But Marc Townsend, Chairman of CBRE Cambodia, and the primary speaker at the event cautioned that while the Kingdomโ€™s economy is expanding rapidly, adjustments have to be made to sustain the growth of its real estate sector.A strong entry into 2020CBRE estimates a 7.1% GDP growth for Cambodia in 2019. This can be attributed to the continuing boom in the construction sector along with tourism and overall interest in Cambodia as an alternative investment destination compared to its neighbors.According to CBREโ€™s report, a total of USD $9.3 billion worth of investments came into the Kingdom spread across 4,446 approved investment projects. For emphasis on the countryโ€™s relative growth, Marc Townsend cited that only 3 building licenses were issued in Ho Chi Minh city compared to the 405 building licenses that were given last year in the surrounding area of the Rosewood Hotel in Phnom Penh.(Marc Townsend, Chairman of CBRE Cambodia speaks to a room full of mostly real estate professionals and investors / Realestate.com.kh)As of Q4 2019, CBRE data shows the condominium sector had 27 new project launches and 11 completions, adding 16,500 units and 3,800 units respectively. The current condominium supply is divided among the High-End at 23%, Mid-Range at 53%, and Affordable at 24%. CBRE forecasts supplies of condominium units in 2020 to be divided into High-End at 24%, Mid-Range at 46%, and Affordable at 30%. The shift towards affordable units is cited to be due to the healthy demand among Cambodian buyers.Upcoming condominium projects, provided they finish on schedule, are expected to put some downward pressure on prices across all segments of the market.The CBRE report also states that housing loans increased by 30% this 2019 from USD $2.9B to USD $3.4B. Consumer loans increased at the same time from USD $6.2B to $ 7.1B this year. CBRE attributes these increase in loans to appreciating property values, lifestyle changes of Cambodians, and increasing competition within the banking sector.(A shot over the ocean and Sihanoukville's skyline as of 2020 / Realestate.com.kh)Development funds have also diversified in Cambodia. Marc Townsend shares that these companies barely had any presence in the countryโ€™s capital markets almost a decade ago but in 2019, these have diversified into construction loans, formal & informal fund structures, bonds, IPOs, off-shore lending, crowd-funding, and venture capitals.Cambodia, overall, remains an attractive investment destination compared to its neighbors. For example, data from CBRE cites that land prices in Ho Chi Minh city, as of Q4 2019, now go up to USD $30,000 per sqm in the inner city compared to USD $6,000 per sqm in Daun Penh.These are but a few of the overall data presented suggesting that the Cambodian economy is expected to continue to see economic growth this coming 2020. It is, however, not free of challenges, as weโ€™ve seen this past year.Challenges of sustaining Cambodiaโ€™s economic growthThe two elephants in the room, according to the conferenceโ€™s attendees during the Q&A, were the EBA withdrawal and the threat of property oversupply that could negatively impact the market.Of the surveyed attendees, most agreed that the EBA withdrawal will have โ€œModerateโ€ effects on the Cambodian economy. While it could have ripple effects in the real estate sector, nobody knows what would ultimately happen until it happens, according to the speakers.As for the issue of oversupply, Marc Townsend introduced the idea that if there is an oversupply, then why are prices continuing to rise? He cites Vietnam as an example when it took off as a real estate venture. According to him, when the government relaxed regulations on foreign ownership, the property market went ballistic.(A recent sky view of under-construction buildings in Sihanoukville city / Realestate.com.kh)ย The same could be expected of the Cambodian real estate sector as it develops. Many of the high-end condominiums are available for the local Cambodian elite, with most units likely being owned by foreigners through strata-titles. And as more mid-range and affordable units come into stock, more local middle-class buyers will likely purchase their own condominium units.Infrastructure in Cambodia has grown significantly in the past decade but it may face slowdowns if project managers are slow to push their developments forward. The news of national roads and ring roads being constructed/rehabilitated is driving land prices up and might cause roadblocks to project development due to price haggling and owner holdouts. Without swift resolutions, infrastructure developments (such as the aforementioned roads) will have difficulty meeting their target dates.Marc Townsend also cautions Cambodia of the shift in priorities of big multinational investment firms. BlackRock, an investment management company handling USD $7 trillion in assets, instructed their fund managers to prioritise investment ventures that consider their environmental impact. This shift in socio-environmental requirements is likely to be followed by other investment firms and thus, must be considered by Cambodian stakeholders starting in 2020 to attract foreign investment in the future.Ensuring