ADB raises concern over credit in property sector
June 6, 2022, 5:02 p.m.
(Borey homes are shown in Phnom Penhโ€™s Sen Sok district. Supplied)The Asian Development Bank (ADB) regards the continued buildup of credit in Cambodia real estate and related businesses as a risk that could disrupt the countryโ€™s economic growth.According to an ADB report from last Wednesday, the Cambodian economy remains on track and is expected to expand seven percent this year due to continued strength from traditional sectors such as garments, tourism, trade and construction. However, ADB warned that growth could be disrupted if the European Union moves ahead with the suspension of the Everything But Arms (EBA) scheme which gives Cambodian goods duty-free access to the economic bloc. ADB also cited the buildup of credit in the real estate sector as a concerning factor.โ€œWith increased uncertainty in the global trading environment and its impact on services such as tourism, Cambodia urgently needs a focused diversification strategy into niche and high-value products and services,โ€ said ADB Country Director for Cambodia Sunniya Durrani-Jamal.โ€œThis will require reducing risks emanating from lending to an overheated real estate sector, development of more skilled and productive workforce to justify rising wages, and attracting high-quality capital investmentโ€”all of which, in turn, need strong governance and institutions.โ€Despite raising concerns over credit to the real estate sector, ADB did not cite any specific data related to the matter.According to Credit Bureau Cambodia (CBC), outstanding mortgages hit $3.42 billion at the end of June, an increase of 30 percent from the same time last year. This sum, however, does not include developer-backed mortgages that are widespread in the Kingdom.Sector will โ€˜reach a peakโ€™ADB isnโ€™t the only body that has expressed concern. The National Bank of Cambodia (NBC) and the World Bank in Cambodia have noted the risks of credit surging beyond real demand. The NBC issued a statement earlier this year stating that credit growth in the construction and real estate sectors was still high at around 31 percent.Talking to journalists at a seminar earlier this year, World Bank senior economist Ly Sodet said that construction and real estate has always seen growth and contraction cycles.โ€œWhen it reaches a peak, it will fall. Nobody knows exactly when this will be, and for now, real estate and construction prices are also growing, making more bank loans available. This increases risk, so protecting the health of the financial sector is vital to prevent economic problems,โ€ he said.According to VTrust Appraisalโ€™s research director, Hoem Seiha, growth in the property sector has been happening hand-in-hand with strides in the financial sector.โ€œFlexibility of housing payment options has stimulated the housing market over the past few years,โ€ he said.Nuon Rithy, chairman and CEO of Khmer Appraisal Foundation (KFA), said that the financial and real estate sectors in Cambodia are growing rapidly in parallel. He added that more people are entering adulthood and want to live more independently than their parents. The financial sector is helping them to fulfil these dreams.โ€œBefore people had lower incomes, and the biggest concern was having enough food to eat. Now people have higher incomes and they want to upgrade to a more comfortable lifestyle.โ€Want to find out more about housing types in Cambodia? IMF calls for an increase in property taxes
June 6, 2022, 5:02 p.m.
Cambodian real estate insiders are raising concerns about whether new property taxes will soon be imposed. Many fear that any added fees could hamper growth in the sector. The topic was raised earlier this month when the International Monetary Fund (IMF) released a report suggesting that Cambodia should increase its property tax revenue in order to fund infrastructure spending.According to the 26-page document, property tax revenue in the Kingdom accounts for just 0.1 percent of the countryโ€™s GDP. The report states that this is very low, even among Asean countries, and that pushing property tax revenue to 0.6 percent of GDP would help the economy grow by 2.7 percent.Ngeth Chou, an independent financial and real estate advisor, said that the Cambodian real estate sector is at a crossroads due to several factors. He cited rising prices and the impending loss of the Everything But Arms (EBA) trade deal from Europe as complicating factors in the decision-making process.โ€œProperty owners donโ€™t only pay taxes based on the base price of the property. In most cases, the owners pay extra fees to officials to make sure process is fast enough,โ€ he said, adding that any additional costs will fall directly on property owners.โ€œThere should be proper study and consideration after the EBA deal comes to an end, to see whether there is a significant impact on the economy.โ€Chou added that the government recently revised property base prices for tax calculations and the 4 percent stamp duty is already high. Thus, he said, itโ€™s not an appropriate time to raise property taxes.Cambodia taxes skewed toward import and VATPublished on September 6, the IMFโ€™s paper, titled Advancing Inclusive Growth in Cambodia, analyses how increasing either property tax, VAT, or income tax can secure the funding for the infrastructure spending budget.According to the report, enhanced infrastructure could help raise incomes, especially in rural areas, by improving market access and mobility.โ€œFinancing these investments through progressive income taxation, such as property taxation, can help reduce inequality further,โ€ the report said.Cambodiaโ€™s revenue mobilisation has improved markedly in recent years. In 2007, tax revenue amounted to less than 10 percent of GDP, while in 2017 it had increased to around 17 percent. This is among the highest levels in Asean. However, Cambodiaโ€™s revenue sources are skewed towards value-added tax (VAT) and import taxes. Out of total tax revenue (16.9 percent of GDP), 61 percent of total tax revenue is generated by the VAT.Tax rate unchanged since 2012Po Eav Kong, managing director of Asia Real Estate Cambodia Company, said that itโ€™s not a good idea to raise property taxes right now.He explained that there are currently two main types of property taxes in the Kingdom, those that cover property ownership and those that cover property transfers. In June of this year, the taxation department increased the transfer tax rate, but the property tax rate has remained the same since 2012.As it stands, properties that are valued at under US$25,000 are exempt from the property tax. Transfer taxes, on the other hand, are applicable to all properties.โ€œIf the government wants to increase property taxes, they could increase the [base] property price to align with market prices, or they could increase the threshold from $25,000 to $50,000,โ€ he said.Dith Channa, CEO of Lucky Realty Co Ltd, said that if the government decides to follow the IMFโ€™s advice it will get more revenue, but the people could face negative impacts.โ€œGovernment will need time to discuss ... I think [a property tax increase] is good for the government, but for the people, it will impact them.โ€Want to find out more about the tax system in Cambodia, please check out our Investment Guide 2019ย Article by

Last month the Cambodian government moved to restrict online gambling operations in the country.
Will gambling ban hit Cambodia real estate?
June 6, 2022, 5:02 p.m.
A recent government decision to stop issuing new online gambling licences in Cambodia has many speculating that inflow of both capital and visitors from China will take a hit in the coming months. Real estate insiders, however, say that the move only serves to improve the quality of investments coming into the Kingdom. Many in the sector have pointed to the gaming industry in Cambodia as one of the main reasons that both investors and tourists from China have been coming to the country in increasing numbers over the past few years.ย Indeed, Sihanoukville in the south and Poipet, on the border with Thailand, seem to be the focal points of this growth. Both cities have a well-established casino industry.Everything was business as usual until the middle of last month. Thatโ€™s when Prime Minister Hun Sen issued a directive that halted the issuance of new internet gambling permits. The move, which was trumpeted as a bid to eliminate online extortion associated with online gambling venues, also means that existed licences will not be renewed.Local sources are reporting that many gaming venues have already shut their doors for good and thousands of Chinese expats have left Sihanoukville.Just a week after the August 18 decision, the Ministry of the Interior deported 150 Chinese nationals in relation to an online gambling scam operating out of Sihanoukville and Bavet.According to Chinese state media agency Xinhua, the scheme had netted around US$14 million.Falling Sihanoukville demandInsiders in Sihanoukville have said that room rates at hotels and guesthouses in the area have declined since last month.ย Nuon Rithy, chairman and CEO of the Khmer Appraisal Foundation, said that Chinese expats leaving Sihanoukville are workers or visiting gamblers, not investors. This, in turn, has caused a drop in the demand for accommodation, food and other services.ย Rithy claimed that other areas of investment in the country, such as real estate, construction, tourism and textiles are stronger than ever.ย โ€œThe decision to stop the issuance of gambling license is a good strategy to filter good investors ... which will bring benefit to Cambodiaโ€™s economy in the long run,โ€ he said.ย โ€œI strongly believe that the decision will provide long-term benefits and Sihanoukville province will become the best destination for tourism and trade in the near future.โ€Sihanoukville, Bavet, and Poipet are the main centres of Cambodiaโ€™s online gambling industry. These three areas are reportedly all witnessing an exodus of Chinese expats.ย ย Despite the fact that gambling is illegal for Cambodian citizens, the Kingdom has become somewhat of a gaming hub in Southeast Asia, due to the fact that foreigners are allowed to lay bets.ย Kim Heang, CEO of Khmer Real Estate Co Ltd, claimed that the ban on online gambling businesses in Cambodia will affect land prices in Sihanoukville, Poipet, and Bavet. However, he added that it is just a short-term effect, and long-term gains will continue.Plots in Sihanoukville which were being sold for just $200 per square metre three years ago have routinely been selling for around $3,000 per square metre.โ€œOver the long term, this decision will provide big advantages for Cambodiaโ€™s macro-economy and renew the current operating licenses for one more year would be the best solution for all." Heang said.If you want to know more about gambling in the Kingdom, be sure to read our guide to casinos in Cambodia.ย ย Article by:

With its population reaching over 16 million and steadily growing, Cambodia is witnessing a rapid increase in peopleโ€™s migration to bigger cities to look for work. The countryโ€™s capital city Phnom Penh, for example, now has a population of more than 2 million residents and is growing faster than the cityโ€™s resources allow for, including housing.Having seen this growing housing demand, many local and international developers took the opportunity to develop numerous housing projects ranging from condominiums, villas, and boreys, often in the suburbs as the city expands.Boreys, sometimes referred to as gated communities, have been growing in popularity for the past years amongst developers and are favored by home buyers given their practicality and affordable price.A recent report from VTrust Appraisal predicts that the number of boreys or landed houses in Phnom Penh will reach nearly half a million by 2030.Keo Rady, Marketing Manager at LeJu Development Cambodia, told Realestate.com.kh that the company is striving to be a leading real estate developer for Phnom Penhโ€™s growing housing markets. To reach that goal, the company has developed โ€œan affordable yet high qualityโ€ housing project called Borey LJ, he added.Mr. Rady stressed, what is so special about Borey LJ is its location which is in Por Senchey, one of Phnom Penhโ€™s fastest-growing districts, surrounded by local and international schools, big shopping centres, hospitals, and many other facilities, and only a 10-minute drive from Phnom Penh International Airport.โ€œHouses in Borey LJ are well-designed with 30-meter-wide streets. The construction of this project is well-managed and โ€œclosely monitoredโ€ by a British engineer with years of experience in construction, he added. โ€œThe project was granted with all the legal permission documents and the company will provide hard titles to its buyers.โ€ย Houses in Borey LJ start with a total floor area of 94 to 173 square meters with land size from 68 to 189 square meters, and an affordable starting price of $64,400. Borey LJ is a good product for new families who want to own their first homes, he added.Want to find out more about housing types in Cambodia? Read ourย Investment Guide 2019.

Half a million landed homes by 2030: VTrust
June 6, 2022, 5:02 p.m.
The number of landed houses in Phnom Penh will reach nearly half a million by 2030, according to a recent report from VTrust Appraisal. The document, titled Phnom Penh 2030, showed that landed homes will increase threefold over the next 13 years. The valuation company claims the total currently stands at 150,000 but will hit 450,000 by 2030.ย VTrustโ€™s report anticipates an average of 25,000 new landed units to hit the market each year and an overall growth rate of 9 percent in the housing supply.VTrust Appraisalโ€™s research director, Hoem Seiha, who authored the report said that Phnom Penh has witnessed a 4 percent population growth year on year as more people seek opportunities in the city.โ€œRapid growth of population in the city and an increasing influx of new incoming migrants who come from different parts of the country to settle down in the city will drive more demand for houses in Phnom Penh,โ€ Seiha said.โ€œThe flexible mortgage schemes for housing sector has come to boost the affordability of city population and thus will continue to drive the housing forward.โ€ย Dangkor, Chroy Changvar expected to growย Currently, there are seven districts in the capital with active landed housing developments. These include Por Sen Chey, Dangkor, Chroy Changvar, Russey Keo, Sen Sok, Chbar Ampov and Meachey districts.Of these districts, Por Sen Chey currently has the largest supply with nearly 50,000 landed homes. Sen Sok and Dangkor districts each have just over 20,000. However, VTrustโ€™s report predicts massive growth in Dangkor district. The forecast claims there will be almost 100,000 homes there by 2030.It should be noted that the numbers in the report include landed houses only if they are part of a community with 20 or more units. Boreys fall squarely into this category.Concerns over affordable housingNget Chou, a local financial and real estate adviser, said that the growing demand for property ownership has pushed up property values over the past few years. Chou claimed that land prices were currently growing by between 10 and 100 percent per year, depending on location. However, he said there are worries in the affordable segment of the market.โ€œCambodia may face the housing crisis in the future especially among many low-income people,โ€ he said.ย โ€œThe current affordable housing supply in Cambodia does not meet the living standards of a worker, as a house costs at least $25,000. This crisis has already happened in Hong Kong, so Cambodia should learn and prepare.โ€In terms of land price alone, Chou said that rates in Cambodia are still low compared to the rest of the region.According to Chou, the average value of urban land in Cambodia is around $2,900 per square metre. In Thailand, meanwhile, it sits at $3,900, $11,800 in China, $13,700 in Singapore, and $28,500 in Hong Kong.Want to find out more about housing types in Cambodia? Leshen The Lord Garden, a unique designed luxurious residential project to join Sihanoukvilleโ€™s real estate boom
Leshen The Lord Garden, a unique designed luxurious residential project to join Sihanoukvilleโ€™s real estate boom
June 6, 2022, 11:08 p.m.
For the last couple of years, the coastal town of Cambodiaโ€™s Sihanoukville, once a sleepy town, has experienced major developments at a very fast pace, especially in the real estate sector. As the city expands, the demands for urban lifestyles and luxurious housings increased.ย Having seen the potential and rapid increase of modern housing demands in Sihanoukville, Leshenwe (Cambodia) Real Estate Development Co., Ltd, a joint venture of two real estate development companies from Cambodia and China, have joined together to participate in the fast-growing real estate market of Sihanoukville to jointly develop a project called โ€œLeshen The Lord Garden", a uniquely designed residential project of boreys and low-rise apartments.ย Leshen The Lord Garden is located along National Road 4, surrounded by markets, schools, hospitals, public infrastructure, recreation facilities, and much more. The project is sitting on over three hectares of land.ย It consists of 315 multi-type borey homes. There are three types of boreys at Leshen The Lord Garden, ranging from two to 3.5 stories. These homes are 4.2 to 4.5 metres wide and 14 to 17.9 metres long, all with their own distinctive designs and characters.ย ย The borey section of Leshen the Lord Garden has a floor area of approximately 56,000 sqm and covers a site area of more than 37,000 sqm. Cambodiaโ€™s total mortgages near $3.5B
June 6, 2022, 5:02 p.m.
Mortgage loans in Cambodia continue to surge this year, according to Credit Bureau Cambodia (CBC). The credit bodyโ€™s consumer report showed that outstanding mortgages hit $3.42 billion at the end of June.CBCโ€™s data showed that loans have increased by 30 percent from the same time last year. Mortgage loans make up over 47 percent of the total consumer credit in the country, which hit $7.16 billion at the end of June.Mortgage customers are also growing, albeit at a somewhat slower pace. CBCโ€™s document noted that there were 131,376 mortgages at the end of June. This represents an increase of 19 percent over June of 2018.So Phonnary, executive vice president at Acleda Bank, said that the 30 percent growth of mortgages is positive for the industry. She claimed that opportunities for homeownership are expanding as incomes rise and the economy develops.ย โ€œWe are seeing more growth in the mortgage industry. But, at the same time, we are always careful about development and we mitigate risks by balancing loans across many sectors.โ€According to Phonnary, Acledaโ€™s housing loans, home improvement loans, and real estate loans together hit $273 million at the end of June. This sum was held by 7,913 customers at that time. While loan terms differ from one bank to another, she said that annual interest rates have, on the whole, fallen. Phonnary attributed this to greater competition in the marketplace.Cambodia upgrading to more comfortable lifestyleNuon Rithy, chairman and CEO of Khmer Appraisal Foundation (KFA), said that there has been good cooperation between the financial and real estate sectors in Cambodia. The two industries, he said are growing rapidly in parallel.Rithy reflected on the changing demographics of the country, adding that more people are entering adulthood and wanting to live more independently than their parents did.ย โ€œBefore, when people had lower incomes, the biggest concern was having enough food to eat โ€ฆ Now people have higher incomes and they want to upgrade to a more comfortable lifestyle.โ€Even those who could already afford to own a home are now upgrading to larger homes, or homes in better locations, he said.Officials concerned over high-interest mortgagesOne caveat to the CBCโ€™s report, however, is that it only accounts for mortgages taken through financial institutions. It is very common in the Kingdom to enter into a payment plan with the homeโ€™s developer. This is particularly popular for boreys, the landed homes that are usually built in large subdivisions.ย The popularity of developer-issued mortgages has exploded in the Kingdom over the last few years. Typically, these are 25-year contracts and rarely require down payments.ย Though these mortgages initially appear attractive to buyers, interest rates can often double or triple the sticker price of a home.ย Meanwhile, Cambodiaโ€™s banks usually require down payments of at least 30 percent and involve lengthy checks on credit history and repayment ability. Interest rates for these mortgages clock in at around seven to 12 percent.Late last month, an official from Cambodiaโ€™s central bank expressed worry over high-interest loans in the Kingdom, warning buyers to carefully consider a mortgages rate before signing. To learn more about Cambodia's changing demographics, read the demographics section of our Investment Guide 2019.Article by:

Three offbeat ideas for improving Phnom Penh public spaces
June 6, 2022, 5:02 p.m.
Phnom Penh is a diverse and dynamic city that has so much to offer. However, itโ€™s clear that the capital is lacking in parks and other public spaces.ย There are only a couple of areas of the city where people can gather and socialise. These include strips along the riverside, Preah Sumarit Boulevard and Russian Federation Boulevard.ย These places fill up quickly as soon as the sun goes down. Children come to play games, teenagers ride skateboards and adults exercise by playing badminton or doing dance aerobics.ย Indeed, the popularity of these areas in Phnom Penh shows thereโ€™s high demand. People want to get outside and participate in activities. It goes without saying that playgrounds and public parks play a vital role in the social life of local communities. They promote both mental and physical wellbeing.ย Public spaces go privateWith these benefits in mind, many real estate developers are including communal spaces in their designs. Many of the most popular developments in the capital include retail space and landscaped plazas.ย Names such as Urban Village have gone even further by including playgrounds and activity spaces in their complexes. These all tend to be community-focused in nature. The real innovators are providing the maximum amount of public access in order to ensure the best results for both the residents and businesses that call the building home.Despite suffering from a scarcity of public spaces, privately-funded areas in Phnom Penh are stepping in to shape the development of the city. These spaces are fulfilling the need for people to socialize and help establish communities in their part of the city.ย And itโ€™s not just the residential developments reaping the benefits, either. Shopping malls are cashing in by creating public spaces adjacent to retail shops. Toul Korkโ€™s TK Avenue and the upcoming Noro Mall are two prime examples of this.ย Everyone has heard about the massive floods that have hit Sihanoukville over the past few weeks. Just next door, in Thailandโ€™s capital of Bangkok, public parks are a lynchpin of their flood defense strategy. Studies show that trees significantly reduce the heating effects of dense cities and can reduce ambient temperatures by as much as 15 degrees.ย Three ideas for improving public space in the capitalPhnom Penh-based architecture and design firm COLE is interested in pushing forward the development of public spaces in the city. With all the above issues in mind, COLE has drawn up three (slightly off-the-wall) ideas for creating more green space in the capital:ย 1. Open up temple groundsImagine removing the walls around these magnificent temples and replacing them with trees. You could give people great places to sit and enjoy the bustling street life.Check out the map above where we plotted some of the biggest pagodas in the city. Opening them up would ensure that almost every neighbourhood has its own dedicated public space.2. Create pedestrian streetsStreet 240 would make a great pedestrian priority zone. This could be done by creating a green walking loop between the Royal Palace and Independence Monument. Tourists and locals alike would relish the chance to stroll between the two sites.3. Make a unified Embassy DistrictCreating a new Embassy District would free up prime land which is already landscaped. This would add both pocket parks and large centrally-located parks for all Phnom Penh residents to enjoy.ย Another benefit of creating a new Embassy District would be the rejuvenation of an outlying area of the city. It would bring more people, and business there would flourish.Interested in design and architecture in Cambodia? The dinner event was presided over by Oknha Hun To, Oknha Chea Soeun, Mrs Hun Kim Leng and several other high-profile guests.ย The elegant event was styled around an aviation theme as the nearly 300 guests crossed the โ€œrunway,โ€ passed through a โ€œboarding gateโ€ and were greeted by flight attendants.ย Mr Chao Shen, the executive chairman of Huibang International Real Estate, gave the eveningโ€™s address.ย โ€œWe are pushing forward a new path for real estate development in Phnom Penh. We aim to bring more international-grade and high-quality spaces for tens of thousands of families,โ€ he said, adding that Huibang Huangshan International will spearhead this new concept.Details of Huibang Huangshan InternationalThe newly inaugurated project sits in a blossoming area of the capital. Squarely in the Tonle Bassac neighbourhood, the residence is surrounded by the Australian Embassy as well as tons of international amenities, restaurants, and residences.ย ย All the major tourist attractions of the city are within armโ€™s reach. These include Independence Monument, the Royal Palace, National Museum, Wat Phnom, Central Market, Russian Market and Tuol Sleng Genocide Museum. There are also six major state institutions in the vicinity. As if that werenโ€™t enough, there are also plenty of high-end supermarkets, luxury hotels, international schools, and hospitals in the area. Brick prices stable after 2018 price surge
June 6, 2022, 10:56 p.m.
Cambodian brick prices have been stable over the last 18 months. Industry insiders say that supply has finally caught up to rising demand, which caught the industry off guard in early 2018.According to Chheang Suyheang, a representative for over 100 brick kiln owners in Kandal provinceโ€™s Mukh Kampul and Khsach Kandal districts, prices havenโ€™t risen significantly since early last year.ย Suyheang said that bricks in Kandal province, the Kingdomโ€™s main region for domestic masonry, are currently going for $400 per 10,000.This price, he said, has remained the same for over a year. In early 2017, however, 10,000 bricks were going for just $180. That figure rose to $300 by late 2017 and jump to $400 in March of last year.ย According to Suyheang, the spike in demand came from huge construction orders out of Sihanoukville, Kampot, Phnom Penh and Poipet.ย โ€œMany brick kiln owners have expanded production as they see growing demand. Those who used to have only two kilns now have four. Those who had four now have six,โ€ he said, adding that they have kept prices low to compete with brickmakers from Vietnam.ย Suyheang estimated that there were currently around 300 brick kilns in Cambodia, each capable of turning out at least 100,000 bricks a day.Cambodia still reliant on importsCambodia has seen a massive influx of foreign direct investment (FDI) over the past few years. Indeed, the real estate, construction and hospitality industries are some of the main recipients. The brick industry has benefited from a building boom that has seen new shopping malls, office blocks, condo towers and more.During the first six months of this year, the Ministry of Land Management, Urban Planning and Construction (MLMUPC) approved over 2,000 construction projects with an estimated investment value of more than $3.3 billion.Residential and commercial projects made up the largest portions of the approved projects, accounting for $1.5 billion and $1.07 billion, respectively.ย Chiv Sivpheng, general manager of the Cambodia Constructors Association, said Monday that economic stability, FDI and real estate progress have all contributed to the growing demand for construction materials.ย He noted, however, that Cambodia was still heavily reliant on imports for other construction materials such as steel and interior fixtures.โ€œWe want to see our local production grow stronger so that we can produce more things domestically and become less reliant on imports.โ€Learn more about the industries that make up Cambodia's economy in our Investment Guide 2019.ย Article by:
