Anything he could afford would be far from the city centre, they said.Vuthy relented, believing that prices would soon rise far above his budget. He spent $55,000 on a new home located along National Road 6, around 16 kilometres from the Chroy Changvar Bridge.“It is a bit far, but I cannot buy a house [in the middle of the city] with that amount of money,” he said.“Whenever we have the ability to own a house, we better do it immediately even if it is a bit far. If we wait, we will need to go farther or spend more.”Two years on, Vuthy’s insights are coming true. Home values around his property are on the rise, and more borey developers are pushing farther from the city centre. Speaking at a seminar last week titled Current and Future Situation of Real Estate in Cambodia, VTrust Appraisal’s Research Director Hoem Seiha said that landed housing projects are moving into the outskirts of Phnom Penh.Seiha, who authored the company’s Phnom Penh 2030 report, added that the new projects are currently being developed as far as 25 kilometres from the capital’s central business district (CBD). He predicts that developments will be as far as 35 kilometres from the CBD by 2030.“Increasing prices and limited availability of land in the inner areas and suburbs are pushing new borey project to be developed farther out,” he said.“In the future, only condominiums will be available in the inner-city area, as they don’t need as much land to be developed.”Several borey projects are being developed in the outer areas of the city. Borey the Flora sits about 17 kilometres from Wat Phnom. Borey Piphup Thmey, meanwhile, is constructing several projects, all of which are 10 kilometres or more from the CBD.Chrek Soknim, president of the Cambodian Valuers and Estate Agents Association, said that he expects the average Phnom Penh household size of around four or five to drop in the coming years.“In the future, the average [household size] will be only one or two people,” he said.“The younger generation doesn’t want to live in a crowded space and they will shift from traditional houses to condos,” he said.According to VTrust’s Phnom Penh 2030 report, Phnom Penh will see a steady rise in the supply of condo units over the next 10 years, eventually reaching 295,000 by the end of the decade. This represents a fivefold increase over 2018 when there were just over 61,000 condos in the capital.The same report predicts that landed homes will increase threefold over the next 10 years from around 150,000 at the end of 2018 to about 450,000 by 2030.Reflecting on his decision to buy a home that, two years ago, seemed far from the centre, Vuthy was glad he bought the property when he did.“The future of new houses will be farther [from the city] and if we hesitate to buy, we will only have to go farther or buying a smaller condo.Want to find out more about housing types in Cambodia? IMF calls for an increase in property taxes

Cambodian real estate insiders are raising concerns about whether new property taxes will soon be imposed. Many fear that any added fees could hamper growth in the sector.The topic was raised earlier this month when the International Monetary Fund (IMF) released a report suggesting that Cambodia should increase its property tax revenue in order to fund infrastructure spending.According to the 26-page document, property tax revenue in the Kingdom accounts for just 0.1 percent of the country’s GDP. The report states that this is very low, even among Asean countries, and that pushing property tax revenue to 0.6 percent of GDP would help the economy grow by 2.7 percent.Ngeth Chou, an independent financial and real estate advisor, said that the Cambodian real estate sector is at a crossroads due to several factors. He cited rising prices and the impending loss of the Everything But Arms (EBA) trade deal from Europe as complicating factors in the decision-making process.“Property owners don’t only pay taxes based on the base price of the property. In most cases, the owners pay extra fees to officials to make sure process is fast enough,” he said, adding that any additional costs will fall directly on property owners.“There should be proper study and consideration after the EBA deal comes to an end, to see whether there is a significant impact on the economy.”Chou added that the government recently revised property base prices for tax calculations and the 4 percent stamp duty is already high. Thus, he said, it’s not an appropriate time to raise property taxes.Cambodia taxes skewed toward import and VATPublished on September 6, the IMF’s paper, titled Advancing Inclusive Growth in Cambodia, analyses how increasing either property tax, VAT, or income tax can secure the funding for the infrastructure spending budget.According to the report, enhanced infrastructure could help raise incomes, especially in rural areas, by improving market access and mobility.