.Mr Hay ย noted the increase of real property value in the area over the years. โ€œBefore, land along the main road fetches below $100 per square meter. But now, the same can be bought at $150 to $250 per square meter,โ€ he said.According to him, land in the village areas and along less important roads are priced between $40 to $100 per square meter, dependent on its location and potential. ย โ€œBut for agricultural lands, the price is only $5 to $10 per square meter,โ€ he stressed.Dangkao is home to many garment factories and several borey development projects, including: Borey Chip Mong, Borey Piphup Thmey, Borey Chamkar Dong, Borey Lim Chheang Hor, Borey Phnom Meas, and Borey Lim Chheang Hak.Dangkao is also host to many ongoing plot land projects that are targeted at local buyers.ย Seng Oudom, Sales Executive at Phnom Penh Home Land (PPHL), Dangkao has a greater potential compared to other suburb locations because of its inclusion in the governmentโ€™s latest development plan, among other factors.โ€œThe area is close to the city center, well-elevated, and is served by an excellent road system that includes the Hun Sen Boulevard,โ€ he pointed out.PPHL recently completed a plot land project in another part of Dangkao, Sangkat Spean Thmor. The project comes in two parts, occupying 15 and 8 hectares, respectively.Mr Seng said buying a general land or plot land in Dangkao is a good investment, with an investment return of 40 percent to 60 percent after one year.โ€œFor those who invest in general land or any plot land projects, which are well constructed according to a standard master plan, same as what PPHL doing- with adequate sewage system, quality roads, lights, and water system- their land will increase in value between 40 percent to 60 percent after one year,โ€ he stressed.ย Mr Seng said a subdivision plot land fetches between $15,000 to $100,000.ย Mr Seng said PPHL will invest in another location in Dangkao because they believe in the areaโ€™s potential.While everyone agrees on Dangkaoโ€™s potential, some people think there is more to it. โ€œThe future development of the Dangkao area is unpredictable. A number of Cambodian women actively contribute to the development of Cambodiaโ€™s Real Estate Industry. When in the past they mostly work from home, many women now work as CEOs, managers, salespersons, etc. for real estate companies.These womenโ€™s role in developing Cambodiaโ€™s real estate sector is very significant and should never be underestimated.Realestate.com.kh caught up recently with few of these trailblazers. Khmer Content Writer and Editor Ky Kosal spoke to Tang Hour, President of Amatak Property Service Co. Ltd. and Linna Nov, Assistant at NC Max World about their own experiences, role, and prospects for women in the industry.This article will also include an interview with Xiaohua Chen, legal counsel at ETC Law Group, and Lili (Katherine) Ding, Parkway Investment Co. Marketing Director. Ms Ding previously served as Parkwayโ€™s Sales Manager. While not Cambodian, they nevertheless contribute a lot to the advancement of the industry thru Ms Chenโ€™s Real Property Law-focused legal practice and Ms Dingโ€™s leadership role in one of top real estate developers in Cambodia.ย ย The following are excerpts from their interviews. They have been slightly edited for content and clarity.REAKH: Please tell us about your background:Tang Hour: I am not a highly educated woman and my family only expected me to look after the household. But that was not comfortable with me. Then I studied English and started working at Le Royal Phnom Penh, and then later for Sunway Hotel as a Spa Manager. Later, I decided to have my own business. I operated a beauty spa for seven years. In 2014, I began working as freelancer for a local real estate agency. I saw the great potential. So, in 2015, I started my own company, Amatak Property Service.Linna Nov: I was still completing my university studies in Finance when I began my career in real estate. I have been selling and listing properties in Cambodia for the last 4 years and had my fair share of transactions. In my culture, women are kept in the house before and after marriage and never have any chance to gain financial independence like I have. Life is good since I started to work at NC Max World. The company has taught me all that I need to know about the industry.Xiaohua Chen: We first came here as investors. Seeing the lack of property management and professional advisory services in Cambodia, me and my husband decided to leave Australia for Cambodia. We wanted to grow our own investment in a more sustainable and profitable way. We also found a dearth of legal services available to the Chinese, despite the fact that they have the most investors in Cambodia. These encouraged us to step in and focus on the Cambodia Real Estate Industry.Lili Ding: ย I have more than 10 years of experience working for the real estate industry both in China and Cambodia, specializing in sales.REAKH: What has been your greatest achievements? Greatest challenges?Tang Hour: My interest in real estate started in 1997. I started buying several cheap flats in Phnom Penh, renovated them, and then sold them at a higher price. Founding and owning a real estate company is my greatest achievement. Clients trust me and we have many new and return clients. However, I am busy most of the time. Sometimes, I donโ€™t have time for my family. This job requires working โ€œunder the sunโ€, reason why many women doesnโ€™t like it.Linna Nov: I started to work at NC Max World while I was still in school. I decided to work for the company because I wanted to come out of shell of womenโ€™s submissive culture in this country and to achieve financial independence. The business has raised my self-confidence and taught me professionalism in representing both seller and buyer.I have listed and closed over US$8 million in sales on my own listings and buyers. This year I have already closed two large real estate transactions! I am now able to support my entire family and provide them with a good stable life.Xiaohua Chen: Our law firm was officially launched in March 2017. In 2017, we were honored to participate in two projects left over by history for more than ten years, respectively the Oil Refinery Project in Kampot Province and Gold Tower 42 in Phnom Penh city center. Since these two projects were once significant symbols of industry development of Cambodia, resuming these two projects not only pushed the project forward, but also showed to investors that Cambodia is developing way better than expected.The biggest challenge we are facing is the lack of transparency in Cambodia's legal system. It is very hard to access updated legal documents and materials, especially their English translations, from public databases. The number of multinational companies coming to Cambodia is increasing. They follow the classic pattern of exploring new markets, which requires accurate and updated legal regulations for decision-making. The lack of legal transparency could pose some problems in the future. We are doing our best to make a clear legal analysis for our clients.Lili Ding: Deep plowing in the real estate industry for more than 10 years, I created numerous sales records. My pursuit of excellence made me the leader of the whole sales team step by step.Selling houses, which are considered a luxury for many people, has been one of the greatest challenges I have meet in my long sales career in real estate. But it also gave me the opportunity to enhance my sales skills and other aspects related to customer communication. I look forward to breaking more capacity constraints.REAKH: Why is a career in real estate attractive to women? ย What is your advice to other women interested in having a career in real estate?Tang Hour: I think a career in real estate is not only for men, but also for women. ย It depends on whether they love their work or not. The present and future prospects for the real estate industry are good. ย This generation of women has freedom to pursue to their own careers. ย If you have a passion for real estate, go for it.Linna Nov: The real estate business is very attractive to women who do not mind working hard and can be ready 24/7. Many women do not have the freedom here and it is hard to have careers. However, for agents, the real estate business is no easy task. But you just have to believe in yourself. The company has given me an opportunity and has believed in me and that is main reason why I can do what I do.I would like to encourage more young women to believe in themselves and come out of their shells so that they can excel in their careers. You just have to work hard, be honest, and maintain high ethical and moral standards.Xiaohua Chen: As far as I can see, the real estate industry is still and will always be a male-dominated industry. The call for gender equality will provide an opportunity for competent females to get promoted, which means being female itself may be an advantage in this industry. Like us, female overseas legal-service providers are playing a more than a simple role. A good application of our advantage in language and flexibility will no doubt help advance our careers.Lili Ding: Everyone, whether they may be men or women, likes luxury goods. People are chasing after luxurious and branded goods like LV and Chanel. Houses are considered a luxury and they are the hardest to sell. Most people only buy one house in their whole, in their own country. Properties overseas are luxury among luxuries. The challenge, just like what I encountered in selling houses, attracted me most to the real estate industry. In 2015, the port generated a total revenue of $49 million, nearly an 18% increase from ย the $9 million generated in 2014.The Royal Government of Cambodia has recently designated the port as an ย industrial development zone. ย This port has seen great potential in expanding the trade between Cambodia and other countries in the ASEAN, Asia-Pacific rim and the rest of the world.Sihanoukville port has entered into an IPO to further improve its business prospects. Time and again, the issue of foreigners obtaining Cambodian citizenship has cropped up.While not coveted as the citizenships of countries like the United States, Australia, and Canada, Cambodian citizenship is, nonetheless, pursued by some foreigners. For foreigners, the most cited reasons are ability to acquire land and other property in their own name and ability to travel to other ASEAN countries visa-free - Read moreย How to invest in Land in Cambodia for foreignersย on Realestate.com.kh!Cambodian citizenship has also been bestowed to foreigners with exemplary contributions to the Kingdom.Chinese and South Korean investors are said to be the most common recipients of Cambodian passports. There was a spike in Cambodian passport applications starting in 1993 after the country was admitted to the ASEAN.Prominent people who have obtained Cambodian citizenship include American actress Angelina Jolie (for her conservation work), Japanese Olympian Kuniaki Takizaki, and Australian humanitarian Geraldine Cox for her work in an orphanage in the countryโ€™s southeast.There are five ways for a foreigner to obtain Cambodian citizenship. We explain in this article each and every route to obtaining a Cambodian passport:Naturalization- This is the most common and takes the longest time to complete. Seven-year residency, fluency in the Khmer language (speaking and writing), and a clean criminal record are the requirements for obtaining Cambodian citizenship by way of naturalization.Citizenship by marriage- A foreign man or woman married to a Cambodia national can obtain Cambodian citizenship after living together for at least three years after their marriage was registered with the proper authorities.Citizenship by Investment Program - This cash-for-passport program bestows Cambodian citizenship to a foreigner who invests 1.25 billion riels ($312,500) in Cambodia. In this case, the 7-year residency is waived. However, other requirements for naturalization like language fluency still apply.The cost of obtaining citizenship by investment is said to be in the region of $75,000.A local agent revealed that many Japanese, Chinese, Korean, Australian and Vietnamese business people obtained Cambodian citizenship by way of investments.Citizenship by donation- A foreigner could also be accorded Cambodian citizenship if he donates 1 billion riels ($250,000) or more to the national budget.Special achievements in Cambodiaโ€™s interest also give foreigners the right to apply for honorary citizenship.Citizenship by birth and descent - Those born to at least one Cambodian parent anywhere in the world are legally entitled to Cambodian citizenship. The same applies to children born in Cambodia to foreign parents who were born and legally living in the Kingdom.While having a Cambodian passport will not bring you far vis-a-vis visa-free travel, Cambodian citizenship does offer some advantages. Phnom Penh is developing at a rapid pace, and with this development comes an influx of investors, mostly foreign, seeking to build and expand their businesses in this capital city of this Kingdom.As building an office from scratch is mostly out of the question, especially for foreigners, because of the high expenses involved and limitations set by local laws and regulations, the foremost concern now for these people is to find the best space they can rent at the most reasonable price.If you go around the city, you can see a lot of signs advertising buildings and other properties for rent. While some of them can be rented at a low price, especially if the building is located far from where the main commercial activities are being held, most of them are expensive, especially if rented for commercial purposes.To date, there is a glut of office space in Phnom Penh. Massive investments in the infrastructure and property sectors have pushed the number of office spaces in the capital city. Focused on small and medium enterprises, TSE provides full office services to all of their tenants with emphasis on client satisfaction.A comparison of rental rates shows that while TSE charges more for rental for a typical office and flat compared to its competitors, its rates are actual lower when you factor in everything.A TSE renter for an office space for an average of 10 persons will have to pay a total of $8,400 in one year, inclusive of monthly rental, cleaning, security, pantry, and meeting room. A $700 monthly rental is charged in the second to the 12th month of the rental contract. Just like what happened when the Prek Tamak Bridge project was announced nearly a decade ago, the recent announcement that one of the largest airports in the world will rise in Kandal Provinceโ€™s Kandal Steung district sent the price of land around the future airport to stratospheric heights.The Cambodian government approved late last year an investment proposal from the Cambodia Airport Investment Co. Ltd. to build a replacement for the Phnom Penh International Airport. The new facility is proposed to be built on a 2,600 hectare lakeside area of Kandal Steung district at a cost of $1.5 billion.Soon after the announcement, there were reports that lands previously selling for $1 to $2 per square meter were now being sold for a whopping $5 to $6 per square meter. This was apparently due to the general belief that big development projects like airports bring up the value of real property around it.Such phenomenon is not uncommon in Cambodia. Nothing best illustrates this than the Prek Tamak Bridge in Kandal Province where the price of land surrounding the proposed location dramatically increased after the project was announced. Completed in 2010, the Prek Tamak Bridge spans the Mekong River and is an important link between the eastern and western parts of Cambodia.It is also believed that rampant land speculation is due to reports that an โ€œAirport Cityโ€ will rise in the area after the airport is completed. The approved investment proposal includes setting aside a 700-hectare portion for a commercial center and residential property development.Experts: Sudden price hike is based on wrong assumption, risky for buyersWhile optimistic on the airport project, some experts cautioned that it is wrong to assume that the value of real property in Kandal Steung district will increase with the airport project.Ung Bunthoeun said that in developed countries the value of land where airports are to be built often decreases.A 1996 study in Washington State, United States found that the expansion of the Seattle-Tacoma Airport would cost five nearby cities $500 million in property values and $22 million in real-estate tax revenue. To further illustrate the point, the study reveals that a housing unit near the airport would sell for 10.1 percent more if located elsewhere. Simply said, airports are anathema to quiet and comfortable living, making them inhospitable to residential property development.โ€œUnlike land near train stations which offer residents a convenient commute to work or schools, those near airports offer little added value while increasing the risk of aviation accidents. Moreover, residents suffer constant disturbance from aircraft noise,โ€ Mr. Ung stressed, saying that he can relate to many negative things associated with airports from his time living within earshot of ย Siem Reap airport.Ann Sothida, Director of CBRE, supported Mr. Ungโ€™s assertion. She told the local media that noise often makes areas near airports unsuitable for residential houses.She also said height restrictions preclude the building of condo towers and other high-rise residential projects near airports.Experts also said buyers ran the risk of wasting their money if the airport project does not push through or is built in a different area.Kim Heang, President of the Cambodian Valuers and Estate Agents Association (CVEA), said, โ€œthere is no exact location yet. What we know is that it is in Kandal Steung district. This district is huge and we do not know exactly which village or commune will host the airport.โ€Mr. Kim said he believes the release of information was only meant to sell the land surrounding it at a higher price.โ€œLocal residents and speculators can then claim that their land is close to the airport, thus asking higher price for their land,โ€ he stressed.Tang Hour, CEO at Amatak Property Service, agreed with Mr. Kim. โ€œThe sellers set high price by themselves. This is very dangerous for the market. Buyers who take out loans to buy expensive property in the area will lose some money if the airport will be built in another place,โ€ she said.In order to keep the market safe, Ms. Tang said increasing the value or price of land should be done by real estate experts and based on the proper valuation standards.Sorn Seap, CEO of Key Real Estate, noted that in developing countries speculators usually buy land at a low price from local people and then announce that they are selling them at a much higher price, claiming that their land is close to the planned development site.Local economy to benefit from new airportNotwithstanding concerns on land speculation and noise pollution, there is a universal agreement that a new airport will be a boon to the local economy.The pace of development for the site surrounding the proposed new airport is expected to be comparable to that Sen Sok and Porsenchey, areas that have experienced growth due to their proximity to the Phnom Penh International Airport.Mr. Sorn said trade and tourism will greatly benefit from a new airport. โ€œAirports are very important to the countryโ€™s transportation system. A new airport will help the import-export business and will bring in more visitors,โ€ he said.Ms. Ann agreed, adding that she believes the airport will bring in more infrastructures like roads, water works, and electricity lines to the area.The new 4F-class airport will be a joint venture between the governmentโ€™s State Secretariat of Civil Aviation (SSCA) and Overseas Cambodia Investment Corporation (OCIC), a local conglomerate owned by Oknha Pung Kheivse. Cambodiaโ€™s real estate sector saw a remarkable growth last year, with the Ministry of Land Management, Urban Planning and Construction (MLMUPC) approving a total of 3,418 projects nationwide.The combined value of approved investments in the construction sector increased by 22% year-on-year (y-o-y) to $6.8 billion. In 2017, residential projects accounted for 82% of all approved projects, while commercial projects represented just 8% of the total.The approved projects in 2017 will offer more residential and commercial supply this year, which is likely to have a huge impact on rental market, particularly in the Condo, Office and Retail sectors.Condo Rental Market: Lower Occupancy, Rentals PredictedAccording to 2017 CBRE Q4 report, by the end of Q4 2017 Phnom Penh condominium supply reached 8,600 units, representing an increase of 108%, compared to the end of 2016. Approximately 63% of total stock at the end of Q4 was categorized as mid-range, with more than 5,000 units having been completed.Condominium for rent in prime locations were broadly stable over the course of 2017. Rents of high-end condominiums in prime locations ranged between $14 and $18 per sqm per month, while those in the mid-range segment were between $11 and $15 per sqm. Affordable condominiums in prime locations achieved rents in the region of $10 per sqm.Ann Sothida, CBRE country director in Cambodia, said: โ€œCondo market in 2017 was healthy with occupancy rate of approximately 85%; however, the market may need time to absorb new supply so we think the occupancy rate is likely to be lower in 2018.โ€ย In 2018, according to her, there is an additional supply of 13,000 condominium units, in addition to 1,200 units of serviced apartment.ย โ€œThe supply by 2018 will increase by 87% from 16,300 units to 30,500 units,โ€ she stressed.ย Given the significant residential supply in the pipeline, she said that residential rents are likely to drop by roughly 10% in 2018.ย Office Rental Market: Rents Expected to Increase2017 witnessed growing demand for good quality office space from both local and foreign occupiers, with large space being occupied by multinational companies. This results in vacancy in the Grade B sector falling to circa 10% over the year.The CBRE report says by the end of Q4 2017, the supply of modern office space in Phnom Penh had increased by 11% y-o-y and 2% q-o-q. As of Q4 2017 occupancy across the sector stood at 82.7%, the highest rate since early 2009 and approximately 160,000 sqm of office space is under construction and due to be delivered during the coming 24 months.Centrally owned offices accounted for 36% of future office supply while strata-title buildings represent the majority of under-construction office projects with a total leasable area of circa 105,000 sqm.Regarding office rents, Ms. Ann said: โ€œaverage quoting rents for modern offices across all grades rose by 1% in the year to December 2017. Quoting rents of Grade-A buildings remained at between $28/sqm and $38/sqm per month.โ€โ€œAverage quoting rents across all grades were broadly stable over the Q4 when compared to Q3, however, rents of Grade-B buildings in non-CBD locations appreciated by 4.4% in Q4 compared to Q3 2017,โ€ Ms. Ann added.As the demand of commercial office space remains strong this year, in addition to current office supply pipelines, Ms. Ann expects that office rents will also slightly increase this year.Mr. June Zeng of Tings & Associates Co., LTD said: โ€œthe outlook for the office sector is quite optimistic. Those who have done projects with professionalism such as Exchange Square will surely be rewarded. And for those who arenโ€™t so professional, it really wonโ€™t do as it always would in the residential sector. I reckon, the office sector in 2018 is more of a question of professionalism than that of demand and supply.โ€ - In the meantime, office space for rent in Phnom Penh is still available.Retail Rental Market: New Construction Will Double Current Retail SupplyBy the end of Q4 2017, approximately 300,000 square meters of modern retail space is under construction or planned and when finished will double the current retail supply over the course of the coming 24 months, according to the CBRE report.Prime retail rents were broadly stable over the course of Q4 2017 compared to the previous quarter, with no significant changes found at prime shopping malls or community malls. The highest quoting rents were due to prime retail podiums, which topped the market at $65 per sqm per month.Ms. Ann said: โ€œan addition of circa 200,000 sqm is going to be delivered across seven projects in 2018, which will double the figure of the current supply. In the Kingdom, traditionally there are three major classifications of land title which are utilized throughout the country. The ownership titles that are commonly referred to are namely, hard title, soft title, and strata title (enabling for foreign ownership within condominiums- subject to certain conditions). Each title confers different rights and securities - ย see Realestate.com.kh's Cambodia Land Title Classifications Explained, Once and For All! for more information.Now there is a fourth form of title that is commonly referred to as an โ€˜LMAP titleโ€™. Although the term โ€˜LMAPโ€™ refers to a project that was commenced by the World Bank in 2002, and the completion of the nationwide titling project has since been transferred to other agencies, the โ€˜LMAPโ€™ acronym has stuck.Over the past 3 weeks, we have explored what an LMAP title is, the benefits- have taken a look at the issuing and application process, and the status of the titling project throughout the nation by Government agencies. This week in the fourth and final part of the LMAP series we will delve into commonly asked questions regarding LMAP.Do I need to spend money when applying for LMAP?Technically, you arenโ€™t required to pay for the service fee when the Government hasnโ€™t created the cadastral map and GPS coordinates (the LMAP titling process) in the area that you reside, as it is their duty to inform you after this โ€˜titling process has been completed in your area.However, if you apply for LMAP after you obtain your land title, and the process has been completed in your area, you will be charged a 4% tax fee - the same as for property transfer. This fee will apply whether you are applying for LMAP from a soft title or a hard title property.How do I know if my area has been subject to ย LMAP titling process?In order to know if LMAP title is available in your area, you can go and check with the local authority such as the village or commune chief. These officials should be informed because the Ministry of Land Management, Urban Planning and Construction (MLMUPC)- who are the administrative body- need to have cooperation with these local officials during the LMAP titling procedures, such as the measuring of plot of land.In addition, if you are looking for more specific information you can check at the relevant Cadastral Officials office.How do I know if my LMAP title is genuine?Having obtained an LMAP title in the land transfer process does not prove that it is genuine. You are better off to check with the Cadastral Office in your district or province in order to protect yourself from any scams.Can foreigner obtain an LMAP title?Although the law does not technically allow foreigners to own land, other than in co-owned buildings and subject to certain provisions, there are other effective ways to control land in Cambodia for business or personal use. Demand for affordable residential housing within Phnom Penh and its surrounding urban areas has already proven to be a swiftly developing trend in the real estate market in 2017, anticipated by market experts to continue to prosper throughout 2018.Already, many developers have responded to this shift in demand by proposing and constructing more modestly priced housing projects throughout the capitalโ€™s suburbs.One of the areas demonstrating significant potential for the development of low-cost residential housing projects is Prek Pnov- situated Northwest, and approximately 15 kilometers away from central Phnom Penh. This area (Khan) is divided into five key districts (Sangkats) namely, Ponhea Pon, Prek Pnov, Samraong, Kouk Roka and Ponsang.Market experts have voiced their views on the seemingly untapped potential of this area, voicing that Prek Pnov is an area that developers and investors alike should seriously take into consideration when looking at where to construct their upcoming projects.Mr. Oung Mean, a local independent plot land agent, said: โ€œPrek Pnov is an economic and tourism area. Among all land surrounding the city, Prek Pnov is relatively cheaper.โ€œCompared to areas such as Chamkar Doun where one piece of plot land averages $15,000 dollars an amicable plot land investment in Prek Pnov averages at approximately ย $7,000 dollars,โ€ he continued.Ultimately with similar land to that of Koh Pich, Mr. Oung believes: โ€œPrek Pnov will be likely to become the second Diamond Island after it reaches its full development potentialโ€.Dr. Kim Heang, President of the Cambodian Valuers and Estate Agents Association, (CVEA) agreed with the positive outlook of the area: "Compared to all suburbs around the city, Prek Pnov is the most attractive location for low-cost housing projects, thanks to its relatively low land price."At present, low-cost or affordable housing projects are in high demand among lower-middle and middle-income family and Prek Pnov- being within a distance from the Phnom Penh that still allows ease of accessibility, ย is the best location for developers to build projects of this kind,โ€ he continued.Dr. Kim added: "Over the past few years, developers have built Borey projects within the $80,000 to $100,000 price bracket, and those who could afford this price have already bought them."He believes that projects that are within the $30,000, to $40,000 bracket are reflective of what the majority share of the local market can afford, based on income, and therefore Prek Pnov offers potential in this respect.Although demand for affordable residential housing is indisputably rising, so too is the demand for plot land that enables investors and developers alike to find inexpensive land to either solely invest in- or host their development projects.Commenting on the plot land potential of Prek Pnov, Dr. Kim said:โ€œIf you are looking to buy plot land for investment or development, you should purchase in Prek Pnov, given that the cityโ€™s development trend has proven to be focussed on the Northern areas of the capital".However, Dr. Kim also expressed the paramount importance of having secure ownership rights,warning:"If the land in Prek Pnov has no hard title- do not purchase it."This advice is a general consensus amongst market experts, as in absence of hard title ownership, the purchaser does not have any legally enforceable rights to their land and therefore no security in their investment should any dispute arise.Looking further at the investment potential of plot land in general, Mr. Cheng Kheng, Chairman of Cambodia Properties Limited (CPL), said: โ€œPlot land is a prime investment opportunity- as long as sellers have a clear plan for their projects."Sellers of plot land should ensure they provide basic facilities such as sewage and electricity systems, as well as ease of road access and other necessary infrastructure if they want to ensure the successful sale of their project to customers.โ€However, Mr. Cheng explained that in reality, many developers will promise buyers that these infrastructure frameworks will be built, but in many cases, this does not take place.He continued: "For example, they [developers] will promise to build 200-meter roads when announcing to sell their projects to buyers, but after they sell their projects, they end up only building only 50-meter roads,โ€ he said.Mr. Cheng urges developers to perform their due-diligence and keep their promise with regard to their projects, adding that plot land can significantly help lower-income families to obtain a permanent residence when they can not afford more expensive residential Borey projects in central Phnom Penh.ย Ostensibly, demand for plot land in Prek Pnov is rising remarkably at the moment.Mr. Mann Chandy, CEO of Premium Housing Co., Ltd, invested in four plot land projects in Prek Pnov. Speaking of his investment, Mr. Mann said: โ€œWith the rising demand for plot land in this area, 70 percent of my project has already sold."Mr. Mann stated that his plot land project- with a starting price of $2,700 dollars for the size of 5 square metres by 20 square meters of plot land, is the most popular among low and middle-income purchasers.According to the latest Housing Market & Outlook Report 2017 by Vtrust Appraisal, Prek Pnov, since 2001 has only seen the commencement of 9 major landed house projects and 12 sub-projects, amounting to just over 6,000 units.There were only two completed projects when the report was released at the end of 2017, totaling 304 units. However, another 3,720 units are expected to finish by the end of the first half of 2018, which exemplifies a significant increase over a short period of time- aligning with the projections of other market experts.Although there are presently very few projects in the area, Mr. Mann amongst other industry insiders is optimistic that Prek Pnov, as an emerging suburb, will experience expeditious development over the coming years, due to the affordability of land, accessibility to central Phnom Penh, and - as Dr. Kim also alluded to- the undeniable trend of the capitalโ€™s rapid expansion towards the North.Interested in investing in plot land?
