World Bank notes lower construction fees

Despite falling three places on the World Bank’s (WB) annual Ease of Doing Business ranking, Cambodia’s overall score improved. The report noted that obtaining construction permits is now less expensive in the Kingdom.Every year, the WB releases the report which ranks 190 nations by analysing regulations that either encourage or constrain business activity. Cambodia scored a 54.8 for the 2019 report, representing a gain of 0.41 over its score last year. The lion’s share of the growth was attributed to improvements in the process for dealing with construction permits. However, the report also noted that starting a business and getting electricity also became easier over the last year.Though the Kingdom still fell below the regional average score for the East Asia and Pacific region, its rank for ease of getting credit was 22 out of 190. Malaysia was reported to be a regional leader with a score of 80.6 which put it in the 15 spot on the list.The report included a case study that examined the cost and time required to establish a 1,300 square metre, two-storey warehouse in Cambodia. Twenty procedures associated with obtaining construction permits were allegedly required. These processes took a total of 652 days and cost 3.3% of the project’s total value of $64,457.Interestingly, the category dealing with construction permits was one of the Kingdom’s worst-performing metrics just two years ago. While both the time and number of procedures have stayed the same the permit costs have gone down.Last year, a similar WB case study showed that construction permits amounted to 5.3% of the warehouse’s value. The year before that, the same metric stood at 5.8%.**Matt Rendall, Darwin or Hans quoteDespite being below the regional average score, Cambodia was able to come up ahead of nearby Laos, which came up in the 154 spot.James Whitehead, CEO of yula.la, Laos’ leading general classifieds website and laorealestate.la, Laos’ first specialised real estate portal, noted that Cambodia’s northern neighbour was still a much more difficult place to start a business. “Lao citizens can hold ‘land use rights’ which is similar to ownership. Foreigners, on the other hand, can own buildings, but not the land they are built on,” he said, adding that foreign-owned business were often slow to get off the ground.

Poipet: First airport for border town set to take flight

Poipet, a gambling, economic, and transportation hub which hosts Cambodia’s main crossing to Thailand, will soon have its first airport.The Cambodian government recently gave its approval to Poipet Airport Investment, a locally-owned entity, to undertake the massive project on more than 100 hectares of land in the Kingdom's Banteay Meanchey province.Sinn Chanserey Vutha, spokesman for the State Secretariat of Civil Aviation (SSCA), recently told local media that the same group received permission from the government to build an airport a decade ago. The plan was stalled for various reasons, however.“Actually, the company got permission to build the airport in 2007. They now want to start building, so they were required to submit the project for approval once again,” he said.Chanserey Vutha noted that Poipet Airport Investment already owns the land where the new airport is set to be built and that it is in a good position to undertake the project successfully."From what we know, they have the resources to complete the project,” he stressed.The project is expected to have a total investment of $40 to $50 million. Some reports have pegged the project costs at $45 million.Chanserey Vutha claimed that construction will begin in two years and aims to be finished in three to five. The planning and design stage is slated to begin next year and construction will commence in 2020.The project is expected to include the construction and installation of runways, a terminal building, a control tower, navigational aids, radar and associated air traffic control equipment.The proposed Poipet airport will mostly cater to domestic flights. Chanserey Vutha said it will be able to handle such jetliners as the Airbus A320 and Boeing B737. These two aircraft, which are known for their reliability, low fuel consumption and relatively easy maintenance, are popular with many regional and local airlines which use them for medium- and short-range route.Hopes that airport will boost Poipet's economyReactions to the Poipet plan have mostly been positive.Chanserey Vutha said it will help boost tourism and other commercial sectors in Poipet, noting that many special economic zones (SEZs) are located in Banteay Meanchey province.A host of eco-tourism sites, historic temples, wildlife sanctuaries, and other tourist attractions are also located in the northwestern province. While not as popular as those found in Siem Reap or Sihanoukville, they are slowly catching the eye of local and international visitors.There are currently four SEZs and one industrial zone in the province, including Poipet O’Neang SEZ, Poipet PPSEZ, and Sanco Cambo SEZ.Banteay Meanchey Deputy Governor Oum Reatrey said it will make travel to and from Poipet easier for those with business in the area. “It would improve transportation from Phnom Penh and Preah Sihanouk province for investors and businesspeople in the province,” he said.Aside from local entrepreneurs, there is also a sizable group of foreign investors in the province, mostly Chinese or Japanese who operate factories or other commercial endeavours within the SEZs.For his part, Ho Vandy, secretary-general of the Cambodia National Tourism Alliance (CNTA), told local media that the new infrastructure will be a boon to the town’s booming gambling industry.  “I believe the airport is a great idea because it will reduce transportation times for those that want to come to Poipet for gambling,” he said.Vandy said a new airport will benefit Poipet and the rest of Banteay Meanchey province.“Because of its proximity to Thailand, the province is of great interest to companies and investors. The new airport would allow businesspeople to travel from Thailand to Poipet in less than 30 minutes,” he pointed out.Poipet is in the middle of an economic boom, fuelled by investments in the manufacturing, real estate, tourism, and other sectors.There has been a flurry of airport improvement, construction and proposals in the Kingdom since last year.All three of Cambodia's international airports have undergone improvements this year. Additionally, plans have been announced for new airports in southern Koh Kong province and in Kandal province just south of the capital. Many have speculated whether the massive Kandal project will ever see the light of day. PHNOM PENH: This year’s Realestate.com.kh Expo represents one of the largest real estate sales event in Cambodia’s history. The gathering of industry experts, developers, agents, international investors and local home buyers should surpass record sales figures from 2017’s expo. Initial estimates show that the event is set to break $25 million in property sales,  and could see as much as a 50% increase in transactions over last year’s event.Taking place at Phnom Penh’s NagaWorld Hotel & Entertainment Complex over the weekend, the occasion hosted over 5,000 attendees, half of which were international property investors from across the Asean region who travelled to Cambodia for the event.Tom O’Sullivan, CEO of Realestate.com.kh, said: “Attendance increased by about 25% over last year as 5,000 people attended the expo. There was an almost even mix of international investors and local home buyers. Developers generated thousands of leads and we expect to exceed $30 million dollars in property sales, which will be an increase of $10 million over last year’s event.”One of the standout exhibitors this year was the New Nordic project, which closed a deal worth $500,000 and expects to close four more this week. Additionally, Woodland Residences fully sold a unit and is set to finalise nine other deals shortly. The Kingdom’s Creed Group booked a whopping 10 reservations, Morgan Tower sold four units, SEAPS’ LZ Sea View Residences sold three units and The Parkway took deposits for two units and scheduled seven site visits.Prince Real Estate reportedly has over a hundred new sales leads and has booked a handful of site visits. The Dubai, US project says over 150 sales leads came out of the event, 20% of which have a very high buying potential. V-House, meanwhile, sold two units, Paoly Mansion got 55 leads and three reservations and Royal Park got 40 new leads and confirmed one sale worth $50,000.Cloud Coast also bagged 210 leads for their upcoming project.PPC Bank, another exhibitor, registered 10 new accounts and began the process for two major home loans. Other banks present, such as ANZ Royal and RHB Indochina, were on hand to give attendees a place to learn about loan opportunities. Representatives from Homeloan.com.kh also manned a booth to inform about various financing options.The massive event wasn’t just be about buying and selling real estate, either. Free seminars were available in Khmer, English and Chinese during the two-day event. Particularly lively was the joint session led by Oknha Cheng Kheng and Oknha Ly Hour. Oknha Cheng Kheng is the chairman and CEO of CPL Cambodia Properties Ltd. Oknha Ly Hour, president of Ly Hour Group and the Housing Development Association of Cambodia, said: “Thank you to Realestate.com.kh for organising this event which is very good for investors, developers and the public.”Other speakers in the seminar room included Guillaume Massin, the managing director at DFDL law firm, who spoke about legal frameworks for investment; Simon Griffiths of Urban Asset Solutions, who did a rundown of the local retail sector and Alice Hsieh from Position Property. Many British construction firms want to do business in Cambodia

