Supplied)When An Chanthla heard rumors in late 2017 that the government is planning on expanding National Road 3, a 202km-long major highway connecting the south of Cambodia to Phnom Penh - he saw an opportunity he simply couldnโ€™t pass on.With little capital, and even less experience in real estate investments, Chanthla decided to take a chance and pooled his capital in a joint-venture with his friends. They managed to put together $14,000 to buy a 2,500 sqm plot of land around National Road 3 in Prey Toteung Village.The land they bought was surrounded by rice fields and was only accessible through a narrow dirt road. As the sale price was a mere $5.6 per sqm, Chanthla hoped that the land would double in value in 2 or 3 years.But fortune came sooner than he had anticipated. A few months after the purchase, the government officially announced plans to renovate and expand National Road 3. Land prices around the major road skyrocketed overnight, including Chanthlaโ€™s 2,500 sqm plot of land.โ€We sold the land back at $13 per square metre. The resale gave us a profit of nearly $20,000 just a few months after making our first purchase,โ€ he said.ย After seeing the success of their first venture, he and his partners agreed to reinvest the money to buy a $50,000 plot of land measuring up to half a hectare; hoping for another flip on the market.โ€We buy up larger land when we see a potential for it. At present, our group owns nearly 5 hectares worth of land valued at $25 per square metre totalling up to $1 million.โ€ Chanthla continued.The story of Chanthlaโ€™s business venture reflects how developments on major road arteries for the past 3 years increase the value of land property, and consequently, benefit the people who live around it.According to Po Eav Kong, managing director of Asia Real Estate Cambodia Company, property value along National Road 3 has jumped significantly in the past few years. Due to the upgrading of National Road 3, there are more residential and commercial developments around it.While National Road 3 stretches all the way down the coast, land property can be valued and purchased ร  la carte. For example, the land from Chaom Chao to Kampong Toul Bridge (the border between Phnom Penh and Kandal province) is valued at $200 to $400 per sqm since itโ€™s suitable for residential projects, he added.On the other hand, property from Kampong Toul Bridge to Ang Tasom (land considered to be suitable for industrial development) is valued anywhere between $20 to $80 per sqm. While land from Ang Tasom to the Kampot Train Station is valued at $10 to $20 per sqm, Kong explained.โ€Infrastructure developments are pushing land prices to increase. And for the past two years or so, the price of land along National Road 3 has risen by 10 percent year-on-year.โ€ Kong said.As the National Road 3 connects Phnom Penh to the southโ€™s tourist hotspots like Kampot and Kep, the reconstruction of the major highway has led to factory and warehouse developments, with multiple landed housing commonly known as โ€œboreyโ€ projects starting alongside it.โ€Kampot has strong potential to be the next industrial zone, so land prices are likely to increase over time.โ€ he concluded.Sorn Seap, founder and director of Key Real Estate, said that the National Road 3 that connects Ring Road 3 has every bit of potential to be an industrial and logistics hub for the region.โ€The National Road 3 is expected to replace National Road 4 as the primary route for transportation of goods to and from the deep seaports. And when the rehabilitation is finished, we expect more factories and warehouses to set up next to it,โ€ he said.โ€œDevelopment of Ring Road 3, which is connected to the National Road 3, is also expected since the city government (Phnom Penh) mandated that factories must settle outside the city,โ€ he added.ย โ€Normally, the price of land meant for factory developments in Cambodia is cheaper than land for residential projects. However, when there are enterprises such as factories, residential projects will follow to support industrial projects. And setting aside the National Road 4, the National Road 3 has a lot of factories compared to other areasโ€ Sorn Seap said.National Road 3 is one of the major national highways in Cambodia. Facebook page)ย ย The Cambodian Prime Minister Hun Sen inaugurated a newly built cement factory in Kampot province on Thursday last week, making the total number of cement plants in Cambodia to five, according to a post on his official Facebook page. The new cement plant is called the Thai Boon Roong Cement Factory invested by a Cambodian conglomerate Thai Boon Roong Group. It sits on nearly 700 hectares of land located in Dangtong districtโ€™s Laang commune, Kampot province. The new cement factory is expected to create up to 335 permanent jobs, 90 percent of which are local employees, the post adds. According to a report by Xinhua News, the new cement factory cost $110 million to build. It can produce up to 2500 tonnes of cement a day and up to nearly 1 million tonnes a year. Thousands of new buildings are built across the country, mainly in Sihanoukville and Phnom Penh. Real estate agencies and agents play an important role as they help these projects to carry on their plans with sales.The growth of the real estate industry has led to an increasing number of real estate agencies and agents and intense competition among them. However, some property experts say developers should consider offering an โ€œexclusive sales agreementโ€ to a particular agency for a better sales outcome.According to Mr. Kim Heang, CEO of Khmer Real Estate, having one agency to represent developers is better than having multiple agencies because they will be more committed to promote and sell projects.โ€œWith developers, I always raise the idea of no exclusivity, no deal. Real estate experts and developers encouraged local investors to invest in building warehouses and claimed Cambodia is in need of more warehouse spaces as the countryโ€™s industrial sector continues to grow rapidly.During his opening remarks at Realestate.com.kh Expo 2019 last Friday at NagaWorld Hotel, organised by Cambodiaโ€™s leading property search platform, Realestate.com.kh, Cambodian real estate mogul and Chairman of WorldBridge Group Okhna Sear Rithy has called for local investors to build warehouses while the majority focuses on building condominiums, offices spaces and boreys.He believed it will generate more income compared to other types of real estate developments and at the moment warehouse developments are prominently invested in by foreign investors. โ€œI can guarantee that if we have capitals and resources to build warehouses at the suburb of the city, we will earn good revenues,โ€ he said.โ€œIf we build warehouses for rent, the business will generate at least 8 to 10 percent in return while renting a condominium can only generate us 5 to 8 percent,โ€ he added.A report by V Trust Appraisal revealed the number of industrial enterprises in Phnom Penh grew tremendously from a small base of 31,000 square meters of industrial space used in 1998 to about 1.58 million square meters in 2018.Heom Seiha, V Trust Appraisalโ€™s research director, predicted the total land size for the garment sector in Phnom Penh will reach nearly 2 million square meters by 2030, virtually twice the size of space needed in 2018.โ€œThe garment sector, including clothes, leathers, and shoes productions, took majour lead in industrial growth in Phnom Penh city, not to mention the whole Cambodia,โ€ he said, adding that the garment sector occupies about 70 percent of total industrial space, followed by food and beverage processing and packaging.Lim Heng, Vice President of Cambodia Chamber of Commerce told Realestate.com.kh that the rise of foreign investments in the last few years has driven the demand for storage spaces and has made it hard for investors to find warehouses to rent.โ€œThere are no warehouses for rent inside industrial zones at the moment. This is because a large number of companies are currently using the existing ones,โ€ he said.A new report released this month by ADB shows the economy of Cambodia will continue to grow in 2019. ADB raises concern over credit in property sector

Supplied)The Asian Development Bank (ADB) regards the continued buildup of credit in Cambodia real estate and related businesses as a risk that could disrupt the countryโ€™s economic growth.According to an ADB report from last Wednesday, the Cambodian economy remains on track and is expected to expand seven percent this year due to continued strength from traditional sectors such as garments, tourism, trade and construction.However, ADB warned that growth could be disrupted if the European Union moves ahead with the suspension of the Everything But Arms (EBA) scheme which gives Cambodian goods duty-free access to the economic bloc. ADB also cited the buildup of credit in the real estate sector as a concerning factor.โ€œWith increased uncertainty in the global trading environment and its impact on services such as tourism, Cambodia urgently needs a focused diversification strategy into niche and high-value products and services,โ€ said ADB Country Director for Cambodia Sunniya Durrani-Jamal.โ€œThis will require reducing risks emanating from lending to an overheated real estate sector, development of more skilled and productive workforce to justify rising wages, and attracting high-quality capital investmentโ€”all of which, in turn, need strong governance and institutions.โ€Despite raising concerns over credit to the real estate sector, ADB did not cite any specific data related to the matter.According to Credit Bureau Cambodia (CBC), outstanding mortgages hit $3.42 billion at the end of June, an increase of 30 percent from the same time last year. This sum, however, does not include developer-backed mortgages that are widespread in the Kingdom.Sector will โ€˜reach a peakโ€™ADB isnโ€™t the only body that has expressed concern. The National Bank of Cambodia (NBC) and the World Bank in Cambodia have noted the risks of credit surging beyond real demand.The NBC issued a statement earlier this year stating that credit growth in the construction and real estate sectors was still high at around 31 percent.Talking to journalists at a seminar earlier this year, World Bank senior economist Ly Sodet said that construction and real estate has always seen growth and contraction cycles.โ€œWhen it reaches a peak, it will fall. Nobody knows exactly when this will be, and for now, real estate and construction prices are also growing, making more bank loans available. This increases risk, so protecting the health of the financial sector is vital to prevent economic problems,โ€ he said.According to VTrust Appraisalโ€™s research director, Hoem Seiha, growth in the property sector has been happening hand-in-hand with strides in the financial sector.โ€œFlexibility of housing payment options has stimulated the housing market over the past few years,โ€ he said.Nuon Rithy, chairman and CEO of Khmer Appraisal Foundation (KFA), said that the financial and real estate sectors in Cambodia are growing rapidly in parallel.He added that more people are entering adulthood and want to live more independently than their parents. The financial sector is helping them to fulfil these dreams.โ€œBefore people had lower incomes, and the biggest concern was having enough food to eat. Anything he could afford would be far from the city centre, they said.Vuthy relented, believing that prices would soon rise far above his budget. He spent $55,000 on a new home located along National Road 6, around 16 kilometres from the Chroy Changvar Bridge.โ€œIt is a bit far, but I cannot buy a house [in the middle of the city] with that amount of money,โ€ he said.โ€œWhenever we have the ability to own a house, we better do it immediately even if it is a bit far. If we wait, we will need to go farther or spend more.โ€Two years on, Vuthyโ€™s insights are coming true. Home values around his property are on the rise, and more borey developers are pushing farther from the city centre. Speaking at a seminar last week titled Current and Future Situation of Real Estate in Cambodia, VTrust Appraisalโ€™s Research Director Hoem Seiha said that landed housing projects are moving into the outskirts of Phnom Penh.Seiha, who authored the companyโ€™s Phnom Penh 2030 report, added that the new projects are currently being developed as far as 25 kilometres from the capitalโ€™s central business district (CBD). He predicts that developments will be as far as 35 kilometres from the CBD by 2030.โ€œIncreasing prices and limited availability of land in the inner areas and suburbs are pushing new borey project to be developed farther out,โ€ he said.โ€œIn the future, only condominiums will be available in the inner-city area, as they donโ€™t need as much land to be developed.โ€Several borey projects are being developed in the outer areas of the city. Borey the Flora sits about 17 kilometres from Wat Phnom. Borey Piphup Thmey, meanwhile, is constructing several projects, all of which are 10 kilometres or more from the CBD.Chrek Soknim, president of the Cambodian Valuers and Estate Agents Association, said that he expects the average Phnom Penh household size of around four or five to drop in the coming years.โ€œIn the future, the average [household size] will be only one or two people,โ€ he said.โ€œThe younger generation doesnโ€™t want to live in a crowded space and they will shift from traditional houses to condos,โ€ he said.According to VTrustโ€™s Phnom Penh 2030 report, Phnom Penh will see a steady rise in the supply of condo units over the next 10 years, eventually reaching 295,000 by the end of the decade. This represents a fivefold increase over 2018 when there were just over 61,000 condos in the capital.The same report predicts that landed homes will increase threefold over the next 10 years from around 150,000 at the end of 2018 to about 450,000 by 2030.Reflecting on his decision to buy a home that, two years ago, seemed far from the centre, Vuthy was glad he bought the property when he did.โ€œThe future of new houses will be farther [from the city] and if we hesitate to buy, we will only have to go farther or buying a smaller condo.Want to find out more about housing types in Cambodia? IMF calls for an increase in property taxes

Cambodian real estate insiders are raising concerns about whether new property taxes will soon be imposed. Many fear that any added fees could hamper growth in the sector.The topic was raised earlier this month when the International Monetary Fund (IMF) released a report suggesting that Cambodia should increase its property tax revenue in order to fund infrastructure spending.According to the 26-page document, property tax revenue in the Kingdom accounts for just 0.1 percent of the countryโ€™s GDP. The report states that this is very low, even among Asean countries, and that pushing property tax revenue to 0.6 percent of GDP would help the economy grow by 2.7 percent.Ngeth Chou, an independent financial and real estate advisor, said that the Cambodian real estate sector is at a crossroads due to several factors. He cited rising prices and the impending loss of the Everything But Arms (EBA) trade deal from Europe as complicating factors in the decision-making process.โ€œProperty owners donโ€™t only pay taxes based on the base price of the property. In most cases, the owners pay extra fees to officials to make sure process is fast enough,โ€ he said, adding that any additional costs will fall directly on property owners.โ€œThere should be proper study and consideration after the EBA deal comes to an end, to see whether there is a significant impact on the economy.โ€Chou added that the government recently revised property base prices for tax calculations and the 4 percent stamp duty is already high. Thus, he said, itโ€™s not an appropriate time to raise property taxes.Cambodia taxes skewed toward import and VATPublished on September 6, the IMFโ€™s paper, titled Advancing Inclusive Growth in Cambodia, analyses how increasing either property tax, VAT, or income tax can secure the funding for the infrastructure spending budget.According to the report, enhanced infrastructure could help raise incomes, especially in rural areas, by improving market access and mobility.โ€œFinancing these investments through progressive income taxation, such as property taxation, can help reduce inequality further,โ€ the report said.Cambodiaโ€™s revenue mobilisation has improved markedly in recent years. In 2007, tax revenue amounted to less than 10 percent of GDP, while in 2017 it had increased to around 17 percent.This is among the highest levels in Asean. However, Cambodiaโ€™s revenue sources are skewed towards value-added tax (VAT) and import taxes. Out of total tax revenue (16.9 percent of GDP), 61 percent of total tax revenue is generated by the VAT.Tax rate unchanged since 2012Po Eav Kong, managing director of Asia Real Estate Cambodia Company, said that itโ€™s not a good idea to raise property taxes right now.He explained that there are currently two main types of property taxes in the Kingdom, those that cover property ownership and those that cover property transfers.In June of this year, the taxation department increased the transfer tax rate, but the property tax rate has remained the same since 2012.As it stands, properties that are valued at under US$25,000 are exempt from the property tax. Transfer taxes, on the other hand, are applicable to all properties.โ€œIf the government wants to increase property taxes, they could increase the [base] property price to align with market prices, or they could increase the threshold from $25,000 to $50,000,โ€ he said.Dith Channa, CEO of Lucky Realty Co Ltd, said that if the government decides to follow the IMFโ€™s advice it will get more revenue, but the people could face negative impacts.โ€œGovernment will need time to discuss ...
