According to The Mall Company (TMC), a commercial real estate and retail specialist in Cambodia, Food & Beverage stores accounted for 58% of Phnom Penh retail space vacancies recorded by Q4 2020. The F&B category is followed by fashion retailers second at 21% and health & beauty stores third at 9% over the same period.Food and beverage stalls, especially in retail malls, largely rely on foot traffic for revenue. The lack of shoppers visiting Phnom Penh malls for most of 2020 negatively affected sales volumes causing a number of F&B retailers to suspend operations.With no new retail project deliveries in Q4 2020, a total of 370,781 sqm of retail space was logged at the end of 2020. According to TMC, the looming COVID-19 threat created a poor retail environment where store sales saw record-low levels for much of 2020. TMC further explains this resulted in a total of 16,247 sqm of retail space vacancy in 2020, an 85% increase from the 8,760 sqm of retail space vacancy recorded in 2019.The retail spaces in Chamkarmon made up 4,825 sqm or 30% of total retail vacancies in 2020. The district is followed by Meanchey at 16%, 7 Makara at 14%, and Toul Kork at 12%. When it comes to retail formats, Community Malls saw the most vacancies in Phnom Penh measured at 9,565 sqm or 59% of the total retail space vacancy in 2020. Retail spaces in Shopping Malls fared comparatively better having only seen 3,091 sqm of its retail spaces vacated in 2020.โ€œRetail stores in shopping malls like AEON have strong and well-financed brands, operators, and franchises; Community Malls generally speaking, less so,โ€ said Simon Griffiths, Managing Director of The Mall Company.Despite an 85% increase in vacancies, TMCโ€™s report explains that this could be an opportunity for well-capitalized retailers to secure prime locations that were previously unavailable or prime locations in new projects and attempt to negotiate favorable rents at lower rates than pre-COVID-19 levels.Article by:

Photo by Pen Sereypagna.Cambodiaโ€™s property boom has drastically transformed the facades of Phnom Penh, Siem Reap, and Sihanoukville over the past decade. Some buildings of old are renovated and given a new lease on life, while some are outright torn down to make space for the new. As the popular saying goes, โ€œOut with the old, in with the newโ€.But things are not so easily put into simple terms in the Kingdom of Wonder.While western influences are certainly permeating the design philosophy of new projects, there is a parallel movement that draws inspiration from the long and abundant history of Cambodian aesthetics, namely, the New Khmer architecture.Heavy use of reinforced concrete characterized the Olympic National Sports Complex. Photo by Pen Sereypagna.The New Khmer architecture is a design philosophy coined by Helen Grant Ross and Darryl Leon Collins in their book โ€œBuilding Cambodia: the New Khmer Architectureโ€ published back in 2002. The movement is described as merging modernist principles founded in the West with traditional Khmer designs dating all the way back to Angkorian architecture (i.e. the Angkor Wat temple).The Angkor Wat Temples stand as a monument to the rich heritage of Khmer architecture. Photo by Sharon Ang.The beginnings of New Khmer architectureWhile it was not officially called the New Khmer Architecture, the movement saw its beginnings in the 1950s after Cambodiaโ€™s independence from France and lasting up until the 1970s before the beginning of the civil war.It was under the patronage and vision of the late King Norodom Sihanouk that it started weaving itself in Cambodiaโ€™s urban development in the 1950s. Many Cambodian intellectuals, especially those who studied abroad, came to lend their experience and knowledge of Khmer heritage to help build a modern Cambodia. Architects, in particular, became key persons in realizing the Kingโ€™s vision.And this is where Vann Molyvann, the man who would define Cambodiaโ€™s urban facade for the next half-century, comes into the picture.ย Vann Molyvann standing in the National Stadium. He rose to prominence in the 1950s and 1960s as the nationโ€™s State Architect under the direction of the King. Vann designed many of the iconic structures in Cambodia, including The National Sports Complex, Chaktomuk Conference Hall, and the Independence Monument, among many others, earning him the title of Cambodiaโ€™s most prominent architect.Vann Molyvann described his home as a chance to play with new design ideas. Supplied.New Khmer architecture todayAccording to the Vann Molyvann Project, an organization documenting and studying the works of Vann Molyvann and other modernist architecture, the New Khmer Architecture can be characterized as:Chiefly using reinforced concreteVisual and structural references to pre-existing Cambodian construction techniquesCreative use of natural airflow and shading in line with Cambodiaโ€™s tropical climateSparing use of ornamentation, chiefly inspired by Angkorian temple decorationsNew Khmer Architecture, according to the Vann Molyvann Project, is underpinned by these characteristics while engaging international modernisms; an adaptation of the prevailing international style of modernism into the local vernacular.Today, the New Khmer Architecture is once again showing itself in Cambodiaโ€™s booming construction and property sector. The Landmark 178 is another example of New Khmer Architecture taking form in Phnom Penhโ€™s expanding office market space.โ€œWe took inspiration from the New Khmer Architecture style from the 60s to create a friendly and attractive working environment from the exterior to the interior,โ€ describes the Room Design Studioโ€™s approach when it came to conceptualizing the project.Interiors are an equally important pillar of the local vernacular. Interestingly, this project has a noticeable lack of pillars in the inside workspace. The Room Design Studio made it so owners have the flexibility to decide their office arrangements without added restrictions.On the outside, the red staircase on the side of the Toul Kork Office serves as a visual marker but, as it stands on the outside of the building, also clears up room for a greater amount of interior rentable space. The infrastructure project is constructing and rehabilitating roads in the city along with building and repairing rainwater drainage and wastewater purification systems.Minister of Public Works and Transport, Sun Chanthol emphasized the projectโ€™s focus on โ€œquality, efficiency, and timelinessโ€. He adds that the roads will be made suitable for regular traffic and trucks commonly passing through the cityโ€™s roads.Approved in September 2020 at an estimated cost of $150 million, the project comes at a convenient time when the cityโ€™s roads are less busy due to the lack of tourists.According to a report by the Ministry of Tourism, tourists arriving at Siem Reap International Airport are down by 84% as of November 2020. Visitors arriving by land are similarly down by 71% over the same period.Given its tourism lull, the government has taken the initiative to turn it into an opportunity to improve Siem Reapโ€™s tourism prospects. The 38-road project is part of the Siem Reap Tourism Development Master Plan 2020-2035, conceived earlier in 2020 aiming to transform the countryโ€™s primary tourism hub into one that can accommodate the surge of travel once COVID-19 is fully under control.Last January 29, Minister of Defense Samdech Pich Sena Tea Banh, with Director-General of the Electricite de Cambodge (EDC) Keo Rattanak, personally inspected the progress on the 38-road road project in Siem Reap. Supplied.Cambodiaโ€™s real estate surge certainly slowed down over the height of pandemic fears in 2020, but that did not mean buyers lost interest in the market altogether. Realestate.com.kh, the largest real estate classifieds portal in Cambodia, reports Boeung Keng Kang (BKK) district topped property search inquiries in 2020.The BKK districtโ€™s search volume on Realestate.com.kh was followed by properties in Chamkarmon, Daun Penh, 7 Makara, and Toul Kork. The real estate website collected data from over 2 million visitors to Realestate.com.kh throughout 2020.โ€œ2020 was a challenging year for real estate markets globally, including Cambodia. However, there was still some good activity in the market and some very interesting trends that we are still seeing as we enter 2021,โ€ said Thomas Oโ€™Sullivan, CEO of Realestate.com.kh.He explains that local and international investors that understand the Cambodian market are very much on the hunt for โ€œgood dealsโ€ and property for sale under market value. Due to the pandemic and its effects on the property market in Cambodia, many sellers were keen to sell property, even if that meant selling for less than what they might have got pre-pandemic.The first 2 quarters of 2020 appeared bleak to industry experts as Cambodiaโ€™s property market, particularly in Phnom Penh, was largely driven by high-end developments geared towards the local elite and foreign investors, the latter being heavily stymied following international travel restrictions. Realestate.com.kh reports that it was also during this time that property searches significantly declined.Chamkarmon is a popular tourist area seeing its fair share of residential and commercial developments over the next few years. The event managed to book over $15,000,000 worth of property across the country in a span of 4 hours. Black Friday Property Saleโ€™s success reignited interest from international buyers but also highlighted the local buyerโ€™s market looking for attractive deals.โ€œAs COVID-19 hit, condo developers shifted to focus on the local market. The most successful developers in 2020 were quick to move and adapt to the new market conditions, created payment plans that suited local buyers, and moved their marketing away from GRR, leaseback schemes, etc., as local buyers are less interested in these,โ€ Thomas said.He noted that the most interesting trend to come out of 2020, was the massive shift towards condos for local buyers alongside the sustained popularity of borey properties.The National Bank of Cambodia (NBC) published a 4% growth forecast for the year 2021 on the back of a strong financial sector. The usual foreign clientele, looking to develop and/or buy luxury properties for more attractive costs, have dwindled in the past year causing high-end projects to stall, drop prices, and even rethink marketing strategies. The outbreak of COVID-19 has certainly stymied the flow of foreign direct investments resulting in the slowdown of real estate activity.ย Cambodiaโ€™s property sector is still not out of the woods almost a year later. According to Realestate.com.khโ€™s Market Trends, median sale prices for residential properties in Phnom Penh ended the year with up to 30% lower median sale prices.Key highlights of the sale price trend in Phnom Penh:ย November 28 incident applied additional pressure on the property marketDaun Penh, Chamkarmon, Chroy Changvar, and Toul Kork apartment/condo median sale prices down by as much as 30%Meanchey, 7 Makara, and Por Sen Chey, apartment/condo median sale prices down by up to 11%The new cluster of cases may apply an extended period of market pressuresPrices displayed on Market Trends are median sale prices found across Phnom Penh and are designed as a guide to navigate price ranges. Properties in Meanchey saw an 11% decrease in median sale price from $250,000 to $222,500. Neighboring Por Sen Chey saw an 8% decrease in median sale price from $152,500 to $140,000. Cambodia only had less than 300 confirmed cases prior to the incident. Cases from then grew to 365 with 362 reportedly recovered as of posting. In a report by the Khmer Times, Prime Minister Hun Sen declared that the November 28 incident has ended with health authorities effectively tracing and placing persons of interest under quarantine.The November 28 incident caused a new round of scares as local transmissions pose a large threat to economic recovery. The confidence built over the past months of cases trickling in was shaken almost overnight as more people chose to stay home in the weeks following the incident. Some companies, including businesses in real estate, have begun working from home once again.A new round of recent cases stemming from migrant workers returning now number at 21, putting confirmed cases at a total of 386 as of January 8, 2021. Tracing and quarantine of this new cluster are still on-going and we may expect persistent pressure until health authorities take control.Last December 31, the National Bank of Cambodia released a forecast that the nationโ€™s economy would grow by 4%. The report attributes the expected growth to a strong financial sector with the construction and property sectors expected to see renewed activity in line with the entry of foreign direct investments, revenue recovery, and the overall economic growth to follow. While the year 2020 has dampened an otherwise lively shopping sector, the next few years (2021-2023) should give Cambodian consumers a lot to look forward to.The Mall Company, a retail specialist in Cambodia, recently released a report providing insight and analysis into the current and future retail landscape in Meanchey and Chbar Ampov. This makes Meanchey one of the largest districts being home to almost 300,000 residents, also making it one of the most populated in Phnom Penh.ย According to The Mall Company report, Meancheyโ€™s currently operational modern retail space is measured at 6,683 sqm or only 2% of the total modern retail supply. As of December 2020, a total of 174,578 sqm of modern retail supply is under development in the district. The report suggests that should all modern retail projects complete as expected, Meancheyโ€™s contribution to the total modern retail supply in Phnom Penh will swell to 18% by 2025.The urban areas of Khan Meanchey, especially along main roads, reveals a gap in the market for well-positioned, modern community malls. But with COVID-19 currently dampening demand, supply may outstrip demand resulting in a tenant-led market creating an opportunity for retail occupiers to negotiate favorable lease conditions.ย โ€œFor mall developers, flexible leasing strategies are required as well as creative trade zone use, clearly identifiable mall concepts, and looking beyond Cambodia to attract new brands with particular attention to attracting key anchor tenants,โ€ noted Simon Griffiths, Managing Director of The Mall Company.Despite the current struggles of the retail market, The Mall Companyโ€™s report cites Sen Sokโ€™s boom as an example of the growth a district may see following a massive commercial project (such as AEON Mall 2). As of December 2020, the district has 63,723 sqm of modern retail supply in development. The districtโ€™s contribution to the total modern retail supply in Phnom Penh will increase to 6% by 2025, provided projects are completed as scheduled.Modern retail supply in Chbar Ampov as of today heavily focuses on food & beverage and convenience with over 85% of supply dedicated to these uses, according to the Mall Companyโ€™s report. Photo by K/T Pann Rachana.Retail and entertainment foot traffic dropped by 25% on November 29-Dec1, according to Googleโ€™s Mobility Tracker. Considered to be the countryโ€™s first community infection, the new case forced an abrupt halt to an otherwise popular event to reignite the countryโ€™s consumer and retail markets.Prior to the Nov-28 incident, Googleโ€™s Mobility Tracker recorded Cambodian foot traffic gradually returning to retail and entertainment destinations. October 2020 recorded a 15% decrease in foot traffic from the baseline. This was followed in November by as low as -6% foot traffic, with Nov 27-28 further minimizing the gap with a 4% mark below the traffic baseline.Googleโ€™s Mobility Data suggested a trend from more consumers in Cambodia visiting retail and entertainment destinations once again - a market trend built up from almost a year of being limited to where one can go and from the countryโ€™s own effective handling of the virus so far.According to a report by the Khmer Times, over 11,000 people who were linked to the November 28 incident have undergone COVID-19 testing. As of December 7, a total of 32 new cases from the community infection were found bringing the cumulative number of cases in Cambodia to 348.Health authorities are currently conducting contact tracing and verifying the identities of โ€œpatient zeroโ€, believed to be the source of Cambodiaโ€™s first community infection.A long way to recoveryAEON Mall 1 reopened on Dec. 2 following its closure a few days prior. However, the mall was not as crowded given that it was the most public area the community case visited.The new COVID-19 case, found in a popular retail mall, brings retail landlords back to the drawing board of keeping their retailersโ€™ lifeline and attracting foot traffic once again.โ€œThe situation is concerning,โ€ said Simon Griffiths, the Managing Director of The Mall Company, a retail specialist in Cambodia. โ€œThere is the potential for wider implications than previous cases.โ€Simon previously hoped December to be a positive month for retailers to improve sales considering the cooler weather favors outdoor dining and retail activity in general, but now laments that โ€œThis is no longer the reality. The sector must be patient, follow guidance but remember there is light at the end of the tunnelโ€โ€œAs of the situation today, store sales and revenues for at least the 1st half of December will likely drop and negatively impact retailersโ€ he notes and that a good December was needed for an already impacted retail sector.โ€œThe end is in sight, weโ€™ve hit a speed bump and currently we donโ€™t know what the full effect of the impact will be. The sector has struggled but can rebound with a pragmatic, sensible, and safe approachโ€ Simon remarked.A new round of precautions and restrictions on large public gatherings have been implemented as new community cases are found.