Numerous British companies engaged in construction and related businesses are interested in doing business in Cambodia.The British construction companies’ interest in Cambodia was revealed during a meeting early this month between a visiting trade delegation from the United Kingdom and top officials from the Ministry of Commerce (MOC) headed by Minister Pan Sorasak.During that meeting, UK Trade Envoy Edward Vaizey and British Ambassador to Cambodia Tina Redshaw said: “Currently there are many British construction companies looking for opportunities to enter into Cambodia’s market in order to bring modern technology and new architectural skills to develop the construction sector which is now booming.”Buoyed mainly by massive infusions of foreign capital, Cambodia is in the middle of a building boom that is forecasted to continue into the foreseeable future. Previously empty skylines in Phnom Penh, Sihanoukville, Siem Reap, and other urban areas are now full of high-rises and various types of residential, commercial, and mixed-use developments.The officials did not specifically mentioned the British construction companies eyeing the Cambodian market, but most likely they include some of the top names in the British construction industry.  If they push through with their interest to enter Cambodia, these companies will join a long list of foreign construction companies doing business in the Kingdom.In the first half of last year, the Ministry of Land Management, Urban Planning, and Construction (MLMUPC) registered 966 construction companies, 408 of them foreign construction firms.These foreign construction companies are mostly from China, Korea, Japan, the United States, Singapore, Thailand, Malaysia, and Europe. Among the most prominent names are MCC Overseas and China State Construction Engineering Corporation of China, France-based multinational Schneider Electric, and Thai Gypsum Products, the Thai subsidiary of French building materials giant Saint-Gobain.With the UK among global leaders in construction technology, the entry of more construction firms from that country could be a boon for Cambodia’s growing real estate sector, which at times has been plagued by poor construction standards and technology. The team at The Room Design Studio is honoured to be named one of the top five best design companies in the world in the Housing Design Challenge 2018 organised by Building Trust International, UNDP and PPSEZ.Our proposal for model social housing in Cambodia is an expression of the company's design approach. The rapid development of Phnom Penh’s garment and textile factories, combined with the breakneck expansion of the city’s urban areas has meant poorly-planned and inadequate housing, basic services and infrastructure for many of the city’s residents. The proposed design aims to provide a benchmark development to ensure quality of life and security for future residents. Moreover, approximately 80 percent of the future residents will be female workers, so their needs make up the heart of our design for the City for Women project.We analysed the typical daily life of a female factory worker and designed the city to improve on every aspect of it. The design proposal focuses on basic housing conditions and future family growth, with special attention paid to social interactions. The project is filled with public spaces, crucial to a healthy and sustainable urban environment.City for Women is designed to meet the density requirements and budget constraints of the design brief while ensuring consideration for construction materials, adequate accessibility and local climatic conditions. We proposed more than 3,000 affordable apartments, with flexible space usage adjusted to local building traditions and conditions. Save for a short coastline facing the Gulf of Thailand in the southwest, Cambodia is mostly a landlocked country. But apparently, this limitation is not deterring the Kingdom, with help from its foreign friends, from going into a port building, expansion, and improvement frenzy on its few outlets to the sea in a bid to improve economic, trade and tourism prospects.In the last few months, several major port construction, expansion, and improvement projects were either completed, underway, or are being planned in Sihanoukville, Kampot, and Koh Kong, all in Cambodia’s southwest. In addition to the seaports, Cambodia, which is traversed by the mighty Mekong River and its tributaries, has a few river ports in the provinces of Phnom Penh, Takeo, and Kampong Cham.The most significant port project in the Kingdom is major improvements to the State-owned Sihanoukville Autonomous Port (PAS). PAS stretches over 125 hectares of land in Preah Sihanouk province.Last June 2018, PAS, which is Cambodia’s sole deepwater seaport and major trade gateway to the outside world, launched a $74 million multi-purpose terminal. The Japan-funded port improvement project provides an addition 330 meters for ship docking.This allows the port to accommodate larger ship with heavy loads. The new terminal is able to load shipments between 40,000-50,000 tonnes, which is double the capacity of existing terminals at the PAS.Minister of Transport Sun Chanthol said the new terminal will make PAS play a more significant role in speeding up the delivery of goods as well as boost competitiveness between Cambodia and neighboring countries. It was noted that the terminal will facilitate 70 percent of exports and imports coming through Cambodia.Minister Sun said that in addition to the new terminal, plans are afoot to turn PAS into an intermediate-scale standard port in the next few years.The planned expansion will entail the construction of another container terminal, which will enable the port to handle more than 1 million TEUs (twenty-foot equivalent units). The expansion will also enable the Sihanoukville port to receive ships of more than 60,000 tonnes.The proposed new container terminal will have a depth of 14.5 meters and a length of 350 meters. Funding is courtesy of a $209 million soft loan from the Japan Government. Construction of the new terminal will commence next year and targeted to be completed by 2023.Meanwhile, in the province of Kampot, which is more well-known for growing the world’s best pepper, Kampot Pepper, a new 4-hectare seaport will also rise soon. Kampot, which also shares a border with Vietnam, has a coastline of some 45 km on the Gulf of Thailand.The construction of the much-awaited seaport in Kampot province began early last month. Part-funded with a loan from the Asian Development Bank (ADB), the planned port is situated in Kampot’s Tek Chhou district.The massive project is expected to help boost the local tourism and property sectors, as well the national economy in general.Minister of Tourism Thong Khon noted that with their close proximity to Vietnam and Thailand and their important role in tourism development, the Cambodian Government has been focusing on developing these waterways.Maritime traffic with Vietnam and Cambodia is expected to rise once the project goes into operation. The ADB expects the port to serve 360,000 international and domestic tourists a year in its first year and 442,000 by 2022.Echoing Mr Thong, Kampot Governor Cheav Tay, said a new seaport in Kampot will benefit the local infrastructure and the country’s economy. Support infrastructure like roads and bridges are likely to be built close by to support the growing economy and tourism industry.For Soy Sinol, Director, Kampot Tourism Department, there is the exciting prospect of the seaport attracting real estate developers. “These kind of projects generally attract them,” he said, while also noting that real estate values in the area will rise once the project is complete.The Kampot port project is slated for completion in 2019.In Koh Kong province, China’s Tianjin Union Development Group (UDG) is developing 45,000 hectares of land, including building a port and an airport, as part of its $3.8 billion Dara Sakor Beachside Resort project. Few details regarding the port project have been released so far.In early 2009, there were also plans to build a $20-million tourist port in the tiny southwestern province of Kep. Cambodia’s northwestern border town of Poipet is fast becoming a rival to Sihanoukville in terms of real estate development.Poipet, which borders Thailand and hosts an important border crossing between the two neighboring countries, is in the middle of a building boom.Casinos, hotels, commercial buildings, and residential developments are going up in different parts of the town, fueled by massive foreign investments and an economic boom. Property values have gone up in many parts of Poipet as a result.A part of Banteay Meanchey Province and occupying 2,620,000 square meters, Poipet is divided into three sangkats, namely: Poipet, Phsar Kandal and Nimeth. The town is home to more than 140,000 residents, both Cambodians and foreigners.Hor Kunthea (Roy), CEO/Chief Executive Officer of Sokha Residences Group, said he was not surprised by the development, noting that the town’s property sector has shown great potential for rapid growth in the last six months.He identified Sangkat Poipet as the area with the best potential. “The other two sangkats also offer good investment opportunities and property values there are also rising,” Mr Roy stressed.According to him, many small and large scale developments have entered or are eyeing to enter into the Poipet property market. “Many investors from the outside are eyeing Poipet as a great investment destination,” he said, noting that this has contributed to the continuing increase of property values and prices.In Poipet, according to Vtrust Appraisal’s 2017 Housing market and Outlook Report, 16 projects were completed last year, releasing 1,694 units into the market. Also, 909 units reached the market in the first half of 2018.Poipet Governor San Sean Ho said there is no better time to develop real estate in the town. We, in the Government, encourages all investors to put their money into various real estate like hotels, guesthouses, residential houses, restaurants, and other facilities for tourists.In Poipet, according to him, there are many existing, ongoing, and projects that are in the pipeline or drawing board. The town is currently hosting nearly 30 casinos, 10 boreys (gated residential community) projects and a number of factories in the Special Economic Zone that produce electronic, clothing, and other products. There are also at least 50 companies subdividing residential plots for resale.Poipet’s first condominium project is now underway. Sokha Residences Group, which will occupy almost four hectares of land, is a combination of condo and boreys. Sokha Residences will have a 21-story building of 543 units with Super Store, Commercial and Office Space, Sports Club, Swimming Pool, Sky Bar, Penthouses, and 287 borey units.Condo units are priced from $27,864 to $1,270,000, while borey units have the selling price of between $30,000 and $50,000 per unit. Sokha Residence is located in the Kilo Lekh Boun, Sangkat Phsar Kandal, Poipet.The Government is also eyeing to develop Poipet’s tourism potential. Mr San said they are planning to develop 500 hectares of land into a premier tourism destination complete with a golf course, artificial river, giant garden, and a floating market. He said that once the project will be built, they are expecting thousands more of tourists will visit Poipet.The above factors, together with the plan of the Cambodian Government to open more border crossings to Thailand, Chinese-funded road along the Thailand-Cambodia border, and the re-opening of the rail link between Poipet and Phnom Penh bode well for further development of the town into an important commercial and industrial hub.“In our Economic Development Plan, we mainly focus on real estate and infrastructure development,” Mr San stressed.He said one of their priorities is to build excellent concrete roads connecting different parts of Poipet.Better roads are contributing to the increase of real estate prices in and around the town. Mr Roy noted that land along National Road (NR) 5 and adjacent to the Poipet roundabout currently fetches between $800 and $1,000 per sqm.In the areas near the border where the casinos are located, land the previously sells between $300 and $500 are now priced from $1,300 to $1,500 per sqm.The influx of Chinese is also another major factor that drove up property values in Poipet. The Chinese were attracted by the town’s investment potential and the availability of affordable land. There are currently more than 10,000 Chinese investors and workers in Poipet and it is expected to have more than 20,000 in 2019.According to Mr San, most of the big hotels in Poipet are being rented by the Chinese. Both Mr San and Mr Roy agreed that the Chinese played a big part in the growth of the real estate industry, and also of property values, in Poipet.Mr Roy said the presence of the Chinese created more demand and drastically increased rents. According to him, a flathouse on some main road that could be rented for as low as between $150 to $200 a month are now available for rent between $600 and $800 per month. Phnom Penh, Cambodia’s capital city, is seeing a rapid population growth with many people from the provinces coming to live in the city.These people, most of whom belong to the middle to lower class, mainly come to Phnom Penh in search of economic and educational opportunities.According to the Ministry of Land Management, Urban Planning, and Construction (MLMUPC), Phnom Penh’s population is expected to increase to between 4 and 7 million by 2030. Other estimates put Phnom Penh’s population at 7.9 million by the same period.To meet the demands of a booming population, Minister of Land Management Chea Sophara said Cambodia needs to build 1 million more homes by 2030, not to mention a cascade of low-cost rental houses, apartments, etc.Pich Sovann, Director of Phnom Penh Daily Property, said Phnom Penh’s huge population of migrant workers has created a big market for low-cost rentals. Many of these migrants are workers employed in factories, mostly garment factories, in the Phnom Penh area.A majority of the more than 1,700 factories operating in the Kingdom, which employ close to 1 million people, are located in Phnom Penh and its suburbs.Drab apartment blocks with scores of rooms for rent can be found around these industrial zones. These rentals are often barely furnished and only contain the most basic of amenities like electric fans to keep out the Phnom Penh heat. These are rented for less than US$100.“Because they are affordable they are popular with factory workers,” Mr Sovann pointed out.Factory workers earn between US$170 to US$300 a month and allocates US$50 US$80 for rent. It was noted that some of these people even share a single unit with some friends to further minimize the rental cost.Mr Sovann mentioned that most of these low-cost rentals are found in the Phnom Penh suburbs of Boeung Tumpun, Steung Meanchey, Por Sen Chey, and Chaom Chao. There is also a scattering a low-cost rentals that can be found close to the city center.Tang Hour, President of Amatak Property Service, noted that low-cost rentals in the outskirts and suburbs of Phnom Penh are also popular with students and staff of companies, restaurants, hotels, and other businesses that earn between US$200 to US$300 per month.Phnom Penh is home to most of Cambodia’s universities and other institutions of higher learning.Ms Tang took issue of the poor hygiene and security in areas where low-cost rentals are concentrated. “Some locations [outside the central city] need to improve hygiene and security,” she stressed.Soth Virak, CEO of Huttons CPL, agrees that there is a big market for low-cost rentals in Cambodia’s capital city.Noting that a big chunk of the population falls in the under 39 category, he said that many of them go for cheap rental apartments and houses in the meantime while saving to buy their own houses later.“They opt to rent a cheap house before they can afford their own houses,” he said.Mr Virak added that there are people with bigger salaries who opt for low-cost housing. “There are some out there with average earnings of US$500 per month who rent rooms that fetch for US$100-US$200 per month,” he said.These houses, some of which are located in the center of Phnom Penh, are equipped with the most basic of amenities and are devoid of luxurious ones like refined furniture and furnishings.Cost of living in Cambodia is very low.