tourist safety also came up as a means of growing the Kingdomโ€™s tourism sector. Marc Townsend suggests that most tourists, especially the Chinese, value safety as a top concern when visiting a foreign country. A disciplined and well-equipped police force looking out for both the localsโ€™ and foreign visitorsโ€™ well-being will only drive up tourism confidence in the Kingdom. This point is supported by a report from the Khmer Times where the Shanghai Chief of Police asked the Cambodian National Police to ensure the security of Chinese businessmen and travelers in the Kingdom.The conference also discussed the recent construction-related accidents. Marc Townsend was clear these tragedies are an industry problem that must be addressed by developers by applying basic safety standards, the usage of quality materials, and adherence to the new government regulations. At the beginning of the new year of 2020, Cambodiaโ€™s robust construction industry was abruptly hit by a mishap. On January 3, a six-storey building under construction in the coastal town Kep collapsed, which claimed the lives of 36 people and left 23 injured.This incident is no more than half a year after the collapse of a seven-storey building construction in Sihanoukville last year.Hidden dangers caused by human errors and poor supervision have once again cast a haze on Cambodiaโ€™s construction and property industry. National Road 2 is a major road connecting Phnom Penh to Takeo province. Due to overuse and negligence, it is now in need of immediate restoration.ย Last year, the government unveiled plans to rebuild the National Road 2 to support both public and freight transportation. Sun Chanthol, the Minister of Public Works and Transport, spoke about the project during the Urban Mobility Forum last December 5, 2019 and said that the government already has the funds required to begin the roadโ€™s rehabilitation.The minister shared that rehabilitation projects for National Road 2 and National Road 22 will begin in 2020. The government is set to announce the official groundbreaking for the project sometime in the year as the necessary construction materials and equipment are still being transported to Cambodia.According to the statement, the rehabilitation project will cost $64.5 million covering 72.17km worth of highway heading to the south. The Republic of Korea, through its most recent infrastructure loans, will foot $56 million of the total cost with the Royal Government of Cambodia funding the remaining $8.5 million.The project stretches across three provinces - Kandal, Phnom Penh and Takeo. The project is divided into three major sectionsSection 1: is 8.7 km long stretching from Takmao roundabout to the Koursrov roundabout will be expanded from 2 to 4 lanes. The 4.3 km part of the road in the downtown area will be expanded into a 15 meter-wide road. While the section outside of the downtown area will be expanded into a 20.5 meter-wide road. This section of the road will be laid with concrete floor (AC) thickness of 12 centimeters.Section 2: A 53.81 kilometer-long countryside road starting from the Koursrov roundabout to Ou Chambok roundabout .This road will consist of 2 lanes 13 meters wide with a thickness of 10 centimeters.Section 3: This section of the road - National route 22, stretches 9.6 kilometers from Ou Chambok roundabout to Ang Tasom market. This section will have a width of 13 meters with a concrete floor (AC) thickness of 10 centimeters.Property experts have lauded the project intent to expand and improve the overall state of the major highway. They expect that the rehabilitation will accelerate the areaโ€™s real estate growth. Chrek Soknim, president of the CVEA, speculates that the new National Road 2 area will soon become the next target investment area as many large plots of land are still undeveloped.Soknim considers major infrastructure projects such as airports and the on-going 3rd Ring Road as catalysts for boosting property value in the area.As for land prices, Soknim said that prices have been rising since 2018. An average plot of land along the road is now selling at $200 to $500 per sqm. Thatโ€™s a far cry from pre-2018 prices of just $100 per sqm.Pann Dara, managing director BZ properties, agrees with Soknim as he also noticed the increase in land prices along National Road 2 after the announcement of a new airport project in Kandal Steung district, the groundbreaking of Aeon mall 3, and the on-going rehabilitation of the 3rd Ring Road.โ€Despite skyrocketing prices, all available land for sale have been bought, particularly lands near Koursrov roundabout for future developmentsโ€ said Dara.Data also notes that the land along National Road 2 from Koursrov roundabout to Boeung Khyang commune is selling between $300 to $350 per sqm. While land from Boeung Khyang to Bati district sells for $100 to $200 per sqm (for a hectare) and a little over $70 per sqm for land larger than 10 hectares.While rising property value is a good sign of a developing property market, the practice of overpricing can threaten the areaโ€™s real estate industry, according to Ann Sothida, director of CBRE Cambodia.Thida explained that the fast uptick in property pricing along National Road 2 is a cause for major concern in the real estate market. The sky-high prices might deter more and more investors, which might then lead to a slow down in new opportunities for locals. Proper action must be taken to curb overpricing and to scale land pricing according to its real market value.โ€œWe have to wait another 5 years to see what developments will rise, and how far investments will grow along the National Road 2 area. He would begin his day at a posh coffee shop sipping his favorite brew, meet with friends, then start working by networking with landlords and property brokers.Sitha made quite a good living renting a house in Sihanoukville to Chinese tenants and bridging Chinese house-seekers with landlords. Sihanoukville has, for the past few years, seen an exponential rise in Chinese nationals renting all available spaces in the city. Both residents and property developers were quick to meet the demand for more spaces, leading to the rapid development of condos and office spaces.But things came to an abrupt end, when in August, the Cambodian government decreed that the government will no longer renew online gaming licenses to combat underground syndicates and money laundering. The mass exodus of Chinese workers in Sihanoukville almost happened overnight, and with them, Sithaโ€™s primary source of income.โ€Iโ€™m very worried about how Iโ€™ll make ends meet,โ€ he said. Rent prices in his area started going down, and commission fees, which added to his monthly income, started to dry up. โ€œYou could almost literally hear the city boom with how busy it was hereโ€ he said, โ€œBut now, itโ€™s beginning to get very quietโ€.Sitha is among the hundreds in Preah Sihanouk province who saw their livelihoods disappear with the decline in rental & property prices, and early termination of leases after droves of Chinese people left. The decline of property prices, however, did not seem to spill over into other provinces.Saing Veychenda, Manager of Valuation Services of Knight Frank (Cambodia) Pte., Ltd, said that Preah Sihanouk is seeing a decline in property transactions with a slump starting to take hold.Land prices were quoted at about US$ 4,000 per square metre before September of 2019. The prices for the same plot of land are now half at US$ 2,500 per sqm.He estimates that about 100,000 Chinese nationals have left in the two months since the announcement. Realestate.com.kh)โ€Property prices in other provinces are growing steadily despite the slowdown in Sihanoukville.โ€ he said. โ€œKoh Kong and Kampot, in particular, did not see the same amount of [Chinese] investment compared with Sihanoukville, so, the impact is smallerโ€.There have been more than 200 real estate projects in Preah Sihanouk with a majority of these projects funded by Chinese investors.Leang Long CEO of Eyes Real Estate Co., Ltd, adds that while Poipet and Bavet considered online gambling hubs, theyโ€™re not a real attraction to a majority of investors. Chinese mostly prefer living near the mountains or by the seaside, making Sihanoukville a natural choice for Chinese investors.Mr. Long is confident that the decision to ban online casinos will give focus to more critical infrastructure. โ€œWhile gaming companies begin to close,โ€ Long said โ€œother businesses - like hospitals, schools, factories, and farms - are still operating.โ€โ€Thereโ€™s no denying that the shut down would impact the properties and real estate market in the province. But its effects would not result in a crisis.โ€ he said.Mr. Long added that Chinese investment in online gaming through real estate overshadowed other [Chinese] investments in healthcare, manufacturing, logistics, and most importantly, tourism - sectors that are still growing at a steady rate.โ€At its height, rental fees ranged from $200 to $500 per sqm which didnโ€™t reflect the real market value of only $20 to $30 per sqmโ€ he said. Some investors willingly offered these inflated prices as they only wanted short-term gains from reselling, and money laundering.ย ย โ€The government is focusing on restoring the image of Sihanoukville as they change the provincial structure and assign more development experts to the province,โ€ Mr Long said. โ€œTheyโ€™re managing the city towards a more sustainable path. Banks are now lending money for new business projects in Sihanoukville,โ€Sy Ratana, General Manager of Syvun Realty Co., Ltd, agrees that the governmentโ€™s decision to crack down on online gaming will have long-term benefits. He says the impact was mainly felt by investors and local residents who took out loans to invest in buildings meant for online casino operations.โ€The current issue Sihanoukville faces is the lack of demand in rental spaces and the absence of prospective lessors for unfinished buildings.โ€ he adds, โ€œItโ€™s not a long-term problem, and we expect reputable and long-term investors to soon see Sihanoukville as a viable destinationโ€Roads, along with other vital infrastructure in Preah Sihanouk, are currently undergoing rehabilitation since the ban was enforced.โ€Those who understand the market, and are flexible enough, will still profit in Sihanoukville. If there are no issues with the land, I believe that the airport will be ready by 2023.โ€ Oknha Pung Kheav Se, Chairman of Overseas Cambodia Investment Corporation (OCIC), shared with the Khmer Times during the Construction Industry Expo in Koh Pich last December 5, 2019.The new international airportโ€™s construction started last September 2019. An overseeing committee was established called The New Phnom Penh International Airport Assembly Sites Committee specifically to facilitate the construction of the US$ 1.5 billion infrastructure project.The OCIC, the company behind the project, is now building the foundations of the new airport, conducting environmental impact assessments, and negotiating with people affected by construction; specifically those owning land, and those currently in the process of purchasing land in the affected areas, according to a report by the Khmer Times.With about 2,600 hectares of land planned for the airport, and its supporting residential & commercial areas, the committee has foreseen that the initial difficulty will be negotiating the buy-out for the required plots of land. The committee, through the help of relevant government ministries, has been issuing prakas to halt land purchases in the area.Sin Chansereyvutha, the spokesman of the State Secretariat of Civil Aviation, said the airport will not likely be finished soon, according to the Khmer Times. Supplied)Property developers in Cambodia are now expanding their business into constructing holiday homes, primarily due to increasing demand for second or third homes from high-income Cambodians.According to Duy Panhareth, a Business Development Manager for Century 21, while there are many eco-focused hotels and resorts in Cambodia, many upper-class Cambodians are starting to prefer owning a holiday home rather than renting from a hotel or resort - and theyโ€™re very much willing to pay for it.โ€Kampot shows a lot of potential,'' said Panhareth as his company recently represented a luxury villa in the area. โ€œThere are a lot of resorts but theyโ€™re mostly for holiday rentals. Our goal now is to give Cambodians the option to purchase holiday villas,โ€ he added.Adding that the price for one villa is around $170,000 and is geared towards the middle and high-class markets. โ€œWe found that this demographic goes overseas for the holidays since there is no place nor resort for them to get away and relax. Kampot is soon becoming a good alternative for a holiday getaway,โ€ Mr. Panhareth said.A popular location for these holiday villas is near the mountain valley surrounded by the forest. (The 2nd Cambodian Tourism Investment Forum from November 21-22 aims to discuss the progress and opportunities in Cambodia's growing tourism sector)Speaking at the opening of the 2nd Cambodia Tourism Investment Forum, Cambodian Tourism Minister Thong Khon said the government has approved a 94% increase in tourism investment within the first eight months of 2019 compared to the same period in 2018.The 2nd Cambodia Tourism Investment Forum, under the theme โ€œSetting The Stage For Growthโ€ is an event organised by the Ministry of Tourism in cooperation with the Cambodia Tourism Federation aimed to discuss the progress and opportunities in Cambodiaโ€™s growing tourism sector.At the forum, the Tourism Minister said according to data from the Council for the Development of Cambodia (CDC) from 2016 to 2019, a total of 813 projects from both local and foreign investments have been approved totaling an approximate $22.5 billion. This includes 38 tourism-specific projects which total an approximate $9 billion, a 47% increase from last yearโ€™s figures.In the first eight months of this year, the government has approved 222 investment projects amounting to $6 billion - of which 14 are investment projects in the tourism sector. Total investments in the tourism sector amounted to $4.2 billion; a 94% increase over the same period in 2018, according to the minister.(Photo courtesy of the Cambodia Tourism Federation - 2nd Cambodia Tourism Investment Forum)According to Khmer Timesโ€™s reports, experts at the Asian Development Bank (ADB) said that Cambodiaโ€™s robust economic and tourism growth present opportunities for both local and foreign investors in the Kingdomโ€™s hotel sector.Despite more hotels being built in the Kingdom, the Tourism Ministry emphasized in an earlier statement that Cambodia needs 100,000 more hotel rooms if the current trend of visitors in the country continues in the next decade, the Khmer Times reports.โ€œWith rapid economic and tourism growth, investing in hotels and the broader hospitality industry does appear to be financially attractive in Cambodia at present,โ€ Jayant Menon, lead economist at the ADB, told Khmer Times.Some 3.3 million tourists have arrived in Cambodia in the first half of 2019, according to data from the Ministry of Commerce. About a third of these tourists came from China while the rest is composed of tourists from Vietnam, Thailand, Laos, South Korea, Japan, Singapore, Malaysia, the United States, and Europe.โ€At the present, tourism contributes about 12.7% of the gross domestic product (GDP),โ€ said Tourism Minister Thong Khon, adding that with promoting economic growth through cultural and natural tourism is the way to go for Cambodia.