“Financing these investments through progressive income taxation, such as property taxation, can help reduce inequality further,” the report said.Cambodia’s revenue mobilisation has improved markedly in recent years. In 2007, tax revenue amounted to less than 10 percent of GDP, while in 2017 it had increased to around 17 percent.This is among the highest levels in Asean. However, Cambodia’s revenue sources are skewed towards value-added tax (VAT) and import taxes. Out of total tax revenue (16.9 percent of GDP), 61 percent of total tax revenue is generated by the VAT.Tax rate unchanged since 2012Po Eav Kong, managing director of Asia Real Estate Cambodia Company, said that it’s not a good idea to raise property taxes right now.He explained that there are currently two main types of property taxes in the Kingdom, those that cover property ownership and those that cover property transfers.In June of this year, the taxation department increased the transfer tax rate, but the property tax rate has remained the same since 2012.As it stands, properties that are valued at under US$25,000 are exempt from the property tax. Transfer taxes, on the other hand, are applicable to all properties.“If the government wants to increase property taxes, they could increase the [base] property price to align with market prices, or they could increase the threshold from $25,000 to $50,000,” he said.Dith Channa, CEO of Lucky Realty Co Ltd, said that if the government decides to follow the IMF’s advice it will get more revenue, but the people could face negative impacts.“Government will need time to discuss ... Will gambling ban hit Cambodia real estate?

A recent government decision to stop issuing new online gambling licences in Cambodia has many speculating that inflow of both capital and visitors from China will take a hit in the coming months. Real estate insiders, however, say that the move only serves to improve the quality of investments coming into the Kingdom.Many in the sector have pointed to the gaming industry in Cambodia as one of the main reasons that both investors and tourists from China have been coming to the country in increasing numbers over the past few years. Indeed, Sihanoukville in the south and Poipet, on the border with Thailand, seem to be the focal points of this growth. Both cities have a well-established casino industry.Everything was business as usual until the middle of last month. That’s when Prime Minister Hun Sen issued a directive that halted the issuance of new internet gambling permits. The move, which was trumpeted as a bid to eliminate online extortion associated with online gambling venues, also means that existed licences will not be renewed.Local sources are reporting that many gaming venues have already shut their doors for good and thousands of Chinese expats have left Sihanoukville.Just a week after the August 18 decision, the Ministry of the Interior deported 150 Chinese nationals in relation to an online gambling scam operating out of Sihanoukville and Bavet.According to Chinese state media agency Xinhua, the scheme had netted around US$14 million.Falling Sihanoukville demandInsiders in Sihanoukville have said that room rates at hotels and guesthouses in the area have declined since last month. Nuon Rithy, chairman and CEO of the Khmer Appraisal Foundation, said that Chinese expats leaving Sihanoukville are workers or visiting gamblers, not investors. This, in turn, has caused a drop in the demand for accommodation, food and other services. Rithy claimed that other areas of investment in the country, such as real estate, construction, tourism and textiles are stronger than ever. “The decision to stop the issuance of gambling license is a good strategy to filter good investors ... which will bring benefit to Cambodia’s economy in the long run,” he said. “I strongly believe that the decision will provide long-term benefits and Sihanoukville province will become the best destination for tourism and trade in the near future.”Sihanoukville, Bavet, and Poipet are the main centres of Cambodia’s online gambling industry. These three areas are reportedly all witnessing an exodus of Chinese expats.  Despite the fact that gambling is illegal for Cambodian citizens, the Kingdom has become somewhat of a gaming hub in Southeast Asia, due to the fact that foreigners are allowed to lay bets. Kim Heang, CEO of Khmer Real Estate Co Ltd, claimed that the ban on online gambling businesses in Cambodia will affect land prices in Sihanoukville, Poipet, and Bavet.However, he added that it is just a short-term effect, and long-term gains will continue.Plots in Sihanoukville which were being sold for just $200 per square metre three years ago have routinely been selling for around $3,000 per square metre.“Over the long term, this decision will provide big advantages for Cambodia’s macro-economy and renew the current operating licenses for one more year would be the best solution for all." Half a million landed homes by 2030: VTrust

The number of landed houses in Phnom Penh will reach nearly half a million by 2030, according to a recent report from VTrust Appraisal.The document, titled Phnom Penh 2030, showed that landed homes will increase threefold over the next 13 years. The valuation company claims the total currently stands at 150,000 but will hit 450,000 by 2030. VTrust’s report anticipates an average of 25,000 new landed units to hit the market each year and an overall growth rate of 9 percent in the housing supply.VTrust Appraisal’s research director, Hoem Seiha, who authored the report said that Phnom Penh has witnessed a 4 percent population growth year on year as more people seek opportunities in the city.“Rapid growth of population in the city and an increasing influx of new incoming migrants who come from different parts of the country to settle down in the city will drive more demand for houses in Phnom Penh,” Seiha said.“The flexible mortgage schemes for housing sector has come to boost the affordability of city population and thus will continue to drive the housing forward.” Dangkor, Chroy Changvar expected to grow Currently, there are seven districts in the capital with active landed housing developments. These include Por Sen Chey, Dangkor, Chroy Changvar, Russey Keo, Sen Sok, Chbar Ampov and Meachey districts.Of these districts, Por Sen Chey currently has the largest supply with nearly 50,000 landed homes. Sen Sok and Dangkor districts each have just over 20,000. However, VTrust’s report predicts massive growth in Dangkor district. The forecast claims there will be almost 100,000 homes there by 2030.It should be noted that the numbers in the report include landed houses only if they are part of a community with 20 or more units. Boreys fall squarely into this category.Concerns over affordable housingNget Chou, a local financial and real estate adviser, said that the growing demand for property ownership has pushed up property values over the past few years. Chou claimed that land prices were currently growing by between 10 and 100 percent per year, depending on location.However, he said there are worries in the affordable segment of the market.“Cambodia may face the housing crisis in the future especially among many low-income people,” he said. “The current affordable housing supply in Cambodia does not meet the living standards of a worker, as a house costs at least $25,000. This crisis has already happened in Hong Kong, so Cambodia should learn and prepare.”In terms of land price alone, Chou said that rates in Cambodia are still low compared to the rest of the region.According to Chou, the average value of urban land in Cambodia is around $2,900 per square metre. Cambodia’s total mortgages near $3.5B

Mortgage loans in Cambodia continue to surge this year, according to Credit Bureau Cambodia (CBC). The credit body’s consumer report showed that outstanding mortgages hit $3.42 billion at the end of June.CBC’s data showed that loans have increased by 30 percent from the same time last year. Mortgage loans make up over 47 percent of the total consumer credit in the country, which hit $7.16 billion at the end of June.Mortgage customers are also growing, albeit at a somewhat slower pace. CBC’s document noted that there were 131,376 mortgages at the end of June. This represents an increase of 19 percent over June of 2018.So Phonnary, executive vice president at Acleda Bank, said that the 30 percent growth of mortgages is positive for the industry. She claimed that opportunities for homeownership are expanding as incomes rise and the economy develops. “We are seeing more growth in the mortgage industry. But, at the same time, we are always careful about development and we mitigate risks by balancing loans across many sectors.”According to Phonnary, Acleda’s housing loans, home improvement loans, and real estate loans together hit $273 million at the end of June. This sum was held by 7,913 customers at that time.While loan terms differ from one bank to another, she said that annual interest rates have, on the whole, fallen. Phonnary attributed this to greater competition in the marketplace.Cambodia upgrading to more comfortable lifestyleNuon Rithy, chairman and CEO of Khmer Appraisal Foundation (KFA), said that there has been good cooperation between the financial and real estate sectors in Cambodia. The two industries, he said are growing rapidly in parallel.Rithy reflected on the changing demographics of the country, adding that more people are entering adulthood and wanting to live more independently than their parents did. “Before, when people had lower incomes, the biggest concern was having enough food to eat … Now people have higher incomes and they want to upgrade to a more comfortable lifestyle.”Even those who could already afford to own a home are now upgrading to larger homes, or homes in better locations, he said.Officials concerned over high-interest mortgagesOne caveat to the CBC’s report, however, is that it only accounts for mortgages taken through financial institutions. It is very common in the Kingdom to enter into a payment plan with the home’s developer. This is particularly popular for boreys, the landed homes that are usually built in large subdivisions. The popularity of developer-issued mortgages has exploded in the Kingdom over the last few years. Typically, these are 25-year contracts and rarely require down payments. Though these mortgages initially appear attractive to buyers, interest rates can often double or triple the sticker price of a home. Meanwhile, Cambodia’s banks usually require down payments of at least 30 percent and involve lengthy checks on credit history and repayment ability. However, it’s clear that the capital is lacking in parks and other public spaces. There are only a couple of areas of the city where people can gather and socialise. These include strips along the riverside, Preah Sumarit Boulevard and Russian Federation Boulevard. These places fill up quickly as soon as the sun goes down. Children come to play games, teenagers ride skateboards and adults exercise by playing badminton or doing dance aerobics. Indeed, the popularity of these areas in Phnom Penh shows there’s high demand. People want to get outside and participate in activities. It goes without saying that playgrounds and public parks play a vital role in the social life of local communities. They promote both mental and physical wellbeing. Public spaces go privateWith these benefits in mind, many real estate developers are including communal spaces in their designs. Brick prices stable after 2018 price surge

Cambodian brick prices have been stable over the last 18 months. Industry insiders say that supply has finally caught up to rising demand, which caught the industry off guard in early 2018.According to Chheang Suyheang, a representative for over 100 brick kiln owners in Kandal province’s Mukh Kampul and Khsach Kandal districts, prices haven’t risen significantly since early last year. Suyheang said that bricks in Kandal province, the Kingdom’s main region for domestic masonry, are currently going for $400 per 10,000.This price, he said, has remained the same for over a year. In early 2017, however, 10,000 bricks were going for just $180. That figure rose to $300 by late 2017 and jump to $400 in March of last year. According to Suyheang, the spike in demand came from huge construction orders out of Sihanoukville, Kampot, Phnom Penh and Poipet. “Many brick kiln owners have expanded production as they see growing demand. Those who used to have only two kilns now have four. Those who had four now have six,” he said, adding that they have kept prices low to compete with brickmakers from Vietnam. Suyheang estimated that there were currently around 300 brick kilns in Cambodia, each capable of turning out at least 100,000 bricks a day.Cambodia still reliant on importsCambodia has seen a massive influx of foreign direct investment (FDI) over the past few years. Indeed, the real estate, construction and hospitality industries are some of the main recipients. The brick industry has benefited from a building boom that has seen new shopping malls, office blocks, condo towers and more.During the first six months of this year, the Ministry of Land Management, Urban Planning and Construction (MLMUPC) approved over 2,000 construction projects with an estimated investment value of more than $3.3 billion.Residential and commercial projects made up the largest portions of the approved projects, accounting for $1.5 billion and $1.07 billion, respectively. Chiv Sivpheng, general manager of the Cambodia Constructors Association, said Monday that economic stability, FDI and real estate progress have all contributed to the growing demand for construction materials. He noted, however, that Cambodia was still heavily reliant on imports for other construction materials such as steel and interior fixtures.“We want to see our local production grow stronger so that we can produce more things domestically and become less reliant on imports.”Learn more about the industries that make up Cambodia's economy in our Investment Guide 2019. Article by:
