These titles are legal papers that show who owns the property and what rights they have over it.In this article, realestate.com.kh will break down the main types of property titles in Cambodia, how they work, and what foreign buyers need to know.Hard Titles (Official Ownership)A Hard Title is the most secure and legally recognized type of property ownership in Cambodia. They are cheaper and faster to obtain, but they are riskier because they donโ€™t carry the same legal protection as Hard Titles.Over the years, many Soft Titles have been upgraded to Hard Titles through a legal registration process.Example: A Cambodian family may own land under a Soft Title in a province, but to legally sell it to a foreign buyer (via a Trust or as part of a co-owned building), theyโ€™d need to upgrade it to a Hard Title.Can Foreigners Own Landed Property (Like Boreys)?No. Under current law, foreigners are not allowed to own land or houses on the ground (landed property) in Cambodia. The recent news of an innercity-to-airport rail link has been welcomed by Cambodia property developers, especially those with projects situated near the proposed track. According to recent press, upon the railwayโ€™s completion in 2018, trains will be able to take passengers from the central city to Phnom Penh international airport in just 15 minutes travel time.During a handover ceremony last week in Phnom Penh for mechanical equipment donated by China, Transport Minister Sun Chanthol said: โ€œthis project will reduce traffic jams leading to the Phnom Penh airport and prevent people from being late to their flights. Thus far, 250 meters of the rail track has already been constructed by the countryโ€™s railroad company, Royal Railway.โ€โ€œFour $1 to $2 million trains purchased by the company from Mexico will run along the route. During the first month of operation, rides will be free of charge,โ€ added Mr. Sun.Commenting on this, John Guiry, CEO of Royal Railway, told local media that construction had begun about six weeks ago and was expected to wrap up by April 2018, with about 10 to 12 meters being laid down each night.โ€The projectโ€™s budget was confidential, but was โ€œpart of a current maintenance budgetโ€ for the company.
